        As one of the aspects of tourism, medical tourism contributes to the sustainable development and dynamism of countries. This research was carried for identifying the themes of network governance in the direction of medical tourism, and the validation of the model was done with first and second order factor analysis. The current research is applied, qualitative and quantitative in terms of the implementation process, descriptive in terms of exploratory purpose, and cross-sectional in terms of time. The statistical population in the qualitative section was conducted purposefully and with the maximum diversity sampling method, and after reaching the category saturation limit, 31 experts were finally used. And in the quantitative part of the research, it includes medical tourists referring to medical centers in Tabriz, the sample size was 384 people. In the quantitative part of the questionnaire made by the researcher based on extracted codes, the analysis and coding of interviews was done in the qualitative part with the help of MAXQDA software, in this regard, 79 codes were identified in line with open coding, 3 codes were identified in line with axial coding, and the validity of the model It was confirmed by factor analysis Manuscript profile

        Introduction: While implementing Healthcare Overhaul Plan, the process of patient flow might have changes and performance indicators. So, Governmental hospitals, encounter better with shortages and need to workforces. This research conducted to determine the changes in hospital indicators before and after Healthcare Overhaul Plan and relationships of these changes to distribution of selected hospitals workforces. Methods: This study was a descriptive-analytical study. Study population consisted of database of hospitals affiliated to Tehran University of Medical Sciences. Data gathering tools were forms which gathered. Data analyzed using Excel and SPSS software and Two-sample t-tests and Pearson correlations. Results:in this study, performance indicators had significant relationship with distribution of hospital workforces in after the implementation of Healthcare Overhaul Plan. And in the state of manpower shortage in hospitals before and after the implementation of Healthcare Overhaul Plan, the results showed that Healthcare Overhaul Plan significantly contributed to reducing manpower shortage and this impact only in the paramedics group, including staff operating room, laboratory and radiology was not observed. Conclusion: According to the standards of the Ministry of Health, there have been deficiencies in nursing human resources. The results indicate an increase in the levels of services. So healthcare overhaul plan have an impact on human resources and the higher the performance indicators used more manpower, the results also indicate the issue.   Manuscript profile

        Introduction: The health complaint is an expression of dissatisfaction by patient or its family that is required to responding. This research is done to achieve the Portrait of country medical complaints in the last decade. Methods: In this systematic review by searching keywords in 6 knowledge base and to get help from Google search engine, articles in the field of health complaints in the period 1385 to 1395, were searched. The outcome of this search was 1270 Persian and English articles. Then the research team studied the title and abstracts and they removed 1120 irrelevant articles or without full text. In the next step, after the study of full texts, removed 131 duplicates or irrelevant with the issue. Eventually, research team achieved to the 19 articles that were completely relevant with the issue. Results: Generally, according to a specified pattern, highest percentage of the complaints were related to inappropriate behavior of medical staff and the lowest was related to costs. More than 60 percent of complaints were related to period 1390 to 1392. All complaints and registered articles were related to medical centers and hospitals affiliated to the Ministry of Health and medical education. Conclusions: Serious determination of health authorities about application of complaints as a tool to quality improve, can play a role in taking advantage of this great and valuable source of information to promotion health society.         Introduction: Alignment is a key factor in creating competitive advantage, value and realizing the goals of organization, and the permanent concern of managers. In "Healthcare system", in addition to environmental dynamism, the plurality of Business is the challenge to achieving alignment. Alignment requires a strategic attitude and the participation of all managers and the starting point of this process is to understand the position of the organization. The purpose of this study was assessing the Business-IT Alignment Maturity of "Iran University of Medical Sciences" and provides a strategy for promoting it. Methods: This descriptive-survey research was conducted in the summer of 2017. The research population was "Iran University" managers, who were divided into three areas: executive, educational and IT. The stratified random sampling method was used and the sample size was 122. For data collection, the Liftman questionnaire (2015) was used. Data analysis was performed with SPSS and Friedman tests. Results: The mean of alignment was 2.55. "Infrastructure", "partnership", "skills", "communication", "competency" and "governance" were ranked first to sixth (2.78, 2.67, 2.64, 2.63, 2.49, and 2.17). Also, the scoring patterns of alignment dimensions were different in businesses of the organization. Conclusion: The organization was in the second level of alignment maturity and the goal should be the third level. The situation of "infrastructure" and "partnership" was appropriate, but "governance" and "competency" were not favorable. The organization needs a change in the "governance" of IT. It is also necessary to integrate the attitudes of managers in different areas of the organization. Manuscript profile

        Introduction: The positive and negative effects of value co-creation and patient participation in the field of digital healthcare and its feedback together and in the form of a model is a topic that has been less addressed. The main goal of this research is to investigate the effects of value co-creation on the effectiveness of digital healthcare platforms in the form of a dynamic process model. Methods: In order to achieve the goals of the research, the indicators of the effectiveness of digital health platforms were extracted from the selected information society. In the next step, using the system dynamics approach and Vensim PLE software, the cause and effect diagrams of the three subsystems of the problem were drawn, and the research model was extracted in the form of an accumulation and flow diagram. Results: In this research, patient empowerment was considered as a bridge between value co-creation and effectiveness of digital health platforms. After carrying out the research steps, cause and effect diagrams of three process readiness subsystems, value network and process achievements were extracted. Then the research model was completed by adding its complexities and dynamics in the form of accumulation and flow diagram. Conclusion: The obtained model, while depicting the dynamics of the problem, can be used as a reference for simulating and testing value co-creation development strategies in the effectiveness of digital health platforms. Although it is necessary to formulate and simulate the model to predict the effect of co-creation of value on the effectiveness of digital health platforms, but considering the prevalence of positive feedback over negative in the obtained model, it seems that paying attention to the approach of co-creation of value in the development of digital health functions has positive effects.         Introduction: The development of healthcare sector in a society is measured by existence of healthcare resources and level of people's access to them. The purpose of this paper was ranking provinces of Iran in terms of existence of healthcare resources and level of people's access to them by using Multiple Attribute Decision Making (MADM). Methods: In this sectional case study that data requirement has earned by referring to statistical yearbook system, development scores of 30 Provinces of Iran by using one of newest MADM methods named Weighted Aggregated Sum Product Assessment (WASPAS) with considering 24 important healthcare indicators were evaluated via Excel 2010 software. Results: In terms of existence of healthcare resources, the province of Tehran with a great difference compared to other provinces of the country with a score of 0.9131 and the province of Semnan with a score of 0.0603 have earned the first and last rank respectively while in terms of level of people's access to them with attention to the population of each province, Ilam with a score of 0.1146 and Khuzestan with a score of 0.0409 have earned the first and last rank respectively. Conclusion: Provinces of Iran in terms of existence of healthcare resources and level of people's access to them are different from each other and healthcare sector resources are not distributed equally.         Introduction: Recent growth in the number of private hospitals on one hand; and on the other hand, the increasing needs of the patient as a client of private hospitals have resulted in rising attention to have innovation in providing services. The importance of human resources' capabilities as promoters of supplying modern services is undeniable. The objective of this study was to evaluate the effect of HR capabilities on health care innovation within private hospitals of Alborz Province. Methods: This research was in the category of descriptive, Surveying studies and had a practical objective. In this research, after assessing the validity of the questionnaire, in terms of form and reliability comliance with Cronbach's alpha test, it was distributed among 303 of professional medical staff from 4 private hospitals of Alborz Province which were selected by random cluster sampling as our statistical samples. Collected data were analyzed using descriptive statistics, inferential statistics of one-way variance analysis and multiple linear regression. Results: According to the results of one-way ANOVA and multivariate regression, the ability of human resources in education dimensions (P = 0.000), initiative (P = 0.000), perceived flexibility (P = 0.000), organizational commitment (0.001 = P), Knowledge sharing (P = 0.002) and innovation culture (P = 0.001) have a significant effect on health care innovation. Conclusion: It is essential that the managers of these hospitals pay more attention to have highly professional human resources and promoting them at the hospital in order to improve healthcare innovation.   Manuscript profile

        Introduction: whistleblowing is a powerful tool for preventing organizational wrongdoings. Many factors influence on employees' intention to report organizational wrongdoings. Personality and situational variables are the most influential factors. The purpose of this study is to investigate the relationship between situational variables (characteristics of wrongdoing, the status of wrongdoer) and individual variables (attitude towards whistleblowing, internal locus of control, and moral identity) with the employees' intention to blow the whistle. Method: This is a descriptive-analytical cross-sectional study that was conducted on 242 employees of the Central department of Mashhad University of Medical Sciences. A questionnaire that is made based on previous studies was used to collect the data. Analysis of the data processed using the Partial Least Square (PLS) with Smart PLS software. Results: The amount of standardized coefficients between independent variables and whistleblowing intention were statistically significant (P <0.005), meaning that the internal locus of control, the existence of moral identity, attitude toward whistleblowing, characteristics of wrongdoing and wrongdoer's status have positive and significant effects on individual's decision to report the wrongdoings. Conclusion: Given that individuals with internal locus of control, positive attitude about whist blowing and high morality cannot be able to ignore the organizational wrongdoings, and the status of wrongdoer and characteristics of wrongdoing have significant effects on employees' willingness to whistleblowing, it is better for organizations to use employees with these characteristics at more sensitive or critical places, and make some arrangements such as providing reporting channels in order to facilitate this behavior.         Introduction: According to Importance of state of health care service providing, system performance, and its major impact on public satisfaction, the main question is about the public satisfaction evaluation as a consequence of the quality of health care services? The aim of the proposed model in this study is to develop a comprehensive model incorporates various criteria to assess the satisfaction of performance health care services providing. Methods: The descriptive-analytical approach is adopted for this study with an applied purpose, among 384 patients referred to the Shahrood hospitals in 2018. At first, key dimensions of satisfaction assessment of health services have been identified based on the literature and the experts’ opinions via using a researcher-made questionnaire. The statistical relationships between proposed model dimensions are analyzed by structural equation modeling technique. Results: Key findings of this study indicate that general satisfaction of health care services has a significant relationship as well as path coefficient with the others assessed dimensions such as quality of health services (0.87), staff skills (0.77), access to services (0.66), and cost of services in order of priority (0.54). Conclusion: Considering the dimensions of satisfaction has a significant role in achieving appropriate service providing, desirable performance, and enhancing the efficiency of health care services. Finally, this consideration can lead to applied efforts to significantly increase patients’ satisfaction. In addition, using the obtained results of this study can provide an efficient finding for customers classification based on the level of satisfaction and their specifications. Manuscript profile

        Introduction: Creating customer value is a prerequisite for the survival and success of organizations. The purpose of this study is to determine the factors and structure of patient value in Qazvin Social Security Organaization’s hospitals. Methods: This is a fundamental research with applied implications which has been implemented in the tradition of pragmatism. The reseach method is sequential exploration type of qualitative method to develop value scale.The grounded theory was used considering the newly introduced concept of patient value. Interviews were conducted with 13 experts and 19 hospitalized patients in under studied Hospitals. Of the 533 phrase identified by MAXQDA software, 963 primary concept were extracted Results: Findings show that the patient value focuses on his or her benefits and losses. Benefits include the effectiveness of treatment and care; and losses include money, time, resources, and efforts patients spend on services’ cost, accessibility, and error and risk management. The structural relations between the factors of quality of treatment and care, patient value, patient trust, luxury services, patient satisfaction and patient behavioral intentions are proposed as the research paradigmatic model. Conclusion: The quality of treatment and care affects patient value mediated by the patient's trust and moderated by the luxurious services. The balance of interests and expenses as perceived value, has an effect on patient satisfaction that subsequently affects patient behavioral intentions. Manuscript profile

        Introduction: Unsafe health services are still a widespread global problem. Although significant progress has been made in the last decade, there are still numerous shortcomings and the rate of harm inflicted on patients is unacceptably high. Since the evaluation of medical centers leads to improved performance, increased health, reduced accidents and ultimately increased patient satisfaction as one of the most important stakeholders of these centers, the existence of evaluation criteria is essential. No study was found to introduce and prioritize these criteria. Methods: By reviewing the most important methods of evaluation of healthcare centers, criteria related to patient safety are extracted and their importance is determined using the opinion of experts and through entropy method. Results: The findings of this study led to the establishment of a database of patient safety management criteria that the health and infection control criteria in all evaluation methods have been mentioned. Finally, the mentioned cases were grouped and prioritized to 19 criteria that the criteria of medical facilities and patient monitoring and patient safety management gained the most important position from the perspective of research experts by gaining weights of 0.0987 and 0.0855, respectively. Conclusion: In the evaluation methods and studies, different criteria in the field of patient safety management have been presented, the collection and review of which provide a suitable context for the establishment of a comprehensive evaluation method.         Introduction: The extensive advantages of the 4th generation of industry led to the entry of these technologies into the healthcare sector. Many countries have been able to create many competitive advantages by successfully implementing Healthcare 4.0. In Iran, the fourth generation of health care has not yet been properly investigated and implemented. Identifying implementation barriers and relationships between them can help decision makers in making appropriate decisions to facilitate Healthcare 4.0 implementing. This research was done with the aim of identifying these barriers and analyzing and relationship between them. Methods: This research was done in 2 stages. In the first stage, using semi-structured interviews with experts and the use of thematic analysis, barriers were identified, and in the second stage, using a researcher-made questionnaire and the method of fuzzy total interpretative structural modeling, a causal model of relationships between barriers was designed to identify the most fundamental barriers. The method of sampling in both stages was judgment and snowball and the sample size in them is 16 and 10 people, respectively. Results: The results of interviews with experts led to the identification of 44 main barriers, which are divided into 7 categories: " barriers due to sanctions", "Financial and economic barriers", "Hardware and software barriers", "Cooperation barriers", "competitive barriers", "management barriers" and "human resource barriers" were categorized. The modeling results showed that "barriers caused by sanctions", "competitive barriers" and "human resource barriers" are respectively the most important barriers and should be given special attention in policy making. Conclusion: The results of the research presented a new perspective on the barriers to healthcare 4.0. This perspective is about barriers related to sanctions and competitive issues. As a result, it is recommended to facilitate international communication, train decision-making and problem-solving skills, and develop knowledge-based activities to remove sanctions barriers. Also, facilitating public-private partnership and facilitating the presence of international companies in the field of healthcare can help increase competition. Manuscript profile

        Introduction: What today's organizations to a great extent need so that they can gain a position and competitive advantage in dynamic and complex markets is the ability to produce new, unique and competitive products and services in changing markets. The current research seeks to identify and rank the factors affecting marketing innovation in medical service organizations.Methods: Using the Delphi technique, we identified factors affecting marketing innovation in medical service organizations. Factors affecting marketing innovation in medical service organizations were provided to the statistical sample in the form of a questionnaire to measure the agreement of the sample with each of these factors and methods. We ranked the known and verified factors with the help of TOPSIS technique.Results: According to the findings of this project, the factors affecting marketing innovation in service organizations are divided into technological, competitive, political, legal, economic and social respectively.Conclusion: Paying attention to the subject of foresight and long-term thinking and the use of innovation in marketing should be placed on the agenda of the organization. Special attention should be paid to the internal and external environment of the organization and their analysis to select and implement innovative proposals in the organization (corresponding to the prioritization of factors affecting social marketing) and a productive organizational culture that encourages creativity and innovation in the organization.         Introduction and purpose: Cultural competence is the ability of the treatment staff to work successfully with patients from different cultural backgrounds. This article was done with the aim of identifying the dimensions of cultural competence in government organizations in the health and medical sector.Research method: meta-combination was used to review the research literature, and then using the opinions of 10 academic experts through questionnaire and Delphi method to confirm the model.Findings: In the initial stage, with a systematic review of 234 documents, which finally reached 45 after refining, 4 indicators and 13 sub-indices of cultural competence were extracted. It was achieved and by removing two factors that had little validity and also modifying 5 other factors, finally in the second round of Delphi, it was 735/. It was taken out, which shows the high validity of these dimensions.Conclusion: the indicators of cultural awareness, cultural knowledge, cultural sensitivity and cultural skill are the four final indicators, applying the extracted model in the public health and treatment sector will be able to be a tool for analyzing and prioritizing cultural competence in the public sector and The results should be the basis of management measures to increase the productivity of the organization.Keywords: cultural competence, government healthcare sector, Delphi technique, hybrid method. Valuable laws and regulations have been developed to assess the status and performance of the bank and to warn of the crisis leading to bankruptcy in the world. The situation of some countries, including Iran, is different economically and in other respects. In this study, through interviews with banking experts and thematic analysis, the researchers identified 17 indicators with a high degree of impact on bankruptcy, that five of them are specific to the current conditions of the Iran’s banks.         Health organizations around the world invest heavily in value-based healthcare, and time-based activity-based costing is part of cost-based value-based healthcare that is able to solve cost issues, Has been raised. The purpose of this study was to examine the use of time-based costing in the healthcare sector, how it is applied as a seven-step approach specifically designed for value-based healthcare and the cost-benefit implications Finding based on time-oriented activity in the future. This is a systematic study based on a systematic review statement. Qualitative methods for data analysis were used through content analysis. Time-based costing is applicable in the healthcare sector and can help cost effective processes, thus addressing the key challenge associated with current cost accounting methods. The ability of this method to inform payment and reimbursement systems and coordination in providing continuity of care is still to be proven in the published research, and the role of cost-based time-based activity in this cost-accounting perspective is still under way. Time-based activity-based costing should be gradually added to functional systems based on the recommendations contained in this review. In this way, time-based activity-based costing will be able to record in a better and accurate manner the cost of providing care in a situation and to control costs in an effort to create value in health care.         Attention currently to health at the community level, the appropriate distribution of health facilities and effective use of these facilities is one of the main objectives of the plan will be considered at different levels. various criteria is used for measuring healthcares. Measuring of health indexes is the best way to understand health levels of a society. To plan for healthcare development in a society, first stage is to study the healthcare indexe. the purpose of this study is to rate EilamProvince by healthcare indexes, using an Analytical method. Required data is collected from Statistical Yearbook of Population of Eilam province, from year 1390. are weighted by Shannon entropy model and analyzed by Electro Topsis and Electre, Saw models. Finally, results combined together using Cope-Land model. Our results show a development level between -7 to 7, city of Eilamis 7 and city of Abdanan 5 developed , Eivan and Mehran Cities are partly-developed, and Shirvan, Cherdaval, Dehloran, Malekshaahi are developing and Darehshaher city -7 is not developed.         Background & Aim: Medicinal plants have served as the primary constituents of traditional healthcare methods. Such plants have served mankind since primordial times. But such traditional knowledge is lacking conservation and promotion in present times. Documentation of such traditional knowledge can serve as safeguards for the conservation of such knowledge. The study primarily aims at the documentation of locally abundant medicinal plants available in the Kapilvastu district of Southern Nepal.Experimental: Data on medicinal plants regarding their local name, parts used along with their usage were collected through a questionnaire survey with a total of n=54 individuals of the locality. Excel software was used to analyze the pooled data and results were demonstrated in tables, charts, and graphs. Google Scholar and Researchgate were assessed for secondary data collection.Results: A total of 50 plant species from 46 genera representing 30 families used for curing 55 types of diseases were identified in the study area. Family Fabaceae was reported with the maximum number of species used (n=6). Trees (n=26) was the major used life form and leaf was the most frequently used (n=28) in terms of parts used.Recommended applications/industries: This study serves as a future basis for research promotion, resource production, policy formulation, and protection of these highly valuable plants. The paper will also be useful for those looking for traditional remedial measures using locally available plants in Kapilvastu district, and also will serve as informational bank for homeopathy-based curative measures.         Proportionate distribution of facilities, equipment, and Proficient human forces who are directly involved in the health of society is of great importance. The present descriptive-analytical study aimed to rank the Counties of Ardabil province with respect to the health care development indicators. Access to health carefacilities and their distribution across the Countieswere determined by employing 26 health indicators, applying TOPSIS and VIKORdecision making models,and unifying the results by Borda and Copeland techniques, mean-rank, and integration. The findings revealed the gap and inequality among the Counties of the province and a marked difference in access tohealth care facilities and infrastructures. The results of the integration method revealed that among the Counties of the province, just the county of Ardabil, the center of the province, had very favorable conditions. The Counties of Khalkhal and Meshginshahr had favorable conditions. The most deprived county in terms of access to health care facilities was Sarein and the other Counties were classified as deprived or somewhat deprived areas. The findings indicate that it is possible to change the spatial inequalities of development towards balanced growth by decentralization of facilities from the center of the province and proper distribution of facilities and equipment with a justice-oriented approach and also the distribution of health care equipment in proportion to the population of Counties.         The main purpose of this study was to investigate effect of access to health facilities on the health status of rural households at Kermanshah Province. Statistical pupation of this study consisted of all heads of rural households at Bisotoun district in Harsin Township, Kermanshah Province, Iran (N=1020), that 278 of them were selected by the cluster random sampling method. The main instrument of this study was a questionnaire which its validity confirmed by a panel of experts and its reliability was calculated by Cronbach's alpha coefficient. The results showed that the health status of rural households was medium at the given district. The results of multiple regression analysis showed that 36% of the dependent variable (health status) is explained by five following variables: level of water availability, level of sewer system availability, and level of access to health services (e.g. toilet, bath, health home, etc.), access to resources and communication and information channels and the level of waste disposal system availability. The results of this study can be considered by authorities and politicians so that they can pay more attention to the rural health issues. Manuscript profile

        The main purpose of this study was to identify the strategic measures of human resource management in the health and medical care section in a health crisis situation and emphatically on Epidemic coronavirus. The study was considered in the time domain of 2020 and the spatial domain of all staff and managers of Iran University of Medical Sciences who have participated effectively in controlling the corona crisis (2019-2020). The research method was qualitative which was done based on Grounded theory method (without structure). Semi-structured interviews were used to collect data and snowball method was used for sampling. Finally, the data analysis method was performed using triple coding in MAXQDA software environment. The results showed that the strategic measures of human resource management measures in the health and medical care section before the health crisis can be considered in six functions. The six functions of the human resources unit of the health and medical care section before the health crisis are: Employee recruitment; Improving and educating employees  ; Service compensation system; Employee relations; Employee maintenance; Separation of employees from the organization .         Health indicators, as a significant factor, can play a crucial role in enhancing the levels of developmental indicators in countries. The present study aims to examine the impact of health indicators on economic indicators during the period 1395-1399 for 31 provinces of the country. This research is of an applied and analytical nature. Data analysis is conducted using Stata 17 software, and model estimation is based on the Panel Data pattern. To test the hypotheses, Xtpcse test has been utilized to achieve the results.The results obtained from estimating the model indicate a positive and significant impact of health indicators on economic indicators such as the participation rate of the population aged 10 and older, the unemployment rate of the population aged 10 and older, the Gini coefficient of urban and rural areas, per capita gross domestic product, gross domestic product, health and treatment costs, and education. Therefore, health indicators can have a significant impact on economic development. Thus, by addressing barriers to improving health, efforts can be made towards enhancing the sustainable development of provinces in economic and other educational, human, and various other domains. Therefore, recognizing the mainfactors affecting poverty is very important for the policymakers in the field of righteconomic policy. Therefore, this study examines the effect of inflation andunemployment along with the two variables of government healthcare expendituresin GDP and population growth on the Gini coefficient, as an indicator of poverty inthe provinces of Iran, during the period 2006-2018 using spatial econometricapproach to investigate the provincial spillover effects. The results showed thatinefficient healthcare expenditures, which along with population growth are themost important factors influencing the deterioration of income distribution withoutincreasing human capital and unemployment rate, has been increasing due to theyoung population of Iran and its increase in the labor market in different years andinflation, which has risen sharply in recent years due to rising sanctions, has madepeople poorer. These are factors that have worsened income distribution andincreased poverty in the provinces of Iran. Also, the spatial proximity between theprovinces worsens the income distribution. Therefore, policies to reduce poverty,improve welfare and improve income distribution in all provinces need to beadopted in a balanced way in order to improve income distribution. Manuscript profile
