        The  purpose  of the  study  was  to investigate  the  bureaucratic  dimensions  of  school  organizations in Tehran. More  specifically , the  study  was  desighed  to  (1) describe  and  explore  the  structural characteristics  of public  schools , namely , the extent  of  their  centralization, formalization  and  specialization, (2)  identify  and  analyze  the  relationship  between  bureaucratic  dimensions  and  organizational  health  of  schools. The findings  from  this  study,  based  on the  data  obtained  by  three  types  of  questionnaires: SOI ( school organization  Inventory), OHI ( Organizational Health Inventory), and GCS (General Characteristics  of school) on  the  sample  POPULATION (1700 teachers  and  3600  pupils  of 223 public  school  randomly  selected  from  19 school districts  in Tehran) warranted  the  following  conclusions, subject  to  validation  by  further  studies: (1)    All  223 school  showed  bureaucratic  characteristics  whit  various  degree, but  the  extent  of  specialization  was higher  then  centralization  and  formalization  in school  structures, (2) 19 different  school  structures  were  observed  in Tehran, but , the  structures  with  low  centralization, low  formalization  and  high  specialization  created  higher  level  of  organizational  health  in public  schools , and  finally, (3) the  findings  indicated  that  minimized  centralization and  formalization  accompanied  with  maximized  specialization  in  school  structures tended  to improve  school  organizations.         Context: cultural, social and political differences of the countries have been the source of additional problems in the application of the bureaucratic model. Purpose: The purpose of this research is to analyze the inadequacies of the modern bureaucratic system in Iran with a periodic comparative approach and to design a comprehensive model of bureaucratic leadership based on the leadership teachings of Cyrus the Great. Methods: Among the related concepts, 128 lessons were obtained by using the comparative content analysis method in the field of three common components of leadership. In the community of experts, the snowball method was used and 13 people participated in the implementation of the three-step Delphi technique. The verification of extracted variables in the form of three components was done by using the opinion of experts and its validity was confirmed by professors and management, cultural and historical experts. Findings: show that in the design of a comprehensive leadership model, "correctness of leadership", "honesty in leadership", "the existence of strategic thinking", respectively, have the highest rank among outstanding leadership traits, principles and skills. Conclusion: model, Cyrus the Great had what today's thinkers consider as leadership traits, principles and skills, and this is a source of pride. Manuscript profile

This research was aimed at developing the model of accountability and control system in the rule of Imam Ali and in the framework of relation between democracy and Bureaucracy; so the basic variables are accountability system, control and supervision in his rule.         The purpose of this study is to evaluate the impact of New Public Management (NPM) on Staffs Organizational Trust. Considering the extensive evolution in public administration field based on New Public Management Approach, and due to the lack of researches investigating the influence of NPM on Organizational Trust, in this research, we’ve tried to fill that gap. In this study, the Statistical population was 280 Municipality of Rasht staffs, of which; 165 people were selected by using the Cochran's formula and the staffs were chosen by Simple Random Sampling method. For data analyzing, linear regressions coefficient and analysis of variance (ANOVA) were used. The results show that implementing the New Public Management principals in public sector (with coefficient 0/833), effects the Organizational Trust. It is also concluded from the results of Sub-hypothesis, that downsizing and privatization have not any meaningful relation with organizational Trust, but debureaucratization, decentralization and managerialism, have a positive effect on Organizational Trust.         Introduction: Paying attention to the dual view of citizens on public services is the phobia of bureaucracy, which means a negative image of the public sector in the minds of citizens and their distrust of the public sector. This study seeks to analyze the relationships between backgrounds affecting bureaucratic phobia in one of the universities of medical sciences.Methods: The present study is qualitative and applied in terms of purpose and descriptive in terms of data collection. The method of sample selection is purposeful and snowball. To screen the data, the average opinion of experts on fuzzy logic was used. A questionnaire with a matrix structure was prepared to explore causal relationships between factors. Agents took action.Results: Among the factors, corruption is the main factor and making constructive changes in it can help reduce the phobia of bureaucracy. Also, two factors of strict and inflexible rules and procedures and lack of accurate information of processes have been the most effective factors among other factors, the most effective indicator is the lack of accurate information of processes. The criterion of employees' motivation has the most interaction with other criteria studied. The criterion of gang play in offices has the least interaction with other criteria.Conclusion: Based on the results, politicians and managers should think of measures to align the structure of the bureaucracy in terms of having a hierarchy and division of labor with a rational model; In terms of following the rules and regulations and paying attention to expertise and competency system, do not distance yourself from this model and try to reduce this hierarchy.         Objective: The aim of this study the relationship between organizational culture and organizational citizenship behavior with an emphasis on professional ethics mediator Fisheries Department staff in Mazandaran province, which is applied. Methods: This descriptive correlational. Population: population included all employees of the Bureau of Fisheries province the number is 500 people. The research method: using Morgan table and stratified random sampling, 217 samples were selected. The data collecting tool standard questionnaires Denison Organizational Culture (2000), professional ethics Kadvzyr (2002) and organizational citizenship behavior Padsakf et al (1990) respectively. The findings and results: Face and content validity and reliability verification tool using Cronbach's alpha coefficient, respectively, 87/0, 83/0 and 88/0 respectively.         Introduction and research purpose: Efficiency and effectiveness as the output of human and organizational systems is achieved when work and behavioral processes are modified, on the other hand, a key factor in the successful implementation of improvement strategies as well as adaptation to the environmental turmoil that modern organizations face. Therefore, the purpose of this study is to investigate the executive strategies of organizational improvement based on culture in terms of human resource effectiveness. In this research, the framework of competitive values of Queen and Cameron has been used. The statistical population of the study includes law enforcement personnel of Sistan and Baluchestan province, of which 384 people were selected as a sample.Method: The present research is applied in terms of field and survey nature and based on the purpose. For data analysis at the inferential level, Pearson correlation coefficient, regression, Friedman, skewness and elongation tests were used. Cronbach's alpha coefficient was used for research reliability and CVR and CVI coefficients were used for content validity.Findings: Correlation coefficient and regression tests show that there is a positive relationship between research variables. This means that the conceptual model of the research is significant with 95% confidence and based on the available data, this model is able to express changes.Results: Research introduces rational culture as the dominant organizational culture.         Street-level bureaucratic theory is now at a fairly mature stage. The focus on street-level bureaucrats as ultimate policymakers is now as familiar as it is important. Likewise, the parallel socio-legal study of the implementation of public law in public organizations has demonstrated the inevitable gap between law-in-the-books and law-in-action. Yet, the success of these advances comes at the potential cost of us losing sight of the importance of law itself. The purpose of this study was to determine the pathology of street level bureaucrats in the medical care departments of social security organization hospitals in the country. The field of study is set within management branch of humanities. Purpose wise the research approach is applied research, and method wise it is considered as descriptive-analytic. Methodology was descriptive through describing the variables, and analytic through statistical analysis of these variables. In this study, the surveyed population was consisted of elites and senior experts in the field of study. This group consisted of faculty members from various universities in the field of public administration. Data Collection method done by means of questionnaire. Reliability of questionnaire was confirmed by Cronbach's alpha method and validity was confirmed by face validity.          Street-level bureaucrats are considered the main makers of policies in such a way that they canimprove and upgrade the quality of services or generate social dissatisfaction. In this research, an attempt hasbeen made to investigate and identify the components of conflict between the behavior of street-level bureaucratsand the organizational policies of pre-hospital emergency. The current research is applied in terms of purpose,which was implemented with a qualitative approach and thematic analysis method. In order to collect data,while using the method of library studies, semi-structured interviews were conducted with 19 experts andpractitioners of the health system, and the research data were analyzed using the "Brown and Clark" model. Theresearch results were calculated in five dimensions, including "influence of individual characteristics","organizational factors", "mission conditions", "environmental settings" and "characteristics of therapeuticpurposes". Due to the importance of the skill and knowledge of pre-hospital emergency experts in saving humanlives, the result of the conflict between the executives' discretion and the organizational policies is like a doubleedged sword and can make the implementation of the policy more effective. or their inefficiency.         Abstract: Fatimid dynasty came to power with efforts made by Ishmaelite rebels in North Africa in 912AD (297hegira) and joined Egypt to this sovereignty in 972AD (358hegira). Following to conquest of Egypt and access to affluent wealth of this region, their expansionist objectives were also formed for which marine fleet was one of the requirements. The main question is that why and how Fatimid established marine fleet in Mediterranean Sea and to what extent they succeeded in this regard. The present essay is intended to express various aspects of maritime organization and developing of their activity in the maritime course in order to expand cultural and political influence in Mediterranean Sea. Given the Fatimid have benefitted from all their potential to expand power and influence in Mediterranean zone in order to prove legitimacy of their caliphate, it can be concluded that the Fatimid inaugurated maritime fleet equipped with types of ships and shipbuilding instruments and workshops for stabilizing of this caliphate and developing power of their government so that this fleet has served for their cultural, economic, political and military goals in Mediterranean Sea and other surrounding waters from ninth to twelfth AD centuries.         The Economic organizations of Fatemiyan Abstract: Fatimid government (Caliphate) was established at North Africa in 909 AD (297 hegira) and it took power in Egypt in less than seventy years and consolidated the foundations of their government promptly. The present essay is written in order to examine economy of Fatimid caliphate and its effect on stability of their government for more than two and a half century (909-1171) that has been conducted by librarian method and through referring to the valid sources of information. The major hypothesis of this is that the Fatimid could expand their political influence by means of an economic system based on trade, agriculture, and taxation and claim for caliphate over the entire Islamic world. The studied subject is that how Fatimid’s economic system operated and what financial sources they have employed for providing economic requirements and expansion of their sovereignty in Egypt and what objectives they had considered in their mind for developing these sources to acquire revenue. At last, it is expressed as conclusion that the Fatimid have benefitted from an effective and profitable economy in order to develop their political, social, ideological, and for survival of their government.         The Abbasids, who had reached the caliphate with the support of the Iranians, paid special attention to the Iranian bureaucrats for the administration of the Islamic empire. Among the Iranian ministers of the Abbasid court, the two families of Al-Barmak and Al-Sahl had a very high and impressive position.The scientific and social credibility of the Bermakians, along with their support of the Iranians, caused the anger and jealousy of the Arabs, who were afraid of the presence and power of the Iranians. Among the reasons for the increasing influence of Iranians among the Abbasids, two reasons are more prominent: firstly, because of the skill and background of the Iranians in the art of circuitous government, and secondly, that Khorasan was governed by local Iranian rulers. Therefore, it was necessary for Ma'mun to follow a conciliatory policy in order to gain their satisfaction. This article attempts to define the nature of the changes using the phrase "Govering the Hollow State" to record the changes that have occurred. The null state is raised as a metaphor for describing the nature of the transfer of power and decentralization of services in the central government to both local governments and third parties - nonprofit organizations and private enterprises - which increasingly operate in the name of the state. Became Since governments with this decentralization failed to achieve the goals they wanted, the term "Govering the Hollow State" was formed, indicating the government's failure to outsource services. These failures were raised at three levels: macro level (loss of government legitimacy), middle level (decentralization in service delivery), and micro level (the roles of government employees).         This study aims to investigate the opportunities and challenges of foreign investment in East Azerbaijan province with emphasis on the two business districts of Tabriz and Jolfa. The research method was survey and a questionnaire was used to collect data. The statistical population was managers of foreign investments and foreign investors in the cities of Tabriz and Jolfa. The sample size was determined using Cochran's formula and 429 people were selected by stratified sampling method. According to the findings, the identified challenges of foreign investment in Tabriz and Jolfa regions included administrative bureaucracy, lack of optimal executive plans, inconsistencies in executive plans, lack of consensus and empathy between officials and lengthy investment process. Foreign investment opportunities included greater profitability, lower production costs, better marketing, better access to workers, and the ability to compete more with the host country's products. Findings showed that there is a significant direct correlation between the variables of social capital with the three dimensions of participation, trust and social cohesion and foreign investment (r = 0.55). Also, the study of the effect of social capital on foreign investment showed that social capital has an effect of 0.46 on foreign investment. Conflict of interest: According to the authors, the article did not have any conflict of interest. With the emergence of the administrative system in the Umayyad period and the continuation of the power of the Umayyads for about a century, and also considering the evolution of this administrative system in the period after the Umayyads, Therefore, this research, with a descriptive-analytical approach, based on library data and based on Weber's concept of traditional authority, examines the role, influence and mutual relationship of bureaucracy and political authority in the continuation of the power of the Umayyad Caliphate.         Objective: The purpose of this study is to establish a knowledge management system in the organization to eliminate administrative bureaucracies, parallelism and lengthy processes in carrying out activities in the university libraries of the country. Method: The research method is mixed in terms of applied purpose and in terms of data collection. The statistical population in the qualitative section consisted of experts in the field of information science and knowledge in managerial positions, which up to 15 people were selected as a sample size by a purposeful method and interviewed. Also in the quantitative part, the statistical population includes all managers of university libraries in the country, whose number is equal to 1007 people and due to geographical dispersion and large size of the statistical population, in this study using cluster sampling method. By dividing the universities into four sections (north, south, east and west) and Cochran's formula, the sample size was 278 people. In this study, the research tool is a questionnaire whose validity was confirmed by experts' opinions and reliability by Cronbach's alpha which was 0.87. In order to analyze the data, grounded theory approaches and structural equations with PLS software were used. Results: The results showed that the main dimensions of the model are organizational factors, managerial factors, individual factors and structural factors and include 74 sub-components.  Conclusion: Knowledge management and its dimensions due to the improvement of work processes and organizational activities increase the speed of work and reduce administrative bureaucracies, and parallel work.         The concept of Tadbir-e-Manzil (household management) is a concept in history of political thought in Islam. It refers to management of household and the way family members participate in carrying out and regulating the affairs of Manzil (household). With the aim of achieving a new understanding of Tadbir-e-Manzil and its formation and evolution in its semantic domain, this article’s question is a question about the origin and the nature of its concept, its semantic evolution, and its sociopolitical implications within the framework of its conceptual history and in the period of translation movement. The period during which the process of translation causes an environment of cultural exchange that introduces a possibility of semantic comparison of concepts in relation to their sociopolitical realities. Studies show that Tadbir-e-Manzil in its conceptual origin and in its sociopolitical reality in ancient Greece as Oikonomia, has been a support to the concept of Greek citizenship, in relation to its ethics and economic production status. And then in the course of its semantic transition and change to the realm of the Islamic Iranian civilization, it has been selected and applied as Tadbir-e-Manzil by Moslem scholars in relation to Islamic sociopolitical realities as well as Islamic acting space of translation movement. In fact the main issue is that Tadbir-e-Manzil, in an obvious difference with ancient Greek Oikonomia, has been used in accordance with Islamic political reality based on individual Islamic morality and political obedience. For this reason, he and his successors showed great attention to Iranian culture and civilization and the employment of Iranians in various political and social positions such as the ministry and chancellery. The migration of Iranian Shias to the Deccan increased significantly from the middle of the 8th century and reached its peak in the 10th and 11th centuries. A large number of elites and nobles moved to the Bahmani court in the Deccan. Bahmani kings also encouraged this migration. The migration of these scholars, political men, poets and doctors had many consequences in the religious and cultural fields of Deccan. The findings of the current research were done using library sources and descriptive-analytical method.         This paper aims at investigating into the impact of leadership styles on the quality of working life of Islamic Azad University of Isfahan staffs, The statistical population and sample of the study were 2113 and 325 persons respectively. The two standard questionnaires were 18 questions for leadership style and 38 questions for quality of work life, which confirmed the reliability and validity of the questionnaires. Regarding the purpose, the study is an applied work and is a survey research which its data collection has been carried out through the descriptive-analytical method. Various statistical techniques and methods such as Student’s T-Test, Factor Analysis, Logistic Regression, and Pearson and Kendall correlation coefficient were used in order to analyze the data of the study. The findings indicate that the more the administrators of the said university take the democratic leadership, the more the staffs’ quality of working life will be improved. Moreover, the democratic leadership style has positive impact on parameters such as team communication, work stress relief, organizational commitment, organizational partnership, organizational conflict reduction, support of administrators, support of colleagues, role clarity and delegation of authority.         Title : The process of development of conflict in the organization of Tehran University of Medical Sciences and Subsidiary organizations Abstract This paper was conducted with the aim of developing a sociological understanding in the field of inter-organizational conflict seeking to respond the explanation of inter-organizational conflicts in the organizations of Tehran University of Medical Sciences and affiliated organizations. According to the definitions provided from conflict, the goals of employees and access to those goals were investigated as the basic concepts and their practices against the situation created. In this regard, due to the use of the underlying theory, after reviewing the literature and research background, without presupposing the theoretical framework for data collection with techniques of semi-structured interview, direct and indirect observation and participant observation was conducted. Purposeful sampling was continued to the theoretical saturation and research findings in four explanatory models were shown. The results showed that the conflicts in organizations are formed due to not achieving organizational objectives and how the behavior of actors against the alien conflict or compatibility. The other results of this study can be also noted that conflicts in organization are one of the defective forms in organizational relationships that empowering of people to reduce or eliminate them depends on their authorities.         Organizational commitment is a continual process by which administrative staff believe in the values and goals of their organization and strive for them. Sometimes, they do not fulfill their commitment and as a result, underachievement, absenteeism, and irresponsibility would arise. The aim of the present study is to offer a model for factors affecting non-fulfillment of organizational commitments among school principals of Kerman Province. This study was applied in purpose and mixed in method. The population in the qualitative part was education experts of Kerman province with management and policy-making experience 20 of whom were selected by purposeful sampling to reach theoretical saturation. In the quantitative part, 153 out of 256 principals and vice-principals of the first and second secondary schools of Kerman province in the academic year of 2021-2022 were recruited following Cochran's formula, using multi-stage cluster sampling. A semi-structured interview and a researcher-made questionnaire were used to collect data. The validity of the questionnaire was estimated 0.61 using the average variance extracted, and its reliability was 0.95 and 0.86 using Cronbach's alpha and composite methods, respectively. Data were analyzed with open, axial and selective coding and structural equation modeling in SPSS-26 and PLS 3.         Educational justice is legally guaranteed for everyone without any discrimination, and governments are obliged to support educational justice and put it into practice. This issue has also been reflected in Iran's laws. The present research method is descriptive-correlational of structural equation type. The statistical population of the qualitative research is the elite teaching and research faculty members who were selected through interviews from 30 faculty members of Islamic Azad University branches in Mazandaran province. The quantitative part of the research was conducted using a researcher-made questionnaire administered to 280 people. SPSS 26 and PLS 3 were used for analysis. Using the coding method of qualitative content analysis based on interviews, identification and classification were done. Using structural equation modeling, the effectiveness weights have been obtained. The results showed that all the components of educational justice were identified and their significance was confirmed in the study, and the model of educational justice in Iranian law was explained by examining the themes and concepts. They managed to rule for about three centuries, first completely independently and then as agents of the remaining Umayyad caliphate based in Spain. The results of this establishment and consolidation of political forces gradually manifested themselves in the fields of culture and civilization to the point that many researches on Idrisi culture and civilization testify. But the unspoken point in this regard is their influence on Muslim and non-Muslim neighbors who gradually became fascinated by the civilization and cultural thought of the Idrisians. The present article has dealt with the most important examples and components of civilization that have emerged and spread during the rule of the Idrisians and in addition to them were exported directly to other countries, countries and tribes directly or indirectly.         In view of technological advances, in order to fulfill the will of society and government organizations, they must transform and modernize their structure in accordance with these advances. The purpose of this study is human resource management model based on a new government management approach. In the present study, a mixed method (qualitative and quantitative) was used to collect data. In the qualitative part, using in-depth, semi-structured interviews and using the opinions of 12 experts, and in the quantitative part, information was collected. The interviews were analyzed using three-step coding method (open coding, axial coding and selective coding). In the qualitative part, the interviews continued until the theoretical saturation was reached, and in the quantitative part, 391 clients of the Housing Bank formed the sample size and completed the questionnaires. Finally, the components of human resource management were formulated and proposed based on the modern government management approach (principle of privatization, principle of decentralization, principle of downsizing, principle of management, decentralization). Also, the present research and identification and development of components and design of human resource management model, our view on human resource management and sustainable development, is a systematic view to promote human capital, which is the main factor in differentiating organizations.
