The statistical population in the qualitative section consisted of experts in the field of information science and knowledge in managerial positions, which up to 15 people were selected as a sample size by a purposeful method and interviewed. Also in the quantitative part, the statistical population includes all managers of university libraries in the country, whose number is equal to 1007 people and due to geographical dispersion and large size of the statistical population, in this study using cluster sampling method. By dividing the universities into four sections (north, south, east and west) and Cochran's formula, the sample size was 278 people. In this study, the research tool is a questionnaire whose validity was confirmed by experts' opinions and reliability by Cronbach's alpha which was 0.87. In order to analyze the data, grounded theory approaches and structural equations with PLS software were used.
