Abstract :
This research aims to study the intra- organizational management method of projects and administrative bureaucracy) and extera- organizational (allocation of credit and geographical factors) obstructions existing in the implementation of civil projects Justice administration of Tehran . This research also aims to recognize the weaknesses and strengths of the factors related to the implementation of civil projects if the Justice administration and provides Proposal for the elimination of such weaknesses and enhancement of strengths, to facilitate the supervision of the implementation of civil projects in the Justice administration of Tehran based on geographical factors for the purpose of financial planning and execution of civil projects. The ultimate objective of this research is to improve the execution of civil projects throughout the provinces og Iran. The research, which is of survey type , is carried out using descriptive method. For the collection of data required for this research, a questionnaire, whose validity has been confirmed By the opinion of experts , has been used.The reliability of the questionnaire has also been confirmed by the coefficient of Cronbach's alpha that is equal to 0.80 in This research. The statistical population of this research consists of all experts working at the financial and administrative department of the Justice administration of Tehran. A simple random Sampling method has been. The Results of the research showed that the project management, administrative bureaucracy and current allocation of credit prevent the appropriate execution of civil projects in the Justice administration of Tehran. And geographical factors as an obstruction to the implementation the Justice administration of Tehran no confirmed.
