Methods: This research has been carried out with a qualitative and applied approach. Using library studies, the necessary documentation was gathered in the field of research. Methodology: The research method is applied in terms of purpose, descriptive survey in terms of method, and qualitative and quantitative (mixed) in terms of data type. The statistical population of Islamic Azad University, and sampling was done until reaching information saturation with 15 people. The quantitative statistical population included 252 152 people were selected based on simple random sampling. The data collection tool included a semi-structured interview and a researcher-made questionnaire. The content validity of the questionnaire was confirmed by experts and the reliability of the questionnaires was confirmed with Cronbach's alpha coefficient higher than 0.7.Findings: The results showed that the policy implementation model of the entrepreneurial university based on science and technology policies includes three dimensions of support, requirements, and interactions with 20 components and 96 indicators.Conclusion: The results of the research can be useful in the implementation of the policy of the Entrepreneurial University and provide a suitable field for other researches.         Talking about making policies, we expect a domain of outcomes including bureaucratic and sovereign decisions. The outcomes are indeed the result of mechanisms and instruments that must be utilized to implement a policy. Implementation of policies usually suffers from 2types of deficiencies: deficiencies caused by inefficient executives and those caused by insufficient infrastructures. what comes before these deficiencies is the lack of an optimum methodology for implementing the policies; because, the executive can claim not having a clear plan of action, and the problem of insufficient infrastructures usually cannot be solved in a short while. The present article, being centered on the discussion of performance and performance studies, aims to propose a model for implementation cultural policies, by means of which the operational literature and ideas are developed with a cultural approach, of the objectives. Complete and accurate implementation of the plan of action is the only way of realizing the policies. On the other hand, improper implementation can abandon all hopes for solving the problem. Every instrument can be applied to a certain problem; and since the policy makers can have an extensive domain of action, knowing the proper instruments is the key to final realization of the policies.         Background: Stakeholder participation is considered as a cornerstone of contemporary policy-making and is one of the tools for democracy and sustainable development in organizations that this study has addressed.Objective: To develop and validate a stakeholder participation model in public policy-making in the Food and Drug Administration.Methods: In the qualitative part of the research, after interviewing 18 experts using the content analysis method, a conceptual model was developed. In the quantitative phase, the structural equation model was used for validation through SmartPLS software. The content validity of the questionnaires by experts, the construct validity by factor analysis and the reliability of the questionnaire by Cronbach's alpha test were calculated to be 0.70 and all were confirmed.Findings: In the qualitative section, 103 basic themes, 20 organizing themes and 5 comprehensive themes were extracted to model the model. The results showed that all the indicators identified in the model of stakeholder participation in public policy in the Food and Drug Administration, approval and the GOF value of the general model is 0.625, so the model has a good fit.Conclusion: By implementing the model, the participation of stakeholders in public policy making in the Food and Drug Administration can be increased and practical policies can be formulated and fully implemented.         Context: For nearly three decades the human resources that are attracted to the government will be at the service of the government. Understanding the priorities of the HRD policy model will greatly contribute to the success of government education and development programs. Purpose: The purpose of this study was to prioritize the HR policies based on the analysis of the gap between importance and performance from the perspective of target population. Methodology: Quantitative data were collected through a questionnaire by stratified random sampling and Cochran formula. The research is a cross-sectional descriptive survey and analyzed by SPSS 22 software and dependent t-test. Findings: Out of fifteen general policies analyzed, five policies at the first level of importance, seven policies at the second priority, and three policies at the third priority. On the other hand, by incorporating the influence coefficient of each policy, redesigning the system of training of government employees using the rational decision mechanism becomes more important. Conclusion: The necessity of redesigning the system of training of government employees by using rational decision-making mechanism based on human resources development approach can be considered as the most important macro policies.  Manuscript profile

        Background: The growing disconnect between citizens and policymakers leads to a crisis of legitimacy and requires the policy area to be re-engineered to re-engage citizens and improve the performance of governments. Accordingly, in recent years, the open policy making model is rapidly replacing traditional models, the knowledge of its dimensions can be a way to use it. Objective: Designing an open policy making model is the main objective of this research. Method: This study, using the critical interpretive synthesis method, while systematically reviewing the resources found in the field of open policy-making, has selected 37 sources from about 500 sources and assigned 250 codes to 827 sections of the reviewed sources in MAXQDA2020 software have been analyzed. Findings: 250 codes were divided into 29 themes and 5 dimensions of open data, open innovation, open policy making, trust and open government, which indicate the dimensions of the open policy making model. Conclusion: Utilizing the principles of open government and addressing open data and open innovation, while strengthening open policy-making, which is to open the policymaking process, rebuild public trust and lead to improving government performance.         Background and Aim: Due to the existing dynamics, it is necessary to achieve the goals of supply chain management of refractory industries, creating coordination between different levels of supply chain, identifying influential factors and identifying how different risks interact, which ultimately requires analyzing large volumes of information. For this purpose, the purpose of the present study is to provide a mesh line model in the management of supply chain risks of raw materials in conditions of uncertainty with a dynamic approach to systems in refractory industries.  Method: In terms of purpose, the present study is part of applied research. The statistical population of the study included the managers of refractory industries in the country, which was selected as a sample size by a purposeful method available to 15 people. Library and field methods and refractory industry database tools were used to collect information. In order to analyze the data, the systems dynamics approach and Wensim software were used.  Results: The simulation results showed that there are two mesh lines to reduce supply chain risks that in the structure of cooperation between suppliers and partners, it is important to pay attention to long-term returns and in shaping key factors to reduce supply chain risks in the absence of conditions. Certainty in the refractory industry, it is necessary to focus on the fact that long-term returns should be considered in the short run.  Conclusion: According to the findings, in order to reduce supply chain risks in the uncertainty of refractory industries, in the short term, they should focus on reducing the level of differences in work situations and conflicts between them, and partners and suppliers in the long run to resolve conflicts.         Interdisciplinary approaches have been one of the successful methods of solving chronic and old problems in scientific fields in recent years. Governments in the modern era face society's problems through public policy and try to solve them. The level of realization of public policies is indicative of the government's success in advancing its goals and solving society's problems. On the other hand, the failure of the policy maker means the failure of the public policy. Reducing policy failure rate is a leading research issue. For this purpose, the application of the behavioral economics approach has been used in public policy making. By describing and predicting the behavior of policy actors and key stakeholders, behavioral economics provides the possibility of improving policy quality. Therefore, according to the existing researches in this field, the meta combination method was put on the agenda. Finally, with the systematic selection and analysis of 20 valid and relevant researches from about 100 primary relevant researches, a four-step model for formulating public policies and a list of 17 effective behavioral components were obtained separately for each stage in the public policy process.         Introduction: This study was conducted to promote the rationality of public policy-making through stakeholder participation in the codification of public policies. Accordingly, the main issue of study is the pattern of factors affecting the stakeholder’s participation in the process of public policy codification in the Iranian Food and Drug Administration of the Ministry of Health and Medical Education. Methods: This study is qualitative-quantitative research. At first, the stakeholders of (IFDA) were identified through interviews. Then, 18 experts in public policymaking, managers, and experts working in the (IFDA) were interviewed by using the DEMATEL method, as a result of which the relationship between the stakeholders and the severity of their effects on each other was determined. Results: 16 stakeholders of (IFDA) were identified. The results show that in terms of effectiveness and impressibility (D-R) of the governing board with a value of 0.906 was the most influential beneficiary and final consumer with a value of -1.971 was the most impressible stakeholder and also, in terms of the importance of stakeholders (D + R), the Ministry of Health, with the value of 5.322 has the most importance and insurance organizations with the value of 3.216 have the least importance. Conclusion: By considering the important stakeholders such as the Ministry of Health and the governing board, as well as influential stakeholders such as the final consumer, and by considering the relationship and intensity of stakeholders with each other, the basis of policymakers to involve stakeholders in the policy-making of (IFDA) has been set.         Background and Objective: Considering the importance of environmental issues in public policies of the country and considering the numerous problems in the field of environment, the purpose of this study was to evaluate and fit the proposed model for formulation of public environmental policies in the country. Method: This research is a descriptive and analytical study which was carried out to determine the validity and reliability of the model by designing the basic conceptual model and determining three basic dimensions (structural, content and context) and thirty sub-components. The initial model of the research was investigated and tested using SEM using Smart PLS 2 software. The model was then fitted at three levels: the fitting of the measurement model, the fitting of the structural model, and the general fitting of the model (GOF). Findings: The t-values ​​for all questions were greater than 1.96 and the significance of the relationships was determined. On the other hand, convergent validity (AVE) model and divergent validity were confirmed with (0.91 and 0.8368, respectively). Also, a value of R2 (0.91) indicates the validation of the model using the above criterion and demonstrates the high power of predicting endogenous variables. Discussion and Conclusion: "Structural dimension" (path coefficient= 0.5227) has the highest effect on the public environmental policy network of the country and then "Contextual/Environmental dimension" (with path coefficient= 0.4597) and then "dimension" Content/Behavior (path coefficient= 0.0397) is in third place. Also, the GOF criterion was found to be equal to 0.55235, indicating a strong fit to the overall model. Manuscript profile

        Abstract This research was done with the aim of designing and explaining the pattern of formation of evidence-based policies in the field of attracting and retaining professional employees. This research is applied in terms of purpose, exploratory in terms of approach, and mixed (qualitative-quantitative) in terms of data analysis. In the qualitative phase of the research, a group of experts, including university professors and experienced consultants in the field of human resources management, as well as senior managers of human resources in Iran's aviation industry, were considered as the statistical population. In this phase, 11 experts were selected using the purposeful sampling method. The main tool of data collection in the qualitative phase of the research was in-depth and semi-structured interviews with experts. In the qualitative phase of the research, the data obtained from the interviews were analyzed based on the theme analysis method. In the quantitative phase, all senior managers of Iran's aviation industry were considered as the population, and among them, 108 people were selected as a statistical sample based on simple random sampling. In the quantitative phase of the research, a closed and researcher-made questionnaire consisting of 27 items was used as the main tool for data collection. The validity and reliability of this questionnaire was checked and confirmed in different ways. In the quantitative phase of the research, SPSS and Lisrel software were used to perform descriptive and inferential analyses. Finally, the research results led to the design of a multi-pronged model for the formation of evidence-based policies in the field of recruiting and retaining professional employees.         Purpose: The main objective of this research is to develop a policy model for surveillance the business of cross-border trade. Method: In this research, a research methodology based on the approach of Grounded Theory has been used. The coding has been done in three stages: open coding, axial coding and selective coding, and through in-depth interviews with experts in this field. In this research, the statistical population of the experts in the field of oversight of cross-border trade, including managers, specialists and customs experts, was considered as the most important organization in the surveillance environment of the transnational trading, which was interviewed with theoretical sampling. In this research, from the 10th interview, repetition was detected in the data and no new concept was identified, but for more precision and reliability, interviews were conducted with twelve people. In order to evaluate this research, the criterion of acceptability was used instead of the validity and reliability criteria that more appropriate to qualitative research. Findings: Based on the findings, more than 298 identification concepts were created through open coding, which, after eliminating duplicates, eventually created 257 saturated concepts, which were categorized in axial coding in 28 categories. Finally, in the selectiv coding stage, the axis of choice was chosen and other categories were assigned to this core topic and the policy model for surveillance cross-border trade was developed. Conclusion: The most important factor in the policy-making model for surveillance cross-border trade oversight policy is single window to improve the provision of facilities and to effectively control the cross-border as well as intelligent risk management, post-clearance audit, standardization, tariff optimization, process reengineering, cross-border management, information-based surveillance, institution of surveillance cross-border trade and the intelligence, were highlighted by the relevant actions and strategies for effective policies to improve the provision of facilities and effective control of cross-border trade. The purpose of this study is to find the factors that create gaps between policy implementation, which enable them to cut gaps between achieving the policy goal. To achieve theoretical saturation, a semi-structured interview was conducted with 18 experts, and this data was analyzed by thematic method. The method of sampling was unlikely and purposeful judgment. Findings: In this study, seven main actors have been identified to implement the model and at the configuration of components, redesigning the staff education system with human resource development approach is at the level of one of the other findings of the research is to identify the seven main actors. The main actor is from a high-ranking institution such as the Islamic Consultative Assembly. Conclusion: The most important results of this study are the redesign of the staff education system using the first level rational mechanism that previous researchers have emphasized and the formation of an independent higher institution as the most central actor in the success of the model.         Problem-finding and correct definition of cultural issues is an important and necessary cornerstone for effective cultural policy-making, and the lack of a suitable model for it has already led to many problems in this area. This research aims to provide a creative model in the field of problem solving and definition of cultural issues based on TRIZ. The present article has been done by Delphi qualitative method and thus after compiling the initial model, this model was modified and completed in three Delphi rounds with six experts and then reviewed and approved by experts during a focus group meeting. The final model puts several TRIZ tools together in a logical way and, with a step-by-step process, makes the policy-maker more aware of the problem. The steps of this process model are: (1) the initial definition of the problem (what it is) (2) the perception of the problem as a system (3) the analysis of the actors and stakeholders associated with the problem (4) the collection of existing data on the problem (5) the exact definition of the problem (Why) (6) Select the problem level and determine its properties with the help of a five-level matrix (7) Complete the nine-window matrix (8) Define the problem. This model is completely localized for the field of culture and in it, in accordance with the requirements of this field in different stages, innovations and changes in the tools of TRIZ have been created. Two features of TRIZ knowledge, namely the variety of tools and focus on thought structures, make it possible to use it effectively in the field of cultural policy-making and by using its principles and tools, to fill the gaps in the country's cultural problem-solving.
