The participants in the research are 15 experts, urban managers, academics specializing in the metro area and managers of knowledge companies, and the sampling method is purposeful. The data analysis method is the theoretical codification derived from the theorizing of the data of the foundation. Findings of the research were compared after comparing interview responses. Similar concepts were extracted from them. The data analysis method is the theoretical codification derived from the theorizing of the data of the foundation.
