Presentation and Explanation of a Model for Improving Governance Capability in Government Organizations

Abstract :
Abstract
Purpose: The improvement of government capability, as a multifaceted and strategic issue, has recently attracted significant attention in the fields of management, political science, and public policy. The present study aims to provide a comprehensive conceptual model for enhancing government capability in public organizations of Isfahan and Chaharmahal and Bakhtiari provinces. It seeks to identify the key influencing factors and contribute to addressing the theoretical and practical challenges in this domain.
Methodology: This research is developmental in purpose and descriptive–survey in method, employing a mixed (qualitative–quantitative) approach. In the qualitative phase, data were collected through content analysis of semi-structured interviews conducted with a qualitative sample including university professors, senior managers, experts, and policymakers. The data were analyzed using open, axial, and selective coding. In the quantitative phase, data were gathered using a researcher-made questionnaire from a statistical population consisting of managers and employees of public organizations. To validate the data, theoretical validity and expert review were applied in the qualitative phase, while confirmatory factor analysis and Cronbach’s alpha were used in the quantitative phase.
Findings: The results were categorized into five main components: causal conditions, strategies, contextual conditions, intervening factors, and consequences. The final model was developed and validated. The proposed model can serve as a strategic framework for policymakers and managers to enhance transparency, accountability, and efficiency in public organizations.
