Introduction and purpose: Cultural competence is the ability of the treatment staff to work successfully with patients from different cultural backgrounds. This article was done with the aim of identifying the dimensions of cultural competence in government organizations in the health and medical sector.Research method: meta-combination was used to review the research literature, and then using the opinions of 10 academic experts through questionnaire and Delphi method to confirm the model.Findings: In the initial stage, with a systematic review of 234 documents, which finally reached 45 after refining, 4 indicators and 13 sub-indices of cultural competence were extracted. It was achieved and by removing two factors that had little validity and also modifying 5 other factors, finally in the second round of Delphi, it was 735/. It was taken out, which shows the high validity of these dimensions.Conclusion: the indicators of cultural awareness, cultural knowledge, cultural sensitivity and cultural skill are the four final indicators, applying the extracted model in the public health and treatment sector will be able to be a tool for analyzing and prioritizing cultural competence in the public sector and The results should be the basis of management measures to increase the productivity of the organization.Keywords: cultural competence, government healthcare sector, Delphi technique, hybrid method.
