        Introduction and purpose of the study: Cultural policy making includes three stages of policy formulation, program implementation and evaluation of activities. In each stage, there are some barriers that identifying and giving solutions for eliminating them and improving existed condition can be useful. The purpose of this study is identifying barriers and solutions of cultural policy making in higher education institutions to provide identification, anticipation, feedback, improvement and excellence. Methodology: This study used qualitative method and systematic review with functional purpose. A comprehensive systematic review was undertaken drawn from different data bases researches and related citations between 1387 till 1399. A total sample of 40 references was analyzed. The criteria for choosing documents were, aligning topic, abstract, and content with cultural policy making in higher education. Findings: Findings of research showed that cultural policy making barriers can be put in three categories with their subcategories: Barriers of policy formulation( theoretical and study barriers, weakness in problem finding, methodology and lack of data bases); policy implementation barriers(barriers resulting from executors, financial barriers, legal barriers, barriers related with human resources, barriers related with management foundations and environmental barriers) and activity evaluation barriers(barriers related with data, hardware barriers, software barriers and barriers related with understanding and consciousness).         Feeling well-being or life satisfaction is one of the most important psychological characteristics that a healthy person should have. Life satisfaction is a stable and pervasive concept that reflects the general feelings and opinions of the people of a society towards the world in which they live, and therefore goes beyond the purely individual state and finds social aspects.Due to the importance of life satisfaction, the present study uses correlation method and questionnaire research tool and SPSS and Smart PLS software, seeking to investigate the relationship between different dimensions of religiosity and life satisfaction among the citizens of Shahreza as a goal. Is original. The statistical population of the present study is the city of Shahreza, in which 384 citizens aged 18 and over have been studied using the Cochran's formula as the sample size.The results show that between the total amount of religiosity (0.34), and its dimensions, ie the belief dimension (0.41), consequential dimension (0.32), ritual dimension (0.37), experimental dimension (0.25) and emotional dimension (0.23) there is a positive and significant relationship; The results of the structural equation model (Smart PLS) also showed that the religiosity variable explains a total of 0.56 of the variance of the life satisfaction variable, taking into account the values of the volume of the effect of the coefficient of determination of this value to the average It is estimated to be 0.31.         Screening of cultural and environmental advertisements by using the principles of advertisements in the city leads to changing the behavior and making citizens more familiar with the duties and culture of citizenship. The purpose of this study is to identify the effective components in the effectiveness of cultural and environmental advertising that uses a combination research method in both qualitative and quantitative phases to provide a model of the effectiveness of cultural and environmental advertising. In the qualitative part, using the seven-step meta-hybrid approach of Sandowski and Barroso, fifteen main components related to "causal conditions"; A key component for the "underlying factors" component; Four main components for the "interfering factors" component; Three main components were obtained for the "strategies" component and six main components were obtained for the "consequences" component. The reliability of 0.72 was confirmed by evaluation among validation experts using Fleiss kappa coefficient. In the quantitative section, fourteen samples of advertisements of the Citizenship Culture Committee of Isfahan Municipality were presented to 589 people to confirm the qualitative findings in order to evaluate the components of the effectiveness of cultural advertisements.         The purpose of this study is to design a model of cultural competence of managers of branches of state-owned banks.The quality section includes all academic and organizational experts of the National Banks of Iran, which was considered as a sample size using purposive non-random sampling method and the principle of saturation of 20 people. The statistical population of the quantitative section includes 390 employees of Bank Melli who were selected by using sample size calculation in structural equations and multi-stage cluster random sampling method.The research method was basic-applied in terms of purpose and mixed (qualitative-quantitative) of exploratory type in terms of data type. Semi-structured interview tools and a researcher-made questionnaire were used to collect data. The data analysis method was theoretical coding in the qualitative part and in the quantitative part to answer the research questions, one-sample t-test, structural equation modeling and confirmatory factor analysis and SPSS-v21 and smartPLS software were used.Findings and Results: The results showed that cultural competence includes three components: cognitive competence, emotional competence and behavioral competence. Factors affecting cultural competence also include three components: demographic characteristics, personality traits and communication factors. Finally, the implications of the model were presented at three levels: employees, managers and the organization.         The aim of this study was to determine the effect of Islamic leadership on deviant behaviors in the workplace through Islamic work ethic and social capital (Case study: Islamic Azad University, Isfahan Branch (Khorasgan)). The present study is applied in terms of purpose and in terms of how to collect descriptive information of the correlation type. The statistical population of the present study consisted of all employees working in Islamic Azad University, Vahed Safahan University, 1000, and 287 people were selected through Cochran's sampling formula as a sample. standard questionnaire, which validated questionnaires based on content validity. , Formal and structural were examined and after the necessary narrative terms, the validity of the questionnaires was estimated and analyzed by Cronbach's alpha method of 0.93, 0.91, 0.91 and 0.92, respectively. Data analysis at the inferential level consisted of structural equation modeling. The results showed that Islamic leadership has a negative and significant effect on deviant behaviors in the workplace through Islamic work ethic, which has a coefficient of -0.78, and through social capital has a negative and significant effect on deviant behaviors in the workplace. The coefficient of this effect is -0.67 and also the direct effect of Islamic leadership on deviant behaviors in the work environment is significantly negative.         Introduction and purpose: Cultural competence is the ability of the treatment staff to work successfully with patients from different cultural backgrounds. This article was done with the aim of identifying the dimensions of cultural competence in government organizations in the health and medical sector.Research method: meta-combination was used to review the research literature, and then using the opinions of 10 academic experts through questionnaire and Delphi method to confirm the model.Findings: In the initial stage, with a systematic review of 234 documents, which finally reached 45 after refining, 4 indicators and 13 sub-indices of cultural competence were extracted. It was achieved and by removing two factors that had little validity and also modifying 5 other factors, finally in the second round of Delphi, it was 735/. It was taken out, which shows the high validity of these dimensions.Conclusion: the indicators of cultural awareness, cultural knowledge, cultural sensitivity and cultural skill are the four final indicators, applying the extracted model in the public health and treatment sector will be able to be a tool for analyzing and prioritizing cultural competence in the public sector and The results should be the basis of management measures to increase the productivity of the organization.Keywords: cultural competence, government healthcare sector, Delphi technique, hybrid method.         Purpose: The present research aims to investigate and assess the effect of cultural differences with customers on the service providers’ adaptability. This research also investigates the moderating role of metacognitive cultural intelligence.Method: The research was conducted with an experimental method and a 2×2 factorial design, which used a scenario-based questionnaire (N = 160) among Qazvin Islamic Azad University students to test the hypotheses.Findings: The results confirmed all three hypotheses, i.e. based on the findings, cultural differences and metacognitive cultural intelligence positively affects the willingness of service employees to adapt in service interactions, and also the metacognitive cultural intelligence of service employees moderates the relationship between cultural differences and adaptability of service provider.Conclusion: Cultural difference is one of the important dimensions in customer service, which should be considered by service managers in service environments that face customers from different ethnicities and cultural groups because it leads to many obvious misunderstandings among different cultures. When the service provider works with people from unfamiliar cultures, adapting and closing to the customer's culture can lead to positive feelings in the customer. Therefore, in the place of multicultural services, there is a need for employees from different cultures with high metacognitive cultural intelligence, and in-service training can be effective in this field.
