Introduction & Objective: The purpose of this study is to investigate the "role of Tehran metropolis in optimizing cultural communication diplomacy" by adopting an interdisciplinary approach that includes theoretical approaches in the theoretical framework of the fields: public and strategic diplomacy; The theory of public diplomacy - cultural diplomacy and communication - is the trail in soft power, strategic communications, the network city of the future information city, paradiplomacy and urban diplomacy.Research Method: This exploratory research is applied in terms of purpose, correlation analysis in terms of analysis and survey and cross-sectional research in terms of data collection method. In this study, descriptive-statistical methods such as frequency distribution tables and graphs, agreement tables and statistical inferential methods such as Kolmogorov-Smirnov, Shapiro-Wilk distribution fitting test, significant tests for differences in means such as analysis of variance, analysis of variance and analysis of variance and variance were analyzed. Wallis, Tukey's variance test, U Mann-Whitney test were used.Findings: The nature of communication and communication measures in Tehran is not in line with the nature of modern strategic communication of public diplomacy and cultural diplomacy. On the other hand, Tehran's cultural diplomacy is not designed and implemented through communication and cross-networks, and this city is not considered an active member of international organizations, associations and programs. This limited active capacity of Tehran in the field of cultural diplomacy also does not provide the necessary ground for the implementation of creative city approaches in the current international relations of Tehran. Conclusion: The final result of the research indicates that all the capacities of Tehran metropolis in order to optimize the cultural communication diplomacy of the country have not been properly exploited and only a few measures and processes are active in this regard. It has also been concluded that there is no systematic approach to the role of the metropolis of Tehran in cultural communication diplomacy. Manuscript profile

The reliability of the questionnaires was ./83, ./90, and ./92 respectively, indicating high validity and reliability of the questionnaire. In order to analyze the hypotheses of the research, the structural model method has been used with the help of Lisrel software. Findings: The results of the structural equation model showed that the culture of self-sacrifice and martyrdom with a value of 0.54 affects the feeling of social security and the culture of self-sacrifice and martyrdom with a value of 0.48 affects spiritual intelligence and spiritual intelligence with a value of 0.36 affects the feeling of social security.
