        Abstract Following the growing urbanization, providing housing has become one of the most important issues for both people and planners. Among housing policies, due to the dominance of economy factors, as well as lack of proper housing indexes, quantitative indexes of housing have overcome qualitive indexes. So, planners have focused on providing housing. Although housing is one of the needs of human beings, each type of housing is not considered. In fact, desirable housing is the ideal need of human beings. Thus, the aim of this article is the explanation of housing qualitive indexes in according to comments of experts and analyzing experiences of housing. The finding suggest that for explanation desirable housing both characteristics of building of housing and the neighborhood which the house is located must be considered. In addition, housing qualitive indexes includes multidimensional characteristics.         Historically, growth of each city was dependent on it`s natural, ecological, economic and political potentials leading to homogeneous spatial-physical structure of the city. The slowness of this growth was another factor which has been harmonizing the interaction between human life and spatial-physical structure of the city.The area which is now referred to as an old texture of city had a perfect and efficient urban life during ancient time. It`s perfection and efficiency were resulted from human and environmental interaction leading to a balance due to speculation and frequent trial and errors of several generations. Not only the old texture of city in Iran pertains an ambiguity in its definition and actual territory in urban structure, but also it implies some negative concepts such as deterioration, inefficiency and reluctance in it.After the industrial revolution, due to impacts of industrialization and globalization, most cities faced tremendous changes in cultural and socio-economic aspects of urban life. The result of these changes has been much more obvious in historic and old district of the city leading to diverse problems and also inefficiencies in urban life. In Iran, transposition of traditional society to modern one, have made many pleasant and unpleasant influences on our life style, behavior as well as cultural patterns and also on spatial and physical structure of cities and buildings. Due to disappearance of traditional urbanization in Iran, spatial-physical structure of cities have been changed and by prevalence of motor vehicles in urban life and their consequent changes in geometry of urban circulation have become more obvious. It seems that since Iranian society has experienced transposition of traditional to modern society without any scientific, cultural, educational and artistic infrastructures, the most of the problems are related to the old texture of city in Iran which has resulted from inadequate recognition and understanding of its character, capabilities as well as cultural, socio-historic and architectural heritage further disabling it to adopt contemporary urban life. Besides, most of the challenges which has been faced in the rehabilitation of old texture in historic cities of Iran, are not unique; however, the magnitude of the issues is compounded by the size of the old area in each city, the excessive rapid growth of the city and the precarious nature of the urban structure. Pragmatic approaches and flexible mechanisms are needed to create opportunities for the growth and capable development of driving the area’s economy, in order to attract new urban life, investment and ensure that the benefits of growth are equitably distributed. As the city continues to grow, the social and economic issues facing planners and city officials will become increasingly complex to negotiate and resolve. The greatest challenge is the elaboration of a comprehensive understanding of development process of the city that will promote local growth objectives in light of its physical, social, political and economic characteristics.It is decided in this paper to depict a clear definition of old texture of the city in Iran is presented and its spatial-physical characteristics are analyzed....         In the recent years many of urban management institutions in the world have an emphasis on promoting a bottom-up participatoryapproach in the neighborhood associations.‘Neighbourhood management’ is an approach that enables local communities and service providers to work together at aneighbourhood level to improve services and quality of life. It does this by joining up local services and making them moreresponsive to local needs. It is a process which recognises the uniqueness of each place; allowing the people that live, work orprovide services in it to build on its strengths and address specific challenges.In another definition ‘Neighbourhood management’(NM) is broadly defined as a process which brings the local community and local agencies together, at neighbourhood level, totackle local problems and improve local services. This process has been particularly applied to deprived neighbourhoods. Thereare seven key elements of Neighbourhood management:A clearly defined neighbourhood, Resident involvement and support for residents to get involved, A dynamic neighbourhoodmanager with ‘clout’, A local partnership to provide strategic direction, Support and commitment from the local authority andLocal Strategic Partnership, Quality information, Commitment of service providers.Neighborhood management tackles"quality of life" issues in communities through working to narrow the gap between the mostdisadvantaged neighbourhoods and the rest of society.it focuses on six target areas:crime and community safety, Education,Environmental qualities, Health, Housing, jobs and Traning.Its aim is to change the way mainstream services are delivered through: changing corporate policies,reallocating mainstreamresources,reshaping the way mainstream services are delivered, joining up services and imporving access for service users.Iran is the country that has low level of citizen participation in urban management .because of this matter in this recent years Tryingto achieve neighborhood management- based. Creation of neighborhood houses and community participation in communityguidelines are crucial steps towards realize this approach in urban management.This article aims to evaluate the performance of two neighborhoods House in Tajrish and Shahadat neighborhoods in Regiontehran and Effects of neighborhood management- based on the trust of citizens in urban management . Research methods that wasemployed for this paper is descriptive – analytical and ANP techniques, Mann Whiteney-U test and Spearman's test are statisticalmethods that used in this research. The results show that neighborhood house in Shahadat neighborhood has been able to witnesshis performance and for this matter increase the level of citizens' trust in city management unlike Tajrish neighborhood. Howeverthe existence of flexible management and use of local expertise is effective for better Neighbourhood management.There are some suggestions in order to improve performance in two neighborhood houses: Published weekly and monthlypublications on various topics in neighborhoods, Identify authoritative people and inviting them to the neighborhood houses,Promote participation in decision-making neighborhood houses, Putting useful information on the website to learn more and morelocal residents about their neighborhood houses, use of neighborhood schools in order to create training programs in associationwith civil rights and partnerships.
