مقایسه عملکرد مدیریت نظارتی روستایی (شوراها) در روستاهای کوچک و بزرگ (مطالعه موردی: دهستان اردوغشن، شهرستان نیشابور)

چکیده مقاله :
عملکرد شوراهای روستایی در ابعاد مختلف تا حد زیادی بر مؤلفههایی مانند تحصیلات، علاقمندی، بسترهای اجتماعی و میزان مشارکت روستائیان بستگی دارد و چنین به نظر میرسد که اندازه سکونتگاههای روستایی در نوع و میزان عملکرد مدیریت روستایی مؤثر باشد. تحقیق حاضر باهدف بررسی مدیریت نظارتی روستایی در سکونتگاههای روستایی بزرگ و کوچک انجامشده و به دنبال بررسی تفاوتها و پیامدهای آن است.روش تحقیق در این مطالعه، تحلیلی و مبتنی بر مطالعات کتابخانه ای، اسنادی و پس از تهیه چهارچوب نظری، به تدوین شاخص ها و پرسش نامه و انجام عملیات میدانی پرداخته شد. برای تجزیه و تحلیل اطلاعات از نرمافزار SPSS و نرمافزار Expert Choice استفاده شده است. پرسش نامه در 14 روستا و از سوی 334 نفر از افراد ساکن در مناطق روستایی بزرگ و کوچک، تکمیل شد. برای مقایسه عملکرد موفقیت شورا ها در روستا های بزرگ و کوچک، از آزمون من ویتنی بهره گرفته شده است. و همچنین برای رتبه بندی عملکرد های اقتصادی و اجتماعی و زیستمحیطی از نرمافزار ExpertChoice استفاده شد. نتایج حاصل تحقیق نشان می دهد که نخست در تمامی شاخص های مطرحشده میزان موفقیت شورا ها در روستا های بزرگ و کوچک با سطح معناداری کوچکتر از 05/0 (05/0sig<) تفاوت معناداری دیده می شود. دوم، نتایج نشان داد که در روستا های بزرگ عملکرد اقتصادی بالاترین رتبه و در روستا های کوچک عملکرد اجتماعی بالاترین رتبه را به خود اختصاص داده اند.
In many respects, rural councils’ performance depends on factors such as education, interest, social contexts and participation of villagers to a great extent. It seems that size of rural supervisorysettlements has impact on the performance of rural supervisorymanagement. The present study aims to investigate the rural management in small and large rural settlements and its differences and consequences. This is an analytical study based on library - documentary studies and after preparation of theoretical framework, indices, questionnaire and field study were done. For data analysis, SPSS and Expert Choice software were used. Questionnaires were distributed in 14 villages and among 334 persons living in big and small rural areas. To compare the success of councils in large and small villages, Mann-Whitney test was applied. Also, for economic, social and environmental ranking, Expert Choice software was used. The results of the study showed that first, significant differences were considered councils’ success rates in large and small villages in all indices, with a significance level less than 0.05 (sig < 0.05). Second, the results showed that the highest economic performance rank and the highest social rank had been allocated to large villages and also small villages, respectively.
