The legitimacy of governments depends not only on the nature of the services they provide, but also on how they are provided. (Vaazi, Reza; Sohrabi, Shahla, 2017). There is strong evidence that the private sector provides better quality services than the public sector. However, the public sector must always review and review its services; Because today's clients do not accept the slightest dissatisfaction. In this regard, according to the notification of the executive policies of Article 44 of the Constitution, government organizations must improve the quality of their services and seek the satisfaction of the clients in order to remain in the field of competition. In today's world, customers are at the center of attention of companies, and their satisfaction is the main factor in gaining a competitive advantage of organizations. Accurate identification of their expectations, tendencies, abilities and limitations in purchasing products has been more and more noticed by companies. In order to manage public services, obtain satisfaction and communicate with customers, a deep study and research should be done to examine and explain the concept of public service marketing, and this article is also compiled to investigate this general goal. The importance of this is that many scholars believe that the lack of attention to social responsibility, measures of demand, sometimes immoral. The aim of this study was to analyze the impact of social factors on the quality of public services in the municipality is Eshtehard. Methods: The present study is descriptive - survey. Population size of 200 personnel of the organization using a random sample of 132 subjects in the study were tested in this study. A questionnaire was used to collect the data to determine its validity, the number of professors were considered. To measure reliability, Cronbach's alpha coefficient was calculated by spss software for social responsibility questionnaire 0.933 and 0.90 per cent respectively of the value of public service questionnaire that was a good value.         Porpuse: The aim of this study is investigation on readiness of Iranian university libraries to provide electronic public services. According to the research gap regarding the use of information and communication technology to provide public services in these centers indicate the necessity of this study. Method: Research method is survey, and the population is university libraries under the Ministry of Science, Research and Technology and ones of the Ministry of Health and Medical Education census and University Library of Azad provincial capitals, which have been studied, purposeful sampling. This cross - functional survey has used four questionnaires that are researcher made. Results: With regarding public services provided from any library in the three categories (reference, information and loan) results showed that the acquaintance of users, administrators and academic librarians ' electronic public services " has been at a low level (2/98) and attitudes towards these groups to provide these services generally has been moderate (3/78). Acquaintance of and attitudes towards the provision of reference services by these groups in academic libraries had more electronic public services. Conclusions: Non of Iranian university libraries provide high level electronic public services.         One of the important factors in the success of public sector organizations is voluntary and citizen-centered participation, which is emphasized in the new public service paradigm. The aim of this study is to introduce the new public service paradigm and emphasize the vital role of modern public service dimensions as the basis of citizen participation in the policy-making cycle of Tehran Municipality and to provide a model consisting of a matrix including modern public service dimensions in the X axis and line cycle stages. The Y-axis policy aims to determine the importance and priority of different types of citizen participation in the intersection of the two axes of the matrix. In this regard, fuzzy modeling based on purposive sampling method was structured by 10 experts based on interviews and its analysis was performed with the approach of neural-fuzzy inference system by Matlab software. The results of our analysis show that participation in the form of one-way communication and dialogue and in-depth discussion in six stages, participation in the form of social counseling in five stages and participation in the type of work partnership in three stages of the policy cycle are effective.         Achieving spatial justice in the distribution of urban public services, including the provision of transportation, warehousing and communication services for fair use and the equal use of environmental capacities, is an important goal of urban planners. This research is an applied and descriptive methodology that analyzes spatial justice with emphasis on urban public services in Sistan and Baluchestan province. In order to study the process of doing this, indicators were first developed for this purpose. In the following, we discussed this in two steps: in the first step, using the ArcGis software and through the relationships existing in this software, first, the dispersion of public service indicators in the province using the tool Hot Spot was analyzed. Using decision making models such as TOPSIS and VIKOR, the status of Sistan and Baluchestan province was determined in terms of access to public services with emphasis on spatial justice. Also, in the next step, using the geographical weight regression model The GWR investigated the relationship between native distribution and distribution of public services in this desert province. Improving the citizens’ quality of life and enhancing their level of satisfaction with life is one of the main goals of urban planning, which is pursued through making of different policies. A part of the urban service provision policies is developed by urban planning authorities. , The recognition of how these policies influence citizens’ quality of life, from making to the implementation stage and also the mechanisms related to the urban service satisfaction and its determinants in combination with other sub-domains of quality of life, are very important issues mentioned in urban planning, which can be used to provide guidelines for making policies and plans related to community development. The purpose of this research is to develop a conceptual framework that explains the role of urban service provision policies (as one of the sub-domains) in conceptual system of quality of life. In this research, through documentary study and using the meta-analysis method, a review of the system of quality of life as well as the mechanism of public (and urban)service provision policies is considered as two main variables of research and by recognizing the joint factor of quality of life and urban services (which is the provision of citizens' needs), the conceptual model of the mechanism of the impact of urban services and provision policies on citizens’ quality of life, as the achievement of the research, is presented.         This study was conducted with the aim of explaining whether the different parts of Bushehr have access to basic public services and it was conducted in 9 districts of the city. This study benefited from a descriptive-analytic method in which the sources for library documents were analyzed and evaluated based on 19 indicators. Data analysis was performed using the techniques of Focus Level Assessment, Distribution Rate, VIKOR and Principal component analysis. The obtained results showed that basic public services in the city of Bushehr was not related to the areas of distribution and the heterogeneous spatial distribution services in the area had only led to gap space. The results also showed that districts 9 and 2, 3 of Bushehr, in terms of accessing to services and enjoying urban development benefited from a better position than other districts and the district 1 was identified as disadvantaged area because of failure in the spatial distribution of public services which must have been considered as the first priority in urban development and services.   Manuscript profile

        Rapidly growing cities, especially developing countries, need more and more attention to the establishment and realization of spatial justice in the city.Because the spatial contradiction of urban services can put the whole urban system in a downward spiral of prosperity and development.The aim of this study was to investigate the distribution of urban services in the city of Mako by descriptive-analytical method and to examine 23 indicators of urban public services in 5 districts of the city.To do this, the Holden model was first used to determine how the city is developing physically, the Copras model was used to examine how the public services were distributed, and the ANP was used to determine the value of each public service in the city. The results show that the trend of urban physical development with 60% of the Heldern model indicates the trend of urban urban growth.Also, the distribution of services at the regional level indicates the highest amount of services with a positive criterion for areas one of 0.033 percent, which has been associated with the highest density area.         Achieving spatial justice in the distribution of public services including the provision of transportation services, storage, and ... is an important goal of urban planners. This research is applied in terms of applied and descriptive methodological analysis, which has examined the provision of a strategic structural model for the development of urban public services in terms of space justice. To study the process of doing this, indicators were first developed for this purpose. In the first step, using the ArcGIS software and the relationships existing in this software, first, the dispersion of public service indicators in the province using the Hot Spot tool and also using the GWR regression model to investigate the relationship between the Distribution of population and distribution of public services in this desert province. Subsequently, a strategic model for the development of public services was provided through the decision support model (SDSS). The results indicate that access to urban public services is inappropriate in this province, and the city of Zahedan with its strong political centrality has the best situation.         In this paper, the satisfaction of the citizens of the Municipal Performance, the public service with descriptive and analytical (statistical method has been analyzed. Information collected through the questionnaire with a sample size of 275 in the three regions  in Zahedan city has been done. Based on the results obtained, satisfaction levels  in 91% of citizens, average and below it. One-sample T-test, medium to low, satisfaction of citizens of the Municipal Performance and the public services provided by the Zahedan Municipal confirms. The stepwise regression testing with the social dimension of the coefficient (R2) 0/683, has had the most effect on the level of satisfaction. The Beta value obtained shows that the welfare change to 305, the standard deviation of satisfaction of the council's performance in providing public services affects and has the greatest impact on satisfaction. The Pearson correlation test, reflecting an approval, there are high and significant correlation between two variables satisfaction and public services are provided.         Objective: Information and communication technologies have created new horizons to eradicatethe limitations of traditional interactive systems. General attitude of the students of thedifferent universities in Tehran to provide such services was positive, and their education level inthis kind of attitude was ineffective.Conclusion: There was a significant positive correlation between the students’ use of electronicpublic services and the amount of their cognition about these services, and also between theirattitude and cognition about the aforementioned services.         The subject investigated in this article is expropriation by the government and its related institutions in the light of modern jurisprudential views. Therefore, we have first analyzed the generalities about the municipality and its possessions, and after that we have examined the issue from a jurisprudential and legal point of view. It seems that from the point of view of jurisprudence, bases such as harmlessness, expediency, and such things allow the municipality to acquire, and on the other hand, these bases are an obstacle to the acquisition of this institution. On the other hand, some principles have been proposed in the laws of western countries, including France, and we have entered and applied them in domestic laws.
