        Eliminating paper electricity bills is an important step towards reducing costs and environmental pollutants, providing accurate, fast, and efficient services, honoring customers, and consolidating and expanding e-government goals. The aim of this study was to determine the effect of eliminating paper bills (National Green Bills Plan) on achieving the goals of e-government with emphasis on foresight in the electricity company . The present study is descriptive-correlational in terms of applied purpose and in terms of data collection method. The statistical population of the present study consisted of employees of electricity departments of West Azerbaijan province in 2020, whose number was 720 people who were selected through cluster random sampling; That number was 251 people. In order to check the validity for the researcher-made questionnaire of the National Green Bill Plan, the content validation method was used which was attended by 6 university professors in the field of management and for the standard e-government questionnaire, face validity was used.Cronbach's alpha was used for reliability, so that Cronbach's alpha coefficient for the variables of the national green bill plan and the achievement of e-government goals were equal to 0.866 and 0.892, respectively. The results of the reliability study for all dimensions were reported to be greater than 0.7. SPSS software was used for data analysis. The results of the hypothesis test showed that the implementation of elimination of paper bills (National Green Bill Plan) has a positive and significant effect on the realization of e-government goals with emphasis on foresight Electricity Company.         Background:Today governments around the world are modernizing public services and ways to provide them with interaction with citizens through the use of information and communication technology; Accordingly, the development of e-government, which is one of the axes of the administrative system reform policy, was examined. Objective: To provide a conceptual model of the concepts and categories of e-government development. Methods: The research paradigm is an interpretive approach that used the inductive approach of the Foundation's data theory strategy and in addition to the data obtained from reviewing the relevant texts and documents, the opinions of experts and experts were also used. Results: Extracting 10 basic categories, 54 concepts and determining the relationships between them in the form of a conceptual model.         Background: ICT can change the political landscape by creating citizens' participation in the governance process. Therefore, electronic participation has become an important point of this process and specifically refers to a digital divide focusing on equal accessibility of participants. In Iran horizon 2025 and development programs is stated that Iran should be number one among countries in this area.  Objective: The main purpose of the present research is to discover, identify the dimensions and factors affecting e-participation in Iran Method: According to the subject, the mix method of research was carried out through completing a checklist on the agenda with 6 scientific and executive experts who had been selected through purposive sampling method. Focus group interview was conducted and the results of the interview was analyzed based on the classical content analysis technique. Measurement tools of quantitative part were included the questionnaire and the Likert scale was used. Data were analyzed through structural equity modeling (SEM), confirmatory factor analysis and path analysis by SPSS and Lisrel. Results: According to the research findings, 250 open codes were extracted from focus group interview, local and international literature. Among these concepts, 17 sub categories and 10 major categories were identified. Conclusion: The research result is an efficient model for the development of eparticipation, through the application of the factors identified in the process of policymaking in the field of ICT and improving the quality of communication between policy makers and citizens can improve the country's ranking in this index and help achieve the goal of the Iran horizon 2025 Manuscript profile

        The present research’s aim is examining and testing citizens’ electronic readiness in accord with utilizing IT and making use of e-governmental services, e-banking, and e-municipality in the citizens domiciled in Larestan, Grash, Evaz, Khonj, and Beiram. Statistical community of this research includes the citizens older than 17 that contain 8500 people. This research has been chosen based on the formula of the sample bulk haphazardly by making use of the cluster –sampling method. The research questioner includes 30 questions that have been written based on the research questions by the researcher. For narrative testing the questioner has made use of the narrative concerning its content and for accounting validity indices all the measurements in this research have been done by  Kronbakh Alpha method. Analyzing the data in the present research has been conducted in both descriptive and deductive layers of statistics.         The purpose of this study is to determine the e-government capability model on promoting the institutional trust of the organization and the moderating role of ethical responsibility in the experts of the Ministry of Sports and Youth. This descriptive-correlational study was performed on 110 experts of the Ministry of Sports and Youth who were simple randomly selected (lottery). The instruments used were demographic questionnaire, "E-Government Questionnaire", " Organizational Trust Questionnaire " and "Corporate Moral Responsibility Questionnaire". Face and content validity by qualitative method approved and convergence of questionnaires and reliability by internal consistency method were evaluated and confirmed by calculating Cronbach's alpha coefficient as 0.8 and composite reliability. The collected data were analyzed in SPSS. 18 and PLS. 23. The value of t-statistic was 18.34 for the relationship between e-government and organizational trust with the mediating role of social responsibility. The values of standard coefficients of e-government path on social responsibility, social responsibility on organizational trust and e-government on organizational trust through social responsibility were reported to be 0.514 positive. There is a positive and significant correlation between the ability of e-government to promote organizational trust. The variable of social responsibility in the relationship between e-government capability on organizational trust plays a relative moderating role. Manuscript profile

        Even though the electronic government can be a basic step to advance the goals of governments, it also faces challenges in the way of implementation. If the governments cannot provide electronic services uniformly to the general public, it will lead to a class divide in the society and ultimately people's dissatisfaction. The purpose of this research is to present the native model of e-government in Iran. For this purpose, first by reviewing the research literature, the theoretical framework of the research was developed, and the conceptual model of the research was presented and the research hypotheses were developed. In order to test the hypotheses, the statistical population including the elites of the headquarters of the Ministry of Sports and Youth were considered. Based on available sampling, questionnaires whose validity and reliability were confirmed were distributed among 131 people from the statistical sample and due to the non-normality of data distribution, partial least squares method and SmartPLS3 software were used for statistical analysis. Based on significant values, all six hypotheses were confirmed. The influence of managerial factors on the implementation of e-government equal to 0.608, human resources factors on the implementation of e-government equal to 0.658, technical factors on the development of e-government implementation equal to 0.671, economic factors on the implementation of e-government equal to 0.627, environmental factors on the implementation of e-government equal to with 0.661 and organizational factors on the implementation of e-government equal to 0.692.         The present study tries to identify indicators of value of e-government services in the municipality of Qazvin. The methodology is considered descriptive in terms of purpose and of survey type, which has utilized mix-method to analyze data. In the first phase of the study, qualitative theme analysis method, literature review and experts interview have been used to extract indicators and also confirmatory factor analysis has been applied in the next phase to verify the validity of the obtained model and extracting final indicators. The findings revealed that the primary extracted model derived from literature review consisted of 116 propositions. After interviewing with experts, 133 indictors were extracted. To extract the intended theme, open and axial coding have been applied. At the final theme 68 indicators were identified.         Corruption is a global phenomenon and is as old as human and government. Today, there is no society or country that can claim to have a healthy administrative and social system. Solutions to the problem of corruption are diverse and are based on the formulation of social and political systems; measures such as raising the accountability in government institutions, transparency of rules, government downsizing, and executing the comprehensive projects of establishing e-government in the country can be posed. In the present study, the results of 400 respondents’ views on corruption have been pointed. The subjects were chosen by simple cluster sampling, and the questionnaire used in the study was adopted from the questionnaire designed by Naz (2005). The research examined three factors, the time of receiving services, cost of services, and bureaucratic red tape, and then, the hypotheses were put forward. One of the important results of this study is that e-government can not only help to reduce corruption but also be very effective on creating a strong relationship between the government and citizens.         The present article aims to analyze the theoretical field of research conducted in the field of e-government in promoting good governance indicators, and meta-analyze the studies conducted in this regard. Considering that good governance in different societies can have different meanings and types of factors, therefore, in this article, an attempt has been made to make a theoretical summary in the field of factors in the analysis. The statistical population is 59 articles (25 domestic articles and 34 foreign articles) during the period from 1390 to 1402. The collection of data from the articles was based on the Prisma protocol, which was adapted to the opinion of experts. After a systematic review of the articles, meta-analysis method and CMA2 software were used to analyze the data. Also, after the inferential analysis of the data using linear regression and multivariate regression methods, the degree of relationship between each independent variable and then all independent variables in different dimensions with the dependent variable, i.e. good governance, was evaluated. In this study, by studying the organizations in charge of oil exports and also examining different and diverse managers of international affairs and customers of oil cargo shipping lines and other studies in the energy sector, different areas (information systems, e-commerce and marketing) a desirable and effective model. In order to assess the roles of e-government affecting the implementation of the quality policy of government oil exports from the perspective of those in charge of oil export organizations, development and analysis has been given. Empowering integrated services, transparency and effective accountability, e-participation and decision-making, service development and reducing the digital divide, and linking all of these roles to global competitiveness and ranking have been suggested as factors in the success and effectiveness of e-government roles. A coherent and efficient process resulting from the analysis of native functions has been tested. To test the proposed model, Kharg Island Oil Terminal Company, which is known as the key organization in charge of providing oil exports to international customers, was selected as the research area and used as a quantitative approach to test the research model. In this method, "statistical correlation analysis" is used to test the hypotheses.
