Provide a conceptual model of e-government development: Review of e-government development in the administrative system reform program

Abstract :
Background:Today governments around the world are modernizing public services and ways to provide them with interaction with citizens through the use of information and communication technology; Accordingly, the development of e-government, which is one of the axes of the administrative system reform policy, was examined. Objective: To provide a conceptual model of the concepts and categories of e-government development. Methods: The research paradigm is an interpretive approach that used the inductive approach of the Foundation's data theory strategy and in addition to the data obtained from reviewing the relevant texts and documents, the opinions of experts and experts were also used. Tan was interviewed in 11 sessions. The analysis tool in this research is max qda software. Results: Extracting 10 basic categories, 54 concepts and determining the relationships between them in the form of a conceptual model. Conclusion:By improving the quality of policy-making, resource provision, efficient and effective investment, the development of e-government should be accelerated and in this regard, the successful experiences of other governments should be considered.
