Bandar Mahshahr, as one of the cities of Khuzestan province, is no exception to this rule. Therefore, due to its proximity to oil and gas mines, it has been affected by this industry (oil industry). The physical-spatial expansion of Mahshahr port in a short period of time was influenced by the establishment of a huge amount of industries and petrochemicals, which led to an increase in immigration and the expansion of unprecedented constructions. Therefore, the basic problem of the current research is: an analysis of the role of the oil economy in the spatial evolution of Mahshahr port Considering the significant role of oil in the spatial evolution of cities, this research has been conducted with the aim of evaluating the process of spatial evolution of Mahshahr port in different periods. The research method is descriptive-analytical and practical in terms of targeting. In this research, according to the studies of comprehensive and detailed plans, existing aerial photographs and the use of Google Earth and Arc/Gis10.8 software, the process of spatial evolution of Mahshahr port during the years 1930 to 2022 was evaluated. The findings indicate that oil has played a significant role in the spatial evolution of Mahshahr port, and most of the economic and social activities in this city have taken place due to the dependence on the oil industry. Therefore, the profit and loss obtained from the activity of this industry has played an important role in the spatial evolution of this city. The results of this research showed that until 1930, the trend of spatial developments of Mahshahr port included the old Mahshahr part and the industrial area part, and this city during the years 1985 to 2007 had the most spatial developments within the scope of the detailed plan with an area of 731.04 hectares and outside From the scope of the detailed plan, it has been associated with an area of 686.16 hectares in the northwest, south, west and southwest Manuscript profile

Despite of its importance certain evaluation of its efficiency has rarely been done. In order to fulfill the objectives of a detailed plan, its success, strengths and weaknesses should be scientifically assessed. There is a gap between planning of a detailed plan and its execution, resulting from the missing link in the process of urban planning and the implementation of urban plans. Therefore, to achieve a dynamic continuous and flexible planning and minimize the gap, the evaluation of detailed plans before and during the process of its implementation is a necessary task for urban managers. This paper aims to assess the detailed plan of region 6 of shiraz by using an integrated method. By studying comprehensive methods for evaluating urban plans and reviewing the literature related to the different methods and techniques, a combination of the two methods of "Plan Process Result" and "Plan/Policy Implementation Program" are selected for assessment the efficiency of the mentioned case study. The next step was to introduce and select the suitable evaluation criteria according to the situation and the conditions of the detailed plan of Shiraz (region 6). The detailed plan of Shiraz was first prepared by one of the consulting urban planning firm in 1372 and revised in 1383. The main aim of this new plan in regard to region 6 was to reinforce and enhance the importance of the this region in the West of Shiraz. To do this , the objectives of improvements of physical, environmental and social and urban management based on public participation was considered To gather and analysis the data needed for the study, different techniques had been used such as content analysis of master and detailed plans related to the selected criteria, interview techniques and some field studies. Factor analysis and analyzing strengths, weaknesses, opportunities and threats (S.W.O.T) and AHP method are used for examination of the procedures. The results of the study shows that the conformity, internal and external consistency have gained high score in relation to other criteria such as connectivity, urban development direction, human and financial resources and user participation which the two latter have got the lowest scores. AHP method was selected for determining the weight of the criteria the scores are as below: conformity (./26), internal consistency ( ./38), connectivity (./.96), external consistency (./145), Urban development direction )./.43), human and financial resources and commitments ( ./.27) and public participation (./.41) . To reduce the deficiency of detailed plans, it is recommended to use social plans for a better public participation in urban planning. Also an systematic approach and providing strategic plans instead of physical plan are useful. Increasing financial resources and paying attention to local organization are the most important tools for managing the implementation of detailed plans. Manuscript profile

In order to fulfill the objectives of a detailed plan, its success, strengths and weaknesses should be scientifically assessed. Certainly, organizing and regulating the city and how it grows and evolves requires the thematics of the city and urban issues and then planning for it. In general, the belief in improving the environment is one of the sources of the idea of ​​urban planning and perhaps its most important ideology. The purpose of this study is to evaluate the effectiveness and efficiency of the detailed plan of Tehran Region 1 with emphasis on livability. The research method is applied in terms of purpose and descriptive-analytical methodology. In order to evaluate the content validity of the assessment tool, the questionnaires were provided to experts and specialists in the field. Findings show that the structural variable was the only variable that could only directly affect the efficiency and effectiveness of the detailed design. According to the results of regression analysis, the legal and executive variables have both directly and indirectly affected the efficiency and effectiveness of the detailed plan.         Rules and regulations of urban planning are one of the main components of urban settlements. This indicates that the more the implementation of these criteria is observed in the field of construction, the better the bed and body of urban settlements and consequently, citizens’ satisfaction increases. In the metropolises and cities of our country, Iran, the municipality is the primary reference for the application of urban planning rules and regulations. Therefore, the requirement of municipalities to issue building permits following urban planning criteria has a key role in forming the appropriate body and bed of urban neighborhoods and promoting citizen satisfaction. In this research, by dividing urban planning criteria into ten components: elevation criteria, access and passage criteria, Parking criteria, advance and balcony criteria, land use criteria, façade and urban landscape criteria, adaptation criteria for the disabled, sidewalk criteria, visibility and skylight criteria, area and occupancy criteria; citizens' satisfaction of regions 6, 8, and 14 of Isfahan was evaluated from the implementation of these criteria by a questionnaire in the form of a 5-point Likert scale (very low = 1, low = 2, medium = 3, high = 4, very high = 5). Using one-sample t-test, the results showed that according to the average limit of response 3, the rate of the significance of all variables is less than 0.05  and the level of citizens' satisfaction with the implementation of urban planning rules and regulations in target areas is lower than the normal and it is not in a desirable level.         As communities evolve and cities expand, urban planning methods are no longer responsive to the needs and problems of cities and the need to develop them is growing. This research is analytical and has been done using descriptive, comparative methods. Library studies, the Delphi method, observation tools, field studies, and questionnaires were used for data collection. The evaluations showed that the process of urban planning development in the city of Urmia follows the country planning and in terms of diversity and hierarchy of plans, the plans have been prepared at all levels of planning. Although most of the plans follow their upstream, this adherence has shortcomings in some cases. On the other hand, evaluations showed that although urban planning has evolved over the past several decades in the preparation of various programs due to inadequate focus on the needs, issues, and problems of the city, these programs have not been sufficiently effective.         Following the land revisions acts in 1960s and the consequent urban growth, cities observed high growth in building cities following which comprehensive urban plans were prepared and approved. But since these plans had not enough ability to solve these problems because of the lack of accurate and correct attention to urban problems detailed plans were prepared and approved in 1970s. Urban detailed plans were prepared for extending building city criteria, development of cities and harmonizing different parts of city. Inefficiency of urban development plans including detailed urban plans with existing realities emerges in social phenomenon of cities. One of these problems is changing land uses which are formed in contrary with criteria and regulations of detailed planes, legally and illegally followed in cities. Result of these changes are imbalance in urban services and continued decline of urban environment quality. This shows inability of detailed plan in development based on the existing planning. This research tries to determine changes in approved land uses in Hamadan through library studies, distributing questionnaire between target society during 2002 to 2012 and their causes were analyzed using SPSS, ARC GIS and AUTO CAD software. In studying causes of changing urban land uses the highest share belongs to economic and legal factors which could be because of lack of sustainable income resources in municipalities and strong administrative guarantee in urbanization regulations.         Introduction: Today, several urban development plans are prepared and implemented in order to overcome the problems and achieve the development and sustainability of cities. Projects that seem to have many problems in content and implementation and it is necessary to provide realistic, flexible and executable plans by quantitative-qualitative evaluation and identifying the weaknesses of these plans.Goal: The present study is the evaluation of the detailed plan of Ardabil city based on the integrated method.Methodology: The present research is of user type and descriptive-analytical method. The statistical population of this study is 10 experts and managers of Ardabil urban areas as well as members of the city council who have been selected using the snowball method. The main method of this research is the combination of "process preparation and implementation process" and "plan / process / results" in which PLS, SSIM and PESTLE models have been used.Geographical area of research: The geographical area of this research is the city of Ardabil.Results and discussion: Findings show that in the criterion of adaptation of managerial weakness, lack of proper organization and lack of adequate budget allocation by the government are the reasons for the lack of per capita land use. The horizontal growth of the city has the least impact. In terms of relationship, the twenty goals of the plan are more in line with demographic and social goals, and part of it is related to mismanagement. In terms of external cohesion, according to the researches, most of the proposed densities have not been achieved. The criterion of financial and human resources has not been successful due to the unstable economic conditions of Ardabil Municipality. The failure of the criterion for participation in the implementation of the plan and planning is due to the belief of some experts that people do not interfere in the plan due to lack of scientific expertise and skills. Regarding the criteria for using the program, it can be said that this criterion has not been met at all and the problems of Ardabil TV and urban landscape have been one of its consequences.
