“Confrontation with the persistence of delinquency in the shadow of progressive criminology”AbstractInstitutional measures of criminal justice and the assistance of civil establishments only along with thoughtfulness can address an unescapable phenomenon such as social deviance. The crisis of delinquency and persistence in criminal behavior is not a one-time incident without transition from different periods, but it is preceded by causes and components that can grow and evolve in the fullness of time. This attitude that today’s professional criminal is the yesterday’s precocious accomplice is the backbone for studying scientific approaches which are cited in the practice of growth-oriented approaches in psychology and criminology. In this perspective, the delinquency of children and adolescents requires a distinguishing yet special scientific approach, so that by accepting that delinquency is a dynamic and stable phenomenon, not only early detection will become probable through screening children and teenagers exposed to delinquency, but also by putting them in preventive programs, they can be prevented from turning into super-delinquents over time. Based on this, the following article is qualitative in terms of descriptive-analytical method, which, in addition to identifying the risk factors in the emergence of persistent delinquency among children and adolescents, expresses solutions to confront this phenomenon. The main purpose of the research is to evaluate the impact of social capital on the tendency to commit crime (research articles published in the authoritative scientific quarterly). The research method is meta-analysis (quantitative software for combining the effect sizes of independent and dependent variables), the sample size is 16 research documents, the analysis unit of articles in the time period of 2005 to 2022 is a deliberate (non-probability) sampling method. After identifying the value of the correlation coefficient, sample size and significance level (provided it is significant), the year and the authors of the research, they were entered into the cma2 program and while estimating the effect of individual studies, the overall effect size. The results show that social capital has an inverse and significant relationship with crime tendency. Tendency to crime among students (0.586) is more affected by the amount of social capital than all groups. Tendency to crime among men (0.39) is more than women (33%) and physically; Physically and psychologically, men have a greater tendency to commit crimes compared to women. There is a significant relationship between the level of development of the province and tendency to crime, and its value is equal to 11%. Meanwhile, the amount of tendency to commit crime is higher in developed provinces (30%) and less in developing (21%), medium and low-developed provinces (14%). Manuscript profile

Passing laws and regulations to curb disorder in society and violators has always been and is preferred by all people and all societies. It can be said that there is no society or individual who does not feel the need for regulations. On the other hand, the abundance of rules and regulations, like woven cords, sometimes keep the executive away from freedom of will, which is the innate nature of human being. Therefore, he may unintentionally take actions undesirable that cause problems for himself and the society. Today, what is less paid attention to is the correct implementation of laws and regulations in the process of proceedings, which has caused a person to become a violator of the law, instead of being reformed. It seems that due to the differences in personalities and the existence of different cultures that are getting closer to each other, it is necessary to turn to a correct differential policy of educational rights in the establishment of regulations, especially in the case of juveniles. Especially when the client leaves the probation, it will be easier and better for the authorities and society to restrain the criminal. The current research is based on the analysis of the clients’ answers to questions that are asked from a client of the reformatory and education center, review of the clients’ activities, and the information obtained from the judges.  Manuscript profile

For the first time, this idea was formed in England and America and because of that, a certain part of the police structure was dedicated to juvenile delinquency. The employed people in the special police have special education and expertise about the method of interacting with minors and principle dealing with crimes committed by them. In the countries that have recognized it, the special police have certain duties and certain competencies in the process of dealing with juvenile delinquency and as a result of the development of criminological ideas and even human rights’ doctrines, their approach in interacting with juvenile delinquents has become more reform-oriented and restorative; therefore, the responses that special police determines and implements in the dealing with juvenile delinquencies are different from the official punitive and repressive responses that governments determine and implement for adults. Authors in this article, with aim of investigate and explain the dejudicialization approach of the children and adolescents special police in Iran's legal system, have concluded that dejudicialization of delinquent children and adolescents is one of the most important prominent approaches in the bill of the special police of children and adolescents approved in 1400 in Iran. Looking at the experience of the English legal system in this field, it is clear that this country has also tried to avoid their entry into formal judicial processes and criminal proceedings, focusing on the dejudicialization of delinquent children and adolescents and using alternative methods, especially based on restorative justice to respond to the delinquency of children and adolescents. Adolescents, as the main asset of any society, play an important part in the dynamics, survival, growth and development of its social system. On the other hand, the delinquency of this group can be considered as a serious obstacle in the way of their development and self-actualization. Therefore, this study aimed to identify the structural and social learning factors that are related to the delinquency of the youth in slum areas of the city of Tabriz. The research method used in this study was the survey method. Research population consisted of all 53 866 juveniles who were 14 to 19 years old, of which 320 were selected through purposive sampling. The results showed that juvenile delinquency was not significantly correlated with structural variables of social anomie, social disorganization, age, economic and social status and family structure, but it was  significantly related to various dimensions of social learning: positive definitions of religion (R =-0/18), positive definitions of law (R = -0/17), and the chances for achieving positive goals (R = -0/18) reverse, but with neutral definitions of criminal act (301/0 r =), criminal friends (R =0/63), depression (R = 0/14), negative relationships with parents (R = 0/209). The results of the regression analysis showed that of the different dimensions of social learning, delinquency of friends had the greatest impact on juvenile delinquency, and all remaining variables in the model explained 32% of variance of the dependent variable. Furthermore, in structural equation, modeling, it was shown that structural theoretical variables (social anomie and social disorganization) as non-immediate causes of crime can create an atmosphere of social learning and the atmosphere of social learning acts as the immediate cause of crime and deviance. Fields and Aims: The process of differentiation of criminal procedure in the field of Economic criminality is due to factors such as globalization of criminal law, inability of the criminal justice system and inefficiency of traditional principles of criminal procedure in responding successfully to it. In this process some of criteria such as specialization, rapidity and severity of the criminal response are followed. Approval of executive by-law on how to deal with major crimes disrupting the countries economic system which was approved on 29/09/2020 during the Economic War of post (JCPA) is one of the examples of this process, which according to Article 19 the majority of the rulings of courts subject to this article are final and despite severity of charges and convictions they lack appeal stage and sole purpose is to ensure execution of the sentence. This issue is not compatible with the recognition of the right to appeal as one of the principles of governing a fair trial.Methodology: the present Article has been done by descriptively-analytically method.Findings Conclusion: we have come to the conclusion that this issue is in the line with the criteria for describing the State of Emergency in some international documents and seems to be justifiable. Also, in the opinion of the authors it seems to be essential the recognition of the right to appeal against all rulings issued by-law in the courts subject to this regulation which is similar to that provided for in the Code of Criminal Procedure (2013) for Wartime Military Courts. Emotional regulation is the process of changing individuals emotions to adapt and adjust to their environment. One of the factors that affects “emotional regulation” is “self-awareness”. “Self-awareness” is the accurate identification of the situation by knowing and controlling of your feelings, thoughts, motivations and behaviors. Some studies shows the weakness of “emotion regulation” and “self-awareness” skills of delinquent adolescents. Regarding the fact that lack of skills in these two variables may be associated with mental disorders, such as conduct disorder, and delinquency, the aim of this study was the comparison of “emotion regulation” and “self- awareness” between normal adolescents and delinquent adolescents of the correctional center in the city of Isfahan. To do this, in a causal-comparative study, 130 delinquent adolescents and 130 normal adolescents were selected using available sampling research method and these two variables were evaluated. The results of multivariate analysis of variance showed the significant lower scores of “cognitive assessment”, also “personal and general self-awareness” of delinquent adolescents compared with normal adolescents, However higher scores in terms of “expression inhibition. As a result findings confirmed the differences of “emotional regulation” and “self-awareness” between normal and delinquent adolescents. Manuscript profile
