        The purpose of this study is to identify the mental pattern of competence of strategic managers of the welfare organization. The research method is applied in terms of purpose and descriptive in terms of method and exploratory (mixed) in terms of analyzed data. Since the aim is to identify the mental patterns of experts in relation to competence, the Q method has been used in the qualitative part. Participants in the quality section were 15 experts and professors of management schools, managers and senior deputies of the Welfare Organization of Khorasan Razavi Province of Khorasan Razavi Province who were selected by purposive sampling. The participants completing the Q tables are 12 prominent professors of management in the universities of Khorasan Razavi province who were provided with the mentioned tables. In this study, long-term conflict has been used for credibility in the qualitative part. Formal validity was used to assess the validity of data collection tools in a small part and the researcher has confirmed the Q options to professors and experts. Reliability of the research tool Cronbach's alpha method is used, which shows the high reliability of Q expressions and their sorting results in Q diagrams. The results showed that the highest consensus on factor one (strategic competencies) was 14.779 and the lowest consensus on the fourth factor (leadership competencies) was 13.638.
