Research results should be reported in scientific method respecting essential of scientific writing.Purpose: The present research is conducted with the purpose of qualitative evaluation of theses written for the fulfillment of the degree of Masters in educational administration in Tarbiat Moallem University during 1380s.Method: this survey research consisted evaluation of 57 theses. Data was collected by use of a questionnaire with 96 items covering 17 categories which were assimilated in7 sections, mainly introduction, general issues, literature, method, findings, results, and references. Collection of data was based on observation by use of documents in the library of the University. Analysis of the data was made by use of descriptive statistics.Findings: The findings revealed that the total mean for seven sections in theses for the study was 3.33; Mean value for Introduction, findings, and references were 3.78, 4.22, 3.74, respectively and were considered desirable. World-class university is from the issues in which many scholars have presented various definitions and characteristics for it. Although many countries attempt to build up this kind of university; In fact, many scientists have had different interpretations from it. Altbach (2003) argues that World-Class university refers to those institutions which meets excellency standards in global ranking. Becoming a member of the exclusive group of World-Class universities is not achieved by self-declaration; rather elite status is conferred by the outside world on the basis of international recognition. Others argue that what makes a university World-Class one is related to prestige and there would be no consistency between the performance of this kind of university and its name. Some others suggest that having at least one World-Class university is helpful for growth and development of countries; While some opponents question joining to the standards of World- Class universities. This article is a descriptive research which aims to study the characteristics of World-class universities; Concentrating on talents, abundant resources and good governance, Using library research, reading academic articles, white papers, reports of international organizations such as World Bank, OCED, UNESCO, and Websites of World-Class universities. Meanwhile considering World-Class university's characteristics, the researcher consider the different approaches of becoming a member of this kind of university as well as its advantages and drawbacks, by upgrading existing institutions, merging existing institutions, and creating new institutions and through creating research universities as well. In the end, he addresses the implications of World-Class universities for Iranian Higher Education System. Manuscript profile

The present study is an attempt in applying the combination of dynamic neural network and decomposition of wavelet in order to make possible the selection of an optimized pattern for predicting considered variable. For the purpose of research, monthly time series of exchange rate from April 1998 to December 2012 were used including 177 observations from which 150 observations were used for modeling purpose and 27 observations were used for simulation or in other words for presenting predictions out of samples. The findings of present study imply that firstly, dynamic neural network models compared to feed-forward multilayer neural networks have better performance in predicting exchange rate out of sample, based on both criteria for prediction error calculation: MSE & RMSE and secondly, applying wavelet decomposition technique improves prediction results of mentioned models based on both criteria. The third point is that among mentioned models, the best result belongs to predictions obtained from dynamic neural networks based on decomposed data by wavelet technique. Therefore, applying this combination of models as an optimized combination is suggested to monetary researchers, analysts and decision makers of country. Manuscript profile

Selecting supervisor is considered as the most important decision for higher education students (in particular postgraduate students). This study aimed to investigate the factors affecting the selection of supervisors and its consequences for postgraduate students. The method of research was of the descriptive-survey type. The population of research included all male and female PhD students in the academic years 91-92 and 92-93 in Humanities, Science, Technical and Engineering disciplines of state universities of Tehran who had defended their Master thesis within the last two years (N=3092). Using Cochran sampling formula, 342 individuals were selected. A researcher questionnaire was used to collect data. The validity of the questionnaire was established by experts and its reliability was measured by Cronbach’s alpha test and to which the coefficient of 0/87.2 was obtained which shows the acceptable level of the research tool. One sample t-test was used to analyze the data. According to the results, students paid more attention to academic criterion and behavioral traits in selecting supervisors than non-academic criterion. In relation to the consequences of the selection of supervisors also students were not satisfied with the assistance of their supervisors in finding suitable jobs and selected the research motivation variable as the major outcome after selecting the right supervisor. Regarding the factors affecting the selection of supervisors, considering all factors in this selection and regarding the consequences after the selection, assisting the students in finding suitable jobs and presenting incentives and motivations to students is recommended to supervisors. Since the development of human resource in every organization is significant, this paper aims to identify the influential and effective factors on public policies of administrative system as well as considering its future studies. The participants of the present study are the governmental organizational. Due to the large number of members in each sample participants, random selection method was employed to select the required participant's i.e 174 participants.Structural Equation Modeling in Amos Graphics software utilized to examine and test conceptual model of the research. The Data analysis shows that the infrastructure variables, the Islamic and environmental values have direct effect on the development of Islamic-Iranian. The analysis also reveals that the development of Islamic-Iranian has direct influence on the alignment of the attitude and output of human resource in governmental organization. In this way, the conceptual model was extracted and then the hypothesis were made and tested. Next, by means of open coding the obtained information of qualitative interview with purposeful sampling, the main model of research with systematic view to the development of human resource in organizational governments were presented. The present model is relevant to the eleven policy of administrative system suggested by the leader of Islamic Revolutionary of Iran. Manuscript profile

The purpose of the current article is to investigate the relationship between spirituality and employee burnout of the Science and Research Branch of Islamic Azad university of Tehran. The article defines burnout in three dimensions: emotional exhaustion, depersonalization and lack of individual success. Spirituality in the workplace has been conceptualized as work with meaning in individual level, solidarity in group level and alignment with organizational values in the organizational level. The population of this study ,which is composed of over 817 people , are the total employee of the Science and Research Branch of Islamic Azad university.Among these, according to Morgan & Krejcie sampling table, 277 were randomly selected. To collect data, Maslach burnout questionnaire (1981) consisting of 20 items and Miliman & et all spirituality questionnaire (2003) consisting of 20 items were used. The validity of questionnaires is confirmed by using Expert opinions & pilot implementation.Cronbach’s alpha reliability coefficient test was determined 93% for spirituality in the work place and 87% for the burnout rate which is acceptable. This study analyzed data on the descriptive statistics including frequency, percentage, mean, medium, standard, deviation, variance and charting and on the inferential statistics analysis was done using Kolmogorov – Smirnov test, correlation & independent T test and regression. The findings of the current research reports that there is a significant, inverse relationship between spirituality in the workplace and burn out and with the rise of spirituality in the workplace, burn out reduces. Some of the demographic variables such as age and working experience are related to job burnout. Moreover aging as well as working experience can lead to increased burnout. However, we found no association between spirituality in the workplace & demographic variables. Manuscript profile

The aime of present study is to investingate relationship between organizational ethics and to institutionalize citizenship behavior among junior high school teachers in bojnourd. The population of the study includes all the junior high school teachers in bojnourd. Acording to Morgan table, the sample size is 147 and samples are selected by stratified random sampling method. The instatments for data collection of the organizational ethics include Brine , et. al questionnaire (2002) and institutionalize citizenship behavior Dickenson , et. al questionnaire (2009). The reliability and validity of both questionnairs are estimated. Correlation is used to investigate the relation between organizational ethics and citizen behavior, t-test is used to investigate the role of organizational ethics factors and Fridman test is used to rank order this factors. Data analysis is conducted through spss, version 18. The results show that there is a significant positive relation between organizational ethics and citizenship behavior of teachers. In addition, theres a significant positive relation between each of the ettical behavior factors and citizenship behavior. Effective ethic has the highest rank and instatmental ethic has the lowest rank. Manuscript profile
