        This applied research, in terms of documentary method and secondary information analysis, was conducted with the aim of investigating human development index(HDI) and its components based on official secondary demographic, economic and educational data in rural areas of Iran. In this study, the rural areas in different provinces were classified in two steps, first, classification was done by using of country’s official data in 2017 for HDI and its’ components measurement, based on UNDP criteria,and then zoning of these areas was taken. The research findings showed that the provinces were divided into two categories, middle(30 provinces) and low(Sistan and Baluchestan) classes in terms of HDI values. The findings of the research in the components of HDI also showed that in terms of Life Expectancy Index(LEI) values, 31 provinces were divided into two categories as very high and high LEI value. In the first group, Tehran province achieved the first rank and 24 provinces were categorized in the second group regarding. The third categorization was done by considering Education Index(EI) values,that rural areas were divided into two classes by very high and high. Eleven provinces were placed in the first group. Accordingly, the Alborz province achieved the highest index value. But Per Capita Income Index(PCII), the whole of Iran’s rural areas were placed in one category, based on PCII values.The maximum value of this index allocated to Mazandaran province by a score of 0.485 and the minimum of PCII belonged to the Sistan and Baluchestan province with a score of 0.270.         Focusing the value chain of products is one of the most important new approaches in agricultural development. Nevertheless, very a few researches related to the rice value chain across the country have been done , especially in the Mazandaran province, where it is considered as the most important producer of rice. Therefore, the main goal of this research was to the study of challenges of rice value chain from the view point of farmers. This is an applied research which needed data collected through systematic literature review and survey method. In qualitative part of research, inductive analysis method applied as a guide for data collection and analysis.  The target population consisted of active paddy farmers which 15 out of them purposefully selected as a sample. For data collection, field observations and in-depth interviews used in the framework of the focus group. The validity of the findings was also confirmed by the triangulation process. The research finding indicated that the region's rice value chain face many challenges in the pre-production, production and post-production process. Manuscript profile

        ABSTRACTToday, the agricultural extension and education system is a facilitator in the process of identifying needs, creating ideas, providing innovative plans for improving the quality of inputs, innovation in the production process of agricultural and livestock products, innovation in the process of processing, packaging, distribution, branding, innovation in insurance services, Finance and marketing have a significant impact. The aim of this study was to investigate the educational-extension factors affecting the formation of the apricot value chain in Mahneshan Township. Statistical population for this study consisted apricat orchard growers in the central part of Mahneshan city of Zanjan province (N = 1502). The sample size was determined to be 309 based on Krejcie and Morgan's table. Multi-stage sampling method was used to access the samples and complete the questionnaires. In the present study, the face and content validity of the questionnaire was confirmed by a panel of experts. Cronbach's alpha method was used to calculate the reliability of the questionnaire. Cronbach's alpha and composite reliability were used to determine the reliability of the questionnaire. The findings showed that the use of educational and extension programs with a path coefficient of 0.65 had the most significant effect and the educational and extension services with a path coefficient of 0.20 had the least impact on the formation of the value chain.         Living in rural areas tend to have less access to socio-economic services, so improving the quality of Life of rural communities is the ultimate goal of rural development projects or programs. The targeted subsidies law has been implemented in Iran by emphasis on establishing of Justice and social welfare, and also improving the quality of life for poor society layers. This descriptive analytical survey was aimed to study of socio-economic impact of targeted subsidies law on rural households’ of Urmia Township. The statistical population of the studied areas consisted of all the rural households in Urmia Township (N=71353). According to the Cochran formula, a sample size of 265 was selected using a multistage sampling technique (n=265). A questionnaire was used to collect the data required. The validity of the questionnaire used was confirmed by a panel of experts. A pilot study was conducted to establish the reliability of the instrument used. The Cronbach’s alpha coefficient for the main scales of the questionnaire was 0.7 to 0.93. The results revealed that the targeted subsidies law implementation has a significant positive effect on social (sig = 0.000 and β=0.582) and economical (sig = 0.000 and β=0.531) dimensions of the quality of life on rural households’ of Urmia Township, but its’ social effects has been more than economic effects.
