        Background: The goal of accountability as the output and the essence of good governance is how citizens are informed about the choices and policy processes that they are able to judge and respond appropriately to managerial actions. Purpose: The purpose of this study was to investigate the status and measurement of the factors affecting the level of accountability Method: The present research is a applied and purposeful type of survey, 28 items have been identified and questioned by experts, Chi-Square=83/0,Asymp. Sig=95 which has been evaluated and rated by t and Friedman tests. The statistical population of this study was 200 public service visitors to the municipality of district 6 in Tehran and sample size based on Morgan table 127 ,A simple random sampling method and a data gathering tool were a questionnaire Results: The status of responsibility of officials and positions, duties and performance of urban managers and citizens' opinion about urban plans and plans are somewhat appropriate for citizens.         Abstract Objective: The main purpose of this study is to provide a suitable model for improving banking services based on a comparative study of behavioral sciences and consumer behavior with respect to the function of mem theory. Background: Mem is a hereditary theory and an idea, behavior, or method that is transmitted from one person to another through culture. Inheritance theories differ in the degree of adaptation and capability, that is, adaptation to the socio-cultural environment in which they are spread. More adaptable and more capable memes will be more successful in transmitting, spreading to more people, and thus spreading to a larger population. The concepts in this theory can be used as a model for cultural evolution.         Talking about making policies, we expect a domain of outcomes including bureaucratic and sovereign decisions. The outcomes are indeed the result of mechanisms and instruments that must be utilized to implement a policy. Implementation of policies usually suffers from 2types of deficiencies: deficiencies caused by inefficient executives and those caused by insufficient infrastructures. what comes before these deficiencies is the lack of an optimum methodology for implementing the policies; because, the executive can claim not having a clear plan of action, and the problem of insufficient infrastructures usually cannot be solved in a short while. The present article, being centered on the discussion of performance and performance studies, aims to propose a model for implementation cultural policies, by means of which the operational literature and ideas are developed with a cultural approach, of the objectives. Complete and accurate implementation of the plan of action is the only way of realizing the policies. On the other hand, improper implementation can abandon all hopes for solving the problem. Every instrument can be applied to a certain problem; and since the policy makers can have an extensive domain of action, knowing the proper instruments is the key to final realization of the policies.         In current age,one of the serious challenges facing managers is the organizational pessimism phenomenon and considered by many organizations. The purpose of this research is to identify the effective factors , consequences and design the native pattern of organizational pessimism in the companies studied. This research is in terms of purpose, is developmental and in terms of nature is scrolling. The method of research is done in two sections, quality and quantity .In the qualitative section, using the ethnographic method, the causative factors and the consequences of organizational pessimism, the identification and analysis of the data through the thematic analysis and the design of the conceptual model was carried out. In the quantitative part and using the abstract ladder, the research questionnaire was adjusted the effect of each of the variables identified in the qualitative section was tested. The statistical population of the research is the personnel of the electricity distribution companies in the province of Isfahan. For sampling according to the Cochran formula, 360 individuals were selected .. The validity of the questionnaire was confirmed by using structural equation model and reliability by Cronbach's alpha..         The purpose of the present study is to design a model for evaluating the performance and efficiency of employees using the Normal and Fuzzy Data Envelopment Analysis In Headquarters of the Ministry of Oil. The statistical population of the study consisted of all the strategic units and headquarters of the Ministry of Oil. To collect data from the questionnaire And the Ministry of Petroleum Human Resource Databases. The research method was descriptive and survey. For data analysis, we used fuzzy data and input-oriented model (CCR). Results showed that 51 samples, 14 The staff of the Ministry of Oil are managed (0.24), there are 4 people on the efficient border (0.08) and 33 are inefficient (0.68), This indicates a low level of efficiency and effectiveness in the decision-making units of the ministry, which needs to train staff (empirical and academic) and attract specialized staff to improve productivity and efficiency That requires more careful planning. In the present study, first the policy models are examined and then 19 sports managers and professors (Consisting of PhD professors, world and Asian champions, national team coaches, top-level sports directors and sports book authors) who have been interviewed as an expert group. Selected, information gathered through interviews Then, coding and analysis were performed and using the content analysis method, the model was presented and finally, using a questionnaire with a probable sample of 385 people, using both SPSS and SmartPLS software, the presented model was tested. Findings show that, in the form of ethical policy-making in sports, formulation of policy strategies with a value of 0.738, targeted interactions with a value of 0.734, ethnic diversity and synergistic potentials with a value of 0.707, knowledge mobilization And information with a value of 0.707, content of ethical policy with a value of 0.706, sports ethical applied centers with a value of 0.688, are effective and play an important role, respectively.         Objective: The purpose of this study is to identify the ethical dimensions of genuine leadership by followers in higher education. This research has a qualitative approach and Grounded Theory method has been used as research method. Methodology: The method of data collection is to study the theoretical basics and in-depth interviews (25 interviews with 23 people) with the sample staff of Islamic Azad, Payam Noor and governmental universities in west of Iran (Hamadan, Kurdistan, Lorestan, Ilam). The sampling method continued to be purposive and theoretically saturated. The validity of this study was verified by the interviewers and then by the professors. Reliability was 73.6% using the process audit method. Continuous comparison method during three stages of open, axial and selective coding was used for data analysis. Findings: Finally 32 concept codes and 7 main categories were extracted. Therefore, the second goal is to identify the problems of the retirement area in order to formulate efficient and effective policies. The research method of the present paper is of a qualitative & quantitative type and is a phenomenology of retirement phenomenon among retirees of the Refah Bank. The data were gathered based on half-structured interviews of 16 pensioners of Refah Bank by snowball method until data saturation was achieved. The data analysis was performed using a seven-step colaizzi method. the statistical society included a small section for retirement of 1,175. The sample size was calculated 285. The reliability of the questionnaires was calculated by Cronbach's alpha, (0/8). In order to analyze the data in the quantitative part, factor analysis was used. .
