Background: In the administration of state affairs, in contrast to the complexity of the environment, policymaking has a very large share.Maintaining or neglected indicators of a policy can best implement it or fail it. Objective: The present research is aimed at providing a rational model in public policy of Islamic Azad University Education System. Methods: Methods In this study, is the Delphi method. In order to identify the components of the research, theoretical foundations of research and the components of the experts have been used. The research experts are the board of trustees of the Islamic Azad University who were selected by snowball method. Shannon entropy technique has been used to analyze the data to rank the components of the components. Findings: The research findings are 69 indicators, 13 components and 3 categories in the field of policy rationality.Economic rationality has been achieved with the highest importance and legal rationality with the least important factor. As mobile, wearing technology and other IP-base connectivity systems encompass every parts of our everyday life, and more and more people are using digital technology, the impact of internet governance on users needs to be better understood.There are many important aspects of internet governance that can be considered in three main levels ; global institute such as ICANN (The Internet Corporation for Assigned Names and Numbers), organizational levels which are parts of bigger ecosystem and users level in the shape of emerging norms. Researches in the field of internet governance are mostly triggering high level of internet governance and there are lack of evidences on how decision may impact users and organizations . meanwhile, we encounter with the permeation of social media and a holistic consideration on this subject is needed. Background: Corruption is a major dilemma in public administration of many countries. the application of information technology and electronic state establishment, clarifying and reducing administrative corruption in organizations. Purpose: investigate the impact of state decentralization on reducing administrative corruption by mediator role of electronic state establishment in west azerbaijan province public administration. Method: applied in terms of its purpose and descriptive nature is survey and correlation research. The statistical population 63079 people of stste organizations of West Azerbaijan Province. Using Cochran's formula and randomized stratified sampling method, 382 people were selected. the Pintrich and Derabalai state decentralization Questionnaire (1392) with a reliability coefficient of 0.85, the electronic state questionnaire of Rezai Kia (1392) 0.81, administrative Corruption by Sharife and Zhang (2009) 0.9 was used. the content validity of the questionnaires has already been approved by the experts. Findings: the decentralization of state on establishment of electronic state, establishment of electronic state on the reduction of administrative corruption, and decentralization of state on the reduction of administrative corruption has a positive effect. Conclusion: general conclusions show the impact of state decentralization by establishment of electronic state on the reduction of corruption in the state organizations of West Azerbaijan province. Background: One of the reasons for the lack of proper implementation of public policies is the lack of communication between public policy makers and executives. If the public policy makers are involved with the implementation, many problems will be lost, but in practice this is not the case. Objectives: The purpose of this study was to investigate the relationship between the role of actors in formulating a public policy on the implementation of the health policy of the administrative system. Method: In this study, to identify the actors in the formulation of public policy, experts from previous history in the field of public policy were used and then, by combining the components extracted from the theoretical foundations of research, a questionnaire on the role of actors in the formulation of a general policy setting It turned out To identify the health policies of the administrative system. Findings: In this study, 13 actors involved in the formulation of public policy were identified, with the highest average score (63.6) for the mass media. Conclusion: The results showed that there is a significant relationship between the role of actors in the formulation of public policy. Manuscript profile

Abstract Aim:The purpose of this study was to explain pro-social voice concept of the employees. Pro-social voice, Expression of ideas, information and comments related to work have been defined as participative motivations that this behavior focuses on the benefit of others. Method: This study was conducted qualitatively and based on phenomenological strategy. Semi-structure and in-depth interviews were used to collect the data and Glaser comprehensive approach was used to analyze them. The study population was consisted of all municipality employees of Mashhad who had officially encountered with more than 20 times pro-social voice behavior and had at least 3 years work experience in the municipality of Mashhad which were interviewed according to purposeful sampling and adequacy. Finding: The findings from the analysis of the interviews four dimensions consist of promoters, the free, preventive and ethical issues emerged. Conclusion:The findings of this research provide valuable insight into pro-social voice behavior of employees that can lead to large achievements for organizations and apply in the context of positive organizational participation. The present study aims to describe the dimensions of comprehensive banking model of Bank Melli Iran based on the customer needs. This research was conducted using the qualitative case study methodology. The target group of this study included 18 experts in banking industry with the work experience of above 10 years in Bank Melli of Iran in 2018. The qualitative data were analyzed using the thematic analysis method. The comprehensive banking model based on the customer needs was extracted in Bank Melli of Iran based on the results of this study; the purpose of this model was to address challenges in the areas of the financial resources, human resources, processes, and customers; some strategies to achieve this purpose include: making adjustments to the severe monitoring system in the area of banking laws and regulations, the need for diverse levels of funding to secure capital in big banks, using the competitive conditions in banking industry (including the digitalization) as an opportunity, proper use of communication technology to meet the diverse needs of customers. Background: Strategic planning of human resources in public sector organizations is very important because achieving organizational goals and providing quality services and the reason for its success in developed countries is having intellectual capital. Purpose: The purpose of the present study was to utilize strategic management tools for HR planning in the Economic and Financial Administration of West Azerbaijan Province. Because of the organization's oversight, strategic HR planning doubles the importance of research. Methods: The statistical population included managers and staff of the organization (n = 115). The data were collected through a researcher-made questionnaire consisting of 36 items based on the Likert scale and collected in autumn 1977. Strategic management tools used included the QSPM Quantitative Strategic Planning Matrix, Internal and External Factors Matrix, and SWOT analysis. Results: The strategies formulated consisted of 10 strategies listed in Table 4 and prioritization of the strategies in Table 5. Conclusion: The results showed that the strategy of remuneration system based on performance and systematization of appointments and succession based on merit is one of the most important human resource planning strategies in this organization. It is therefore recommended that the organization prioritize strategic planning in HR by prioritizing these factors. Manuscript profile
