        The aim of this paper is to provide a model for Implementation cultural programs in vision plan of 1404. This model involves three general dimensions: "Policy-making", "institutional" and "Micro" that each of them respectively contain 3, 4 and 2 main components. In order to ensure the appropriateness and validity of the proposed theoretical model in according to modern conditions, "Delphi method" being used. In this regard, 20 cultural experts and program administrators using the "purposive sampling" were selected and their ideas through "questionnaire" in "two rounds" were collected. Questionnaires in the first and second rounds ordering 95 and 97 questions  of experts about "the effect of 9 Keyes component of the implementation of cultural programs" that its reliability through "content validity" and its reliability by using the "Internal consistency reliability" as "Cronbach's alpha coefficient" was established. Data using SPSS and LISREL software were processed and analyzed. The results showed a significant correlation between the presences of the three proposed model establishes that the proposed model suggests that acceptable internal consistency. In terms of priorities based on Friedman test, it was found that the dimension of "policy" is as more important than the dimension of "institutional" and "Micro".Prioritization is also confirmed the results of structural equation modeling. Structural equations modeling results showed that the proposed model for the implementation of cultural programs fit well with the experimental data, and on this basis it could be argued that the above model is appropriate utility Manuscript profile
