The concept of development considers the improving movement of the social system. This concept was initially centered on the socio-economic field, but after UNESCO named the last decade of the 20th century as the World Decade of Cultural Development, its main axis was changed to the field of culture and cultural development. So that cultural development was proposed as a precondition for achieving comprehensive development. Therefore, considering the importance of cultural development, the purpose of this study is to investigate the role of social capital in the cultural development of Ilam citizens. The study method is survey and the data collection tool is a questionnaire and the theories of social capital, Bourdieu, Coleman, Patnam and Fukuyama were used to formulate research hypotheses. The sample size is 385 people who were determined by multi-stage cluster sampling method. Data were analyzed using amos and spss software. Findings showed that there is a direct and significant relationship between social trust, social commitment, social participation, social relations and cultural development. The results of structural equation modeling show that the variables of social capital (social participation, social relations, social trust and social commitment) explain a total of 47% of the variance of cultural development.
