        One of the consequences of the global process of urban growth and development is the formation of poor neighborhoods in the margins of the cities and is one of the issues that has always been the subject of studying and planning international forums in many cities around the world. To address this, the empowerment approach in the 1980s, which considers informal communities not as a dilemma but as a social asset, is to replace empowerment with the culture of poverty. Therefore, the present research studies the success rate of organizing and empowering informal settlements in Zahedan city using quantitative and qualitative statistical methods and qualitative approaches of experts. This research is applied in terms of purpose and nature, which has been used in field studies by interviewing experts. The results of the research show that Zahedan's organization and empowerment plan in the unofficial context of the city according to the financial and municipal funds and citizen's economic capacity are not developed.         Background and Objective: Air pollution issue is one of the most important environmental challenges in any country. In Zahedan, moderately, the air in 70 days of the year is polluted by dust.The goal of this study was assessment of air pollutants’ concentrations and determination of AQI in the city of Zahedan. Method: In this study, after performing the primary studies concerning the climatic and geographical conditions of Zahedan, four stations were selected for air pollutants (PM2.5, PM10,  SO2, O3, NO2, CO, NO) monitoring. The measurement process was performed monthly during one year (three days per month) and the monthly wind rose in the city was prepared by Word Lop and Saba Wind software.  Then considering the Air Quality Index (AQI), and by using GIS software, 96 maps were prepared and the health quality of air pollutants was determined. Results:Considering the AQI in Zahedan City, the responsible pollutant was PM2.5 for all season in 2009. Its value in spring was 185, in summer was 201, in fall was 168 and in winter was 208 Conclusion: The results of this research showed that the main responsible pollutant during the year 2009 in Zahedan was PM2.5. Also during this year, air quality for 208 days was unhealthy for all people, 95 days was unhealthy for the sensitive people, 33 days was in hazardous condition, 16 days was unhealthy and 4 days was moderate for all citizens of Zahedan city.  Manuscript profile

        Background and Aim: Coronavirus is one of the most contagious and infectious diseases of the 21st century, which has spread from China to the rest of the world since late December 2019 and has had many effects on the social, economic and environmental structures of various regions, including rural areas. Rural areas, especially in developing countries, are less prepared to deal with the direct and indirect impact of this crisis. Therefore, the aim of this study was to evaluate the effects of corona virus on the livelihood of rural households in Zahedan.Methods: This research is applied in terms of purpose and in terms of nature and method of descriptive-analytical work, which is done in two ways: library study and field survey. The statistical population of the study consists of rural households in Zahedan city. Due to the dispersion of villages and their large number, 20 villages were randomly selected as the sample village.Results: According to the 2016 census, these villages have a total of 4456 households equal to It had a population of 18,365, of which 354 were selected using the Cochran's formula. Multivariate regression analysis and one-sample t-test were used to analyze the findings. The results showed that the livability indices of rural households with an average of 2.763 were lower than the desired situation. Lack of proper management and not choosing the right location for landfilling municipal waste creates problems for the environment. Material and Methodology: In this paper, method 3 is presented with the aim of modeling municipal landfills in QGIS environment in Zahedan city. First, the effective criteria in selecting the burial site according to the conditions of the region and with the opinion of experts (Delphi questionnaire) were examined and 18 sub-criteria were determined in two groups, ecological criteria and socio-economic criteria. All steps, except for determining the weight and examining the internal relationships of the criteria, were coded in the QGIS open source software and the location system of the municipal waste landfill was developed in the open source context. Findings: QGIS 3.16 software was used to build a landfill for Zahedan landfill. It is possible to use open source software to develop numerical numerical models in the process of assessing the suitability of land for landfill use.         Urban governance seeks to limit the role of the government to the extent of harmonizing and guarding the laws and to reduce its direct interference in decision-making, administration and implementation of affairs related to people's daily lives. The purpose of this research is to investigate the status of good governance indicators in the urban areas of Zahedan. The research method of the research is descriptive-analytical and library and field method (questionnaire tool) was used to collect the required information. The statistical population of the research consists of the citizens of Zahedan, including 592,968 people. The sample size was calculated by Cochran's formula of 360 people and the questionnaire was completed according to the population of each region by a simple random method at the level of the regions. In order to compare pairs of each of the indicators of good urban governance, after obtaining the opinions of 17 experts who have full knowledge of the city under study, using model A. H. Fuzzy foundation has been applied to the weighting of each index. To analyze the collected data, SPSS software, one-sample t-test and TOPSIS fuzzy model were used. The findings showed that the indicators of good urban governance in the areas of Zahedan city are in an unfavorable situation. Also, the results obtained from prioritizing the five regions of Zahedan city with the Fuzzy Topsis model in terms of good urban governance indicators show that region 1 with a weight of 0.818 ranks first. Region 4 is in the fifth and last place with a weight of 0.000. Region 2 with a weight of 0.722, Region 5 with a weight of 0.636 and Region 3 with a weight of 0.289 are in the second to fourth ranks respectively in terms of good urban governance indicators.         In recent decades, Iran's cities, such as other cities of the third world countries have encountered significant transformations and in a short-term period, they have reached the manifold of their primary widths. Zahedan, during its 100 year life, has developed in an unbalanced way and has faced a quick development. The 32.5 time development of its population and 34 time development of its width indicate this issue compared to the first census in such a way that the development of this city has been in the horizontal direction and the continuous development of urban constructions have caused the ugly development of the city. Accordingly, in the present study, the correlation between the population and the amount of development and urban sprawl is investigated in Zahedan city using Shannon's and Holden's Entropy Models and Floor Area Ratio (FAR). The findings of the research indicate that according to Holden's model, Zahedan has been suffering the ugly urban development (sprawl) during the period of conducting the study. The entropy coefficient scores indicate the sprawl of Zahedan. Regarding the development of the value gap due to horizontal development and urban sprawl, theSmart and Compact City model is considered as a desired one for future expansion of Zahedan.         The present study was conducted by the aim of comparing how young individuals spend their leisure time in suburban and non-suburban areas of Zahedan. The study and importance of paying attention to the way in which young individuals spend their leisure time to some extent expresses the attitudes and values governed in society. In the past, the was in which leisure time was spent depended on the social strata of individuals. However now, with the changes in people s lifestyle, leisure time is considered part of each person s life that can play a meaningful role in their ability. The dominant opinions in this study are the ideas of Bordio and Domazie (1974). This study is an analytical descriptive one which was done by survey method. The statistical population of the study was all young individuals aged 18-29 years in Zahedan with the number of 1200 people which out of them, 291 people were selected as sample based on the multi-stage cluster sampling method. In order to collect information, a lifestyle questionnaire and a researcher-made reliability questionnaire (0/85) were used. Findings of this research indicate that: there is a significant difference between lifestyle, the was in which leisure time is spent and leisure time companions in suburban and leisure time companions in suburban and non-suburban areas.         This article aims at the factors affecting social resilience against corona pandemic in region one of Zahedan. In this study, area one of Zahedan city has been selected as a case study. The present research is descriptive-analytical in terms of method and has an applied nature. Library and field methods based on observation and questionnaire have been used to collect information. The statistical population of the study is the residents of area one of Zahedan city (96535 people). To determine the statistical sample size with Cochran's formula for the community, 308 people were selected and calculated. Questionnaire analysis was performed using SPSS and Amos software. The questionnaire consisted of four variables that included macro dimensions (awareness and health, attitude, skills, social capital and justice). The results indicate that the rate of social resilience against Corona pandemic after two years of corona virus outbreak for research indicators in the study sample was above the normal or average level. According to the results, the social capital and justice index of 0.88 has the greatest impact on social resilience against the corona pandemic in region one of Zahedan city. In this regard, we can mention factors such as the performance of city managers and its role in public trust, access to hospital treatment centers and the planning of government and local institutions to prevent the consequences of the Corona pandemic. Also, attitude (P = 0.001, β = 0.73), awareness and health (P = 0.001, β = 0.68), skill (P = 0.001, β = 0.57) and level Literacy and knowledge of individuals (P = 0.028, β = 0.17) has a significant effect on social resilience against Corona pandemic in region one of Zahedan city. The purpose of this study is spatial analysis of urban smart city indicators in Zahedan. According to the objectives of the research, the type ofresearch is applied and the research method is descriptive-analytical.The method of data collection and information is documentary and survey.Since the spatial analysis of smart city indicators is also a multi-criteria decision-making problem, therefore, in the present study, the Vikor multi-criteria decision-making model as well as the pairwise weighting with the hierarchical analysis model Fuzzy (FAHP) has taken place.The results of one-sample t-test showed that the indicators of smart city in Zahedan are all below the desired average (3)and are in an unfavorable situation. Smart Dynamics Index with an average of 2.832, Smart People Index with an average of2.809, Smart Life Index with an average of2.755, Intelligent Environment Index with an average of2.769 and Smart Governance Index with an average of 2.887are all in an unfavorable situation.The results of Vickor model also show that region1 with a weight value of 0.087 is in the first priority. In other words, this region is in the best condition in terms of smart city indicators.Zone 2 with a weight of 0.165 is in the second priority, Zone5with a weight of0.324 is in the third priority, Zone with a weight of 0.787 is in the fourth priority and Zone 4 with a weight of 0.857 is in the last priority.The results show that the areas of Zahedan city are in an unbalanced situation in terms of smart city indicators and in thi regard, the five areas of the city are very different from each other.Keywords: Spatial Analysis, Smart City, Zahedan City.         Viability refers to an urban system in which the social, physical, and mental health and quality of life of all its inhabitants are taken into consideration. On the other hand، the issue of citizen participation in the economic and social development of cities, has been considered in urban development studies and planning since several decades. Therefore, it will be a livable society that cares about the needs of the people of that society, respects their demands, and does not neglect the participation of citizens in the affairs of the city. The purpose of this article is to identify the relationship between social participation as one of the components of social capital and urban livability. To achieve this goal, a descriptive-analytical survey method has been used and to collect information, a researcher-made questionnaire has been applied. To analyze the research data, SPSS، GIS، super decision software has been used. The statistical population includes citizens of the five regions of Zahedan that 383 residents have been selected and studied by cluster sampling with systematic random sampling. The results of ranking the regions in livability indicators show that region 1 as a new region with a proportional distribution of land use and urban services، adequate access to educational and health services، security and urban environment is a relatively desirable region in Zahedan and region 3 with informal and turbulent housing texture is the most undesirable region in terms of social livability. The results of Pearson correlation coefficient test show high correlation between the components of social participation and the dimensions of social viability in the areas of Zahedan; this indicates that the more social participation among the citizens of Zahedan, the better the city is in terms of social viability.         Undoubtedly, the physical, mental and social health of people in the society is very important and it is one of the most important issues in today's world, and ensuring the health of the society is one of the basic issues of every country that should be considered from the three dimensions of physical, mental and social. The purpose of the current research was to study the factors affecting the biological attitude in order to improve the health of the society using the structural equation model. In order to achieve the objectives of the research, the quantitative method of the structural equation model was used. The statistical population of the present study includes the citizens of Zahedan city in Sistan and Baluchistan province. In the present study, the size of the statistical population using Cochran's formula was 384 people. In order to measure the research variables, a researcher-made questionnaire and a simple sampling method were used. Confirmatory factor analysis and PLS software have been used to ensure the validity of the measurement tools. The research findings indicate that the items related to the research variables have acceptable factor loadings. All these factor loadings are significant at the alpha level of P<0.01.
