        Although  Technological  Gap  between  underdevelopment  and  development  countries  have  studied  and  evaluated  world-wide  for  many  years, but  hasn’t  found  any  proper  plan. This  essay  reviews  the  cases  of  technology  gap  with  macro view. Accourding  researchs, most countries  have  achived  substantial  industrial  development  through  adopting  proper  technology  policies , leading  their  development  forces  towards  the  same  direction. The  Asian  golden  countries  achived  suitable  technology  development  with  this  plan in  short-term. We reviews  development  bases  and  role  of  them  in  technology  development . Then illstrate  interaction  between  university  and  industry.   The interaction  between  Government, University  and  Industry  models in  some  countries  used  to  confirm  the  our  claim.         Introduction: The purpose of this article is to identify the role of media technology development in the economy. In this study, 30 experts in the field of media were used as a sample. Method: The research method is qualitative. Since in this research, there was a need to address the depth of the subject and a deep and comprehensive understanding of media experts, for this reason, the interview method was used. In order for the interviews to have a specific structure, semi-structured interviews have been used. Data were also analyzed through content analysis using maxqda software. Findings and Results:In this study, 23 effective factors that determine the positive and negative role of media technologies in the economy were identified, including: information production and increasing economic knowledge, more employment, consumer welfare, reducing economic inequality, reducing political risk, increasing Economic security and efficiency, more control and supervision of people over economic activities, expansion of corporate markets, creation of free online market, innovations and innovations resulting from new technologies increase revenues, increase competition between organizations increase the quality of economic activities, improve and Improving the standards of economic development, public participation in economic activities, expressing people's satisfaction or dissatisfaction with economic activities, spending time on social networks.         Nanotechnology in the food industry provides a logical framework for developing an understanding of the reactions and self-arrangement behavior of small-scale food components. The purpose of this study is to identify and rank the factors affecting the improvement of food security based on the role of nanotechnology. The statistical population of the study was all the specialists of the Special Staff for Nanotechnology Development, whose number was 90 and due to the limited community of specialists of the Special Staff for Nanotechnology Development, they were selected through census. The present study is a descriptive correlation that a researcher-made questionnaire based on the theoretical framework of the research was used to collect data. Validity and reliability of the questionnaire indicated that the measuring instruments had good validity and reliability. The results of the research using SPSS software and prioritization of items based on coefficient of variation (CV) showed that in food storage, covering fruits and vegetables with nanocytosan containing copper was more important, also in Food processing, protection of nutrients against oxidation, in food production, production of biocompatible pesticide formulations, in food flavor and color improvement, nano-encapsulation of various fragrances and flavors in food to control the release of fragrances Flavors were more important in food health, the use of nanosensors to detect pathogens in food and in food packaging, the use of nanoparticles with antimicrobial properties of packaging.         Sustainability and productivity in agricultural section requires the development and use of appropriate research technologies. For this reason, all countries are trying to provide the basis for deepening research in all matters. The aim of this study was to investigate the efficiency of tobacco company's research system in the agricultural section and to examine the bottlenecks and challenges of this system and to provide appropriate strategies to improve capacity and improve its functions in order to be effective in the agricultural field. The method of this research is descriptive-analytical with a survey approach. The data collection tools in this study were interviews, focus group formation and questionnaires in different stages of the study which were analyzed using SWOT analysis model. Results of the study showed that the strategic position of the research system of the tobacco company is defensive and Based on the review and analysis, 8 defensive strategies were developed to increase the capacities of the research system, and with the help of the Strategic Planning Matrix (QSPM), the strategies were prioritized. And based on that, establishing efficient interaction with regulatory and governmental institutions with the approach of supporting domestic production with a relative attractiveness of 3.41, reviewing the organizational structure with the approach of integrating processes and coordinating research and production activities with a numerical value of 2.881 have been given high priority.Also, other adaptive strategies in the field, paying attention to research findings, human resource management, organizational culture and constructive interaction with scientific societies were also emphasized.         Purpose: The current research was conducted with the aim of designing and validating the model of information technology development to teach and promote knowledge management and information literacy for school administrators. Method: The current research is applied in terms of purpose and mixed in terms of data collection method. The statistical population in the qualitative section were experts in the field of management and information and communication technology, which were selected with a purposeful method and semi-structured interviews were conducted with them until theoretical saturation. A total sample of 400 people was selected using random multi-stage cluster sampling method. To collect the required information, the library method was used to review the texts, the field method was used for the qualitative part of the semi-structured interview, and for the quantitative part, the researcher-made questionnaire was used. Findings: findings indicated that 5 effective factors in the training and empowerment of managers were identified. which based on path coefficients; The variable of developing knowledge management policies and strategies in the first place; The variable of training and empowering managers in the second place; The variable of change in organizational and structural culture is ranked third, the variable of management and leadership support is ranked fourth, and the variable of information technology development is ranked fifth. The value of GOF was calculated with a value of 0.592, which is higher than the criterion value of 0.3 and shows the appropriate power of the model in predicting the endogenous current variable of the model. Conclusion: Thus, we conclude that the development of information technology has a positive and direct effect on the education and promotion of knowledge management and information literacy of managers.         Smartening is one of the important approaches of urban development that has been strengthened during the last two decades. Population growth and other developments show the importance of planning and smartening cities. On this basis, the metropolises have emphasized the smart approach in order to overcome some challenges and sustainable management in different sectors. The city of Shiraz, as one of the metropolises of the country, needs planning in line with the development of smart city indicators. Therefore, examining the current situation of this city can help the management and development of this city. In this research, the aim is to investigate the extent to which Shiraz city has smart city indicators. The research method is descriptive-analytical and based on field data collection. The data collection tool was a questionnaire. The statistical community is formed by experts who are knowledgeable about the subject. Based on the snowball method, 96 experts in three areas of this city completed the questionnaire. The validity of the questionnaire was confirmed through the elite society and its reliability was also confirmed using Cronbach's alpha more than 0.74. The result showed that the analysis of the results showed that all smart city indicators including economy, movement, citizen, governance, life and smart environment were significant at a level less than 0.05. Based on the results of the T-Tech test, it was found that the index of smart economy (3.432) and smart citizen (3.149) had an average status and the rest of the indicators were evaluated poorly. Also, based on the results of the Friedman test, the best situation is related to the smart economy index with an average rating of 5.04 and the worst situation is related to the governance index with an average of 1.72. In addition, the results of variance analysis confirmed that there is a significant difference between the regions of Shiraz city in terms of four indicators of movement, governance, life and smart environment at a level of less than 0.05.         Owing to the ever-increasing growth of urban communities, city officials and managers are increasingly under pressure in meeting the needs of the said communities. Many countries are seeking to develop smart cities as a result of the wide range urbanization-related challenges such as dealing with increasing population growth, heightened levels of air pollution and the imminent threats of global warming. The notion of smart city as a means to promote the quality of life of citizens has been placed on the agenda of urban policy makers. Today, information and communication technology is key to the alleviation of urban, especially services related to the needs of citizens, such as management, education, health, housing, transportation, and security, with the ultimate aim of offering more integrated, smarter, and more efficient services. In Iran, the hurried and uneven physical-spatial development of cities in the last few decades has resulted in adverse social, economic and physical consequences. A smart city is a notion that has sprung to life as a result of the ever-increasing expansion of information technology in the city, one that functions to serve the new needs of citizens in their urban life, with the hopes of solving many problems faced by third world cities. Therefore, the authors here have sought to understand the status of smart city indicators in the metropolis of Urmia by using quantitative techniques and evaluating the degree by which the indicators of smart city have been realized. Today, in line with standardizing the strategies for sustainable urban development, the notion of the smart city has proven to be the paramount strategy in response the increasing challenges caused by the rapid expansion of urbanization, the increase in the volume and number of urban trips, and the formation of a plethora of environmental issues, which has also garnered a great deal of academic interest as a major catalyst to sustainable urban development. Optimal application of urban spaces, development of efficient public transportation, deployment of pedestrian and bicycle routes, promotion of reduced fuel consumption are deemed to be among the basic strategies for attaining a smart city. Given the aforementioned discussion, the authors sought to evaluate and rank the indicators of the smart city in Urmia city.
