Abstract :

Although  Technological  Gap  between  underdevelopment  and  development  countries  have  studied  and  evaluated  world-wide  for  many  years, but  hasn’t  found  any  proper  plan. This  essay  reviews  the  cases  of  technology  gap  with  macro view. Accourding  researchs, most countries  have  achived  substantial  industrial  development  through  adopting  proper  technology  policies , leading  their  development  forces  towards  the  same  direction. The  Asian  golden  countries  achived  suitable  technology  development  with  this  plan in  short-term. We reviews  development  bases  and  role  of  them  in  technology  development . Then illstrate  interaction  between  university  and  industry.   The interaction  between  Government, University  and  Industry  models in  some  countries  used  to  confirm  the  our  claim. Finally , Interaction  between  development  bases  and  causes  of  weakness in  Iran  studied.
