Background and Objective: Attention to land capability for establishment of industries and also wise and sustainable use of land to prevent environmental crises have been considerd by planners in recent years. Regarding the necessity of ecological capability evaluation for different uses before any development plan, land capability for development of Semnan industrial town has been studied in this paper. Method: In this regard, Multi-Criteria Evaluation (MCE) was used accoding to Makhdoom industrial development model. In the first stage, environmental resources were identified. Next, land capability was determined by overlaying the different layers in GIS. Conclusion: Considering all ecological parameters, the results show that about 75% of the total area is relatively suitable (level 2) for industrial development and the rest is unsuitable. All the area can be considered as relatively suitable, if elevation parameter (the last priority in the model) is deleted. Manuscript profile

Iran is a developing country in which different economic projects are being implemented. Too often, these projects such as building dams, atomic installations, and creation of special economic zones, have very dire social, cultural, economic and ecologically environmental effects  on the surrounding regions in a large scale. Since the social, cultural, economic and ecologically environmental sustainability of these projects are not considered, the life quality of dwellers in the project regions is in danger. Special economic zones of South Pars is one of these regions which was established in 1998 in Southern Boshehr Province in order to use the gas square of South Pars. The emergence of these industries and modern structures in societies with traditional structures regardless of their social and cultural dimensions will result in various consequences. Due to the growing population and the use of pesticides and chemicals in food production, people's health has received more attention than ever before. Economic development and the provision of facilities and welfare is considered as one of the most vital objectives of a society. Various methods proposed to achieve the same. Several societies have developed due to industrialization. Alternatively, numerous countries have moved towards this goal by conducting regional planning in the form of spatial planning studies. The crucial point for planning is to have precise data on the current situation and even the terrain and prospect of the regions. In the current study, using the available statistics, the industrial situation of the provinces of the Region 3 has been studied and compared. The provinces include Kermanshah, Hamedan, Lorestan and Ilam. Furthermore, using the AHP method of grading the importance of each of the indicators affecting the industry making use of Expert Choice software, the weight of each criterion has been obtained. Accordingly, the provinces are compared and ranked through the TOPSIS method using the obtained coefficients of importance and using the collected statistics. The results obtained indicate that Kermanshah province is currently in a better situation than other provinces. The results of estimating the prospect of the provinces also indicate that the situation of Hamedan province will be better in the future. Ilam province has the worst position and prospect in both estimates. Therefore, with regards to the existing conditions of the provinces, it is suggested that more attention should be paid to the industrial sector of Ilam province. Eventually, as experts are of opinion that labor productivity as well as the added value of high-tech industries are more significant, the necessary planning should be made to improve these two indicators.
