        Todays, tax revenues play an important role in financing governments. The issue of increasing tax revenues and possible ways for this increase is an attractive issue for governments. Especially in a single-product economy like Iran, whose main source of income is the volatile and unpredictable oil income. This research aims, while briefly introducing the presented models and classifying them, effective factors in increasing tax revenues and evaluating public trust and participation in the field of taxation have been examined and identified with a meta-integration approach, and the main components of this model include legal factors, social factors, there are cultural factors, managerial factors, political factors and managerial factors. Then, in order to better understand the variables affecting this relationship and understand the existing dynamics, using the approach of system dynamics modeling and drawing causal-loop diagrams (CLD), a model for evaluating trust and public participation in the field of taxation is presented and finally simulated so It was done by Vensim software. The simulation results indicate the positive effect of economic factors on public trust and participation in the tax field, with the point that the effect of economic factors is greater than the simultaneous application of all components.         Sustainability has been a ‘buzz’ word for the last three decades in the environmental and planning literature, conveying a multitude of meanings, that are often divergent, to a variety of individuals, professions, interest groups, governmental agencies and political leaders, NGOs and grassroots organizations. As the broad concept of sustainability has evolved, one of its derivatives is sustainable neighbourhoods. Sustainable neighbourhood is a systematic concept, inter-relating the social, environmental, economic, and governance aspects. In urban literatures, many reasons describe as community planning scale importance such as community as a cultural infrastructure and social capital. Also this scale of planning is the one most important subject in environmental psychology.  But how to apply these concepts from theory to practice, in a correct and efficient way, remains to be the essential question. In recent decades, spatial planning and master plans seem to develop to maintain neighbourhood importance in planning and directing local development in this way into the new century. What mentioned above is sensible in urban plans statements of developed countries such as political leadership in strategic planning to provide a context for effective development; or integration between regional, urban and neighbourhood planning, and between strategic planning, development control and master planning. Currently, we have also a new paradigm in urban development plan for Tehran as the biggest city and capital of Iran. This plan has entitled as Tehran strategic/structural plan. But government and urban management in Tehran may confess to inefficiency of that plan in future if they don’t consider to the issues such as neighbourhood planning, local context and public participation. On the other hand, despite numerous efforts by experts and governments, in Iran we face with much inefficient urban plans, due to lack of consideration for people needs and the role of different interest groups.   In this article objectives are threefold: The first is defining sustainable community and its characteristics for opening view to major subject of paper; the second is trying to define the role and importance of sustainable neighbourhoody planning in hierarchy of urban development plans based on literature produced at the international level and new paradigm of spatial planning. Thirdly with regard to the role of sustainable neighbourhoody planning play in the future try to evaluate Tehran strategic/structural plan from point of view of its role to set sustainable neighbourhood planning in its structure as a part of urban development plan. The paper concludes that governments must set and define appropriate role for neighbourhood planning in hierarchy of urban development plans. This is resulted from neighbourhood planning efficiency to improve qualitative parameters such as public participation, sense of place and identity. These parameters play important role in achieving sustainability of place and can be better sense in neighbourhood scale. Finally, in case of consideration of neighbourhood planning in a critical aspect about Tehran strategic/structural plan, features of this plan compare with new paradigm of urban development plans in the world,. This comparison shows that there is not enough consideration for neighbourhood planning in Tehran strategic/structural plan. Manuscript profile

        Introduction & Objective: Since some decades ago, developed countries have concentrated on place development issue in from of participation, democratic process in congruence with the needs of the inhabitants. Accordingly, Urban managing of Tehran, being aware of the effective role of local planning in sustainable urban development, have taken measures for execution of area oriented plan.  The present research tries, in addition to evaluation of social factors affecting success of the area oriented plan, to illuminate the role of this plane in sustainable place development. Methods: This plan has been conducted through survey among urban 5 regions of Tehran and the required information was gathered with the help of a questionnaire from all members of consultative assistance of the 29 places of the said region. Findings: The findings acquired from the research showed that the highest success rate of the plan in significantly increased communication between people and urban managers, satisfaction of people with the managers, easier access citizens to services, increased communication between people with local authorities and increased participation of people in urban affairs and in the contrary , they considered the lowest success rate of the plan in assignment of the urban affair of the municipalities of the regions to areas. Conclusions: Place oriented plan has significant role in sustainable urban development. Thus, attention to the social capital present in the place would result in increased participation rate of people in urban programs. Manuscript profile

        Background and aim: Rules and regulations have tremendous effects on both effective water - energy management and dealing with main water-related challenges such as climate change, water shortage, carbon emission and water pollution.Methods: In the study base on descriptive method, Iran water legal framework on water resource management is evaluated according to public participation principle.Results: The results show that Access to information as one of the pillars of the principle faces serious challenges. Lack of communication ways, inaccurate water quality and quantity statistics, several institutions responsible for issuing water permits in each catchment are challenges of Access to information. Participation in decision-making for both governmental and non-governmental organizations couldn’t satisfy mainly due to conflict of interests, restrictions on water and water rights exchange.Conclusion: Groundwater affairs commission as a quasi-judicial body for water disputes resolution couldn’t realize access to justice in water sector due to lack of legal obligation to release data, restricted competence and structural problems.         Nowadays due to the urban waste disposal problems and environmental pollution of this substances on natural resources and Ecosystem, it is inevitable public participation in the waste management. In the present research the factors affecting the rate of public participation in waste management of the municipal districts 3, 6 and 21 of Tehran city has been studied and meanwhile conceptual model of public participation in waste management has been presented. The target statistical population is Tehran citizens over 12 years old residing in those districts and the sample volume is computed at the level of 95% with Cochran formula and the selected sampling method is Pseudo multistage cluster sampling  meanwhile the research method is descriptive survey in sectional manner. Data collecting is done by means of the questionnaire consists of 21 questions. In order to perform the quantitative valuation of the questionnaire answers, Likert method has been applied. Research assumption after data collection have been analyzed by the software SPSS and after performing the Pearson correlation and regression lineal multiple tests among the effective factors of sex, age, education, number of family members, income and training. Our results determined the factor of training has a significant correlation with the rate of public participation in waste management and with higher level of training it is possible to increase the rate of public participation in waste management.         AbstractThe purpose of this research was to design an assessment model for social security policies with a public participation approach. The method of collecting information is by conducting in-depth interviews with experts and university professors and extracting from documents and theoretical foundations of the research and using experts' opinions to design the model. Also, in order to determine the validity of the questionnaire, content validity (experts' point of view) and construct validity were used using exploratory and confirmatory factor analysis. The research results indicate that the first step for public participation in policy evaluation; Identifying the stakeholders in the organization, not identifying the interests of a group of main stakeholders, brings the risk of failure of the stakeholder participation process; Although the involvement of all stakeholders in the decision-making process is not the same, all parties must be identified and understood. Therefore, the interaction and proper management of stakeholders should be an essential part of the management duties of organizations, so that the management of public issues can be defined as the management of responding to different stakeholders of organizations.         This research is based on a case study in Tehran about tax fraud in Iran from a political and sociological perspective. It is assumed that relative deprivation feeling, public awareness, public participation, and religious adherence affect tax fraud in Iran. The research goal was achieved through applied research, and data was collected through descriptive and correlational methods. The collected data was analyzed by SPSS software in two parts: descriptive and correlational. The obtained findings show that there was a significant correlation between public awareness and tax fraud. However, there was no significant correlation between social trust and public participation with tax fraud. Also, discoveries showed that the variables of public awareness, a religious adherence, and relative deprivation feeling can predict tax fraud to the extent of 6%. Manuscript profile

        هدف از انجام این پژوهش ،بررسی رابطه اعتماد شبکه‌های اجتماعی، مشارکت و احساس شادمانی می‌باشد. جامعه آماری پژوهش حاضر، تمامی دانشجویان دانشگاه آزاد اسلامی واحد کرمان (به تعداد16403 دانشجو ) در سال تحصیلی 93-1392که تعداد 400نفر یه عنوان حجم نمونه انتخاب شده ،پرسشنامه شامل دوبخش که برای سنجش احساس شادمانی از پرسشنامه آکسفورد استفاده شده است. چارچوب نظری تحقیق براساس نظریات ماکس هالر و مارکز هادلر ،بام و بارهیر، شینز و برگزما شکل گرفت وفرضیاتی تدوین شده و سپس با استفاده از نرم افزار amos 17 نمودار مسیر مطروخه برازش یافته است نتایج حاکی از آن است رابطه بین ابعاد برون گروهی مشارکت خیریه ای و احساس شادمانی معنادار نیست و تنها مشارکت خیره ای درون گروهی دارای تأثیرات مستقیم و مثبت بر احساس شادمانی است. ضریب بتای استاندارد برابر با (132/0)است دومین متغیری که بیشترین تأثیر را بر احساس شادمانی دارد،اعتماد نهادی است. ضریب بتای استاندارد آن برابر با (219/0)است. روابط دیگر متغیرهای اجتماعی با احساس شادمانی در قالب مدل رگرسیونی چند متغیره در تحقیق ارائه شده است Manuscript profile

A questionnaire tool was utilized in order to collect data. The obtained data were analyzed using the SPSS software. The ANP and TOPSIS Fuzzy decision-making models were also put into use.The findings of the research indicate that the regeneration of the worn-out texture of the Hemmat-Abad neighborhood has been effective in way of establishing security and reinforcing the sense of attachment and creating a sense of belonging within the neighborhood. The project has been effective in way of encouraging people to contribute to the neighborhood's economic tasks. The regeneration of the worn-out texture of the Hemmat-Abad neighborhood has been able to provide a great deal of infrastructure and background for the renovation of the neighborhood. It has also been able to successfully create a sense of motivation amongst citizens in order to renovate the neighborhood. Conclusion: Urban regeneration, as the main approach of urban intervention, is based on a detailed assessment of the current status of a target area, a concomitant adjustment of somatic context, social structures, economic basis and environmental status and its sequential follow up can significantly improve and develop the existing condition of the Hemmat-Abad neighborhood.         Identifying the needs of the people and the knowledge of their demands have a decisive role in determining the managerial priorities and effective urban management system. Comprehensive and sustainable management of city will be fulfilled when the citizens are satisfied with the performance of the municipality. Because the citizens' satisfaction with the performance of the organizations is a major factor in continuous improvement process in order to increase efficiency and quality of urban management. Individual’s satisfaction with the organization depends on his perception of the performance of that organization, citizens’ awareness and various factors. In this study, the citizens’ satisfaction with the performance of investment organization and public participation in the 6th district of Tehran and its affecting factors are investigated with descriptive - analytical research method. Data were collected through questionnaires with a sample of 384 people and analyzed using suitable tests in SPSS software. The results show that the citizens' satisfaction with investment organization and public participation are not in a good condition. According to the results, there is a positive and significant relationship between variables of citizens’ awareness and age with citizens’ satisfaction, but the relationship between literacy and satisfaction is significant and negative, in other words, increased literacy rate, decreases satisfaction. According to the results, there is a significant relationship between gender and satisfaction, and women’s correlation with satisfaction variable is more than men. Citizens' awareness of their rights and obligations is low. About 70 percent of citizens consider the media's role in promoting citizen participation an effective strategy. There is a positive significant relationship between the citizens’ awareness and the dependent variable of education, higher education level increases knowledge proportionally. Manuscript profile
