Semantic Analysis of the Strategies in human resources development in the field of social harms management by the use of grounded theory approach

Abstract :
The purpose of this study is to find an answer to a fundamental question:What would be the human resources development strategies in controlling social harms related to addiction, children and the mentally handicapped Shiraz mental health park plan? The methodology of this research in terms of approach is qualitative based on foundation and result data, applied and developmental, and in terms of purpose, research and exploratory, with the use of in-depth semi-structured interviews and observation, the necessary data was collected and coding was done on it, and the strategies have been identified. To validate the structure of the technique of collecting from multiple sources and internal validity through member control by reviewing and confirming the implemented text of the interview, the writer's long-term involvement and the intensive receiving of information from academic experts, policy makers, staff and operational managers And external validity is used through the rich description of the data, the use of coding procedures and the statistical were15 academic expert,policy makers ,staff and operational managerswhich were selected by purposeful and snowball sampling. The results of the research show the strategies include leaders intellectual abilities, education and development, merits, strategic alignment,organizational development, comprehensive system of compensation plans, recruitment and employment, welfare, safety, maintenance and organizational performance. ,Education and development with 39 meaningful significance and 10 categorical relations, recruitment and employment with 33 meaningful significance and 9 categorical relations, in addition to merits with 22 meaningful significance and 8 categorical relations are considered
