The present research was descriptive-exploratory research with a mixed research approach (qualitative-quantitative sequential type), so that in the qualitative part, the method used was grounded theory (grounded) and based on the Strauss & Corbin (1990) approach and through three coding stages (open, axial and selective). The participants in the qualitative part included university professors in the fields of educational management and curriculum planning as well as executive experts in the field of education (including principals, teachers and education experts). In the quantitative part, the method used was a survey. The statistical population of this part included principals, deputy principals and teachers in the primary education system of the country and the sample size was estimated at 384 people according to the Krejcie & Morgan (1970) table. The sampling method was as follows: based on the country's divisions, the country was divided into 5 regions: North, South, West, East, and Center. Using simple random sampling method, the provinces of Isfahan, Khorasan Razavi, Bushehr, Hamadan, and Golestan were selected as samples. Then, the sample ratio in each province was determined based on the number of principals, deputy principals, and teachers in these provinces. The data collection tool in the.
