Abstract:Weakness in government functions means the executive branch in many developing countries, including Iran, is evidence of the growing conditions for the spread of administrative secrecy and corruption in these countries. From this perspective, after expanding the conceptual space of the issue, it will examine the factors influencing the spread of corruption. According to the thematic documents presented in this research, the research method is descriptive-analytical and the data collection method in this research is library. The formation of an autonomous and later federal system in Iraqi Kurdistan has been the product of international political interactions and Kurdish nationalist struggles in the form of political parties. The experience of three decades of Iraqi Kurdish parties in governing, self-governing, developing new democratic institutions, and generating challenges to the growth of democracy means that the Kurdistan Region is a rich place to test the relationship between political parties and political development. The main question is: In the process of political development of the Kurdistan region, what role did the main parties play in the conflict of existing obstacles and resources? In areas with ethnic diversity, convergence can lead to the realization of social resilience, social capital, and national unity and solidarity. In the meantime, one of the main tools of the political economy of space is the media, which can strengthen convergence in the territorial area by adopting a good governance approach. This study tries to show whether media dominance can cause ethnic convergence in the territory of the Islamic Republic of Iran. In this regard, this research with a practical purpose and a descriptive-analytical method has tried to cover this goal with a survey of experts and a targeted Delphi method. The results of his study show that the realization of media dominance in your network can play a positive and beneficial role in the realization of ethnic integration in the Islamic Republic of Iran. One cannot deny the effects of human capital of a country on its economic development process. The Elite's emigration is one of the most important damages and challenges for the human capital of a country, which as a reality, in the past decades, have resulted in the loss of a significant part of human capital in the underdeveloped and developing countries in favor of developed countries. Witnessing decades of ascending trend of the elite's emigration after '79 revolution, Iran has been no exception in this regard. Repulsing factors in the country, as the findings of the present descriptive-analytical research showed, play a significant role in the accelerated and increased emigration of Iranian elites after revolution. Certain adopted economic policies (beside the lack of economic freedom), the unequal distribution of higher education system, and the lack of proper support for the elite's entrepreneurship process are important examples of these impacting factors. Developing knowledge–based economy, providing the related infrastructures, removing bureaucracy, and equal quantity distribution of higher education system seem to be largely effective in controlling and decreasing the phenomenon of the elite's emigration.
