Building a smart city is emerging as a strategy to reduce the problems posed by increasing urban population, uneven growth and physical disruption. Smart governance, energy, construction, transportation, infrastructure, technology, healthcare and citizen form the basis of an integrated framework that can be used to examine how a smart city initiates and strategies work. The components of smart urban growth affect the social, economic and physical conditions of Tuyserkan and provide the means to reduce urban costs, improve environmental conditions and save citizens’ time. The method used in this research is descriptive-survey and the sample size using Cochran's formula is 381 people who were randomly selected from among the citizens and experts using cluster sampling. The findings of the present study were analyzed using the SPSS software. The results showed that Tuyserkan is not ready to establish smart urban growth, and despite the poor condition of urban smart growth infrastructure in the city, none of the smart urban growth processes in the city is in a good condition. Among the infrastructures of smart urban growth, electronic services with a rank of (1.92) are in a more unfavorable situation and the variables of environment and green space (2.99), quality of life (2.65), mixed uses (2.25), pedestrian (2.24) and socio-economic (1.99) are in a more favorite position than other infrastructures as far as the ranking is considered. In terms of practical goal, descriptive_ analytical essence, and data collection the current study is on the basis of library research and field work. For this purpose, first walking capability indicators of old and new communities were investigated. Each was compared by standard rules then optimal strategies to improve the walkability of aforementioned areas were presented. Residents of 5 new and 5 old neighborhoods that have a population of 124382 thousands were selected as a statistical society. By using Cochran formula a sample of 366 residents out of population were reselected. In this regard, because of the proximity of the number of new (61722 people) and old communities (62660 people), 183 questionnaires in new and 183 questionnaire in old neighborhoods were completed. In order to understand the gap between studied indices of residents of new and old neighborhoods, due to the nature of interval data, an independent T-Test was used. T-Test results determine that in many of the components between the two communities (respondents) there is a significant difference. In general it can be claimed that according to the field studies, as well as respondents new neighborhood in most cases than the old ones have better conditions in terms of walking capability. The present study has been analyzed with respect to spatial equilibrium in Ilam province over the last few decades until 2011. A look at the census of 1976 to 2011 shows changes in the number and volume of urban areas in Ilam. The purpose of this research was to investigate and study this phenomenon and its effects by studying the population and demographic statistics of the understudy area. The analysis was performed and the relevant data and requirements were extracted. It was concluded from the present study that one of the effective factors in the irregular settlement system of Ilam province was rural migration and of course the villagers could not be blamed for the disruption of the housing system since the lack of facilities had forced them to do so. As a result, they had rushed to the center of the province, which was regarded as the hub of the facilities and welfare. Finally the researchers presented some solutions to balance the area understudy one of which can be said to have an applied plan.   Manuscript profile

Towns and their location in the planning of developing countries are part of urban development strategies. Global experiences in this area represent the fact that solving the problems of major cities requires serious support from small urban centers. The purpose of this analytical study is to determine the status of towns in the urban hierarchy system of Kermanshah province. The method used in this study is descriptive-analytic. To analyze the data, the rank-size model and its adjusted type as well as logarithmic Rank Model – Size were used. First, Urban Primacy Index and four urban indices were used. The results obtained from urban hierarchy analysis in Kermanshah province during several census periods have been analyzed and the analysis indicated the  lack of balance  in this province. The results of the study show that the city of Sarpole Zahab was a small town. During several periods from 1375 to 1395 it was considered as an average city. The results of the hierarchical survey of small towns show that cities with a smaller population have lower population stability and lower growth rates rather than the upstream cities. The causes of this instability can be the lack of resource allocation and adequate state budget institutions, inequality in the distribution of income and assets, lack of health facilities and so on. In the case of the strengthening of such cities, on the one hand, it is possible to prevent large migrations to major cities, and on the other hand, the development of these cities can help develop rural areas and create a balance in the region.   Manuscript profile

In recent decades, the emergence of various problems due to the vast  Physical-Spatial growth of cities such as reduced quality of life and indicators of human development, lack of citizens' full access to services and housing, existence of abandoned urban spaces and worn-out textures in urban areas have all led to the approach of infill  development which should be considered by reviving the existing capacities within cities in order to prevent the destruction of the environment and natural resources, spatial and physical organization of the city and the optimal use of urban lands. The main purpose of this study is to investigate the role of the infill development approach in organizing the plain city of Behshahr. This research is applied in terms of purpose and descriptive-analytical in terms of method. The statistical population of the research included managers and experts of executive bodies and citizens. Based on the criteria of infill development, the effectiveness of this approach in organizing and guiding the principles of urban development programs and the performance of urban management institutions in spatial-functional improvement and urban planning, 29 indicators have been considered as an analytical framework for the research. The results showed that in exploiting the capacities and areas of internal development of Behshahr, only environmental criteria with an average of 2.91 and a T-score of -1.21 have been considered in urban development programs. The urban management institutions with one-dimensional view have paid attention to improving infrastructure indicators with an average of 3.09 and a T-score of 2.54 among the five dimensions. Also in the field of spatial-functional improvement and urban organization of Behshahr, urban management institutions have a relatively good performance only in the development of net urban density, optimal use of existing infrastructure and facilities, development of road network and identification and utilization of existing capacities for internal development. The situation of per capita in urban areas and the reduction of development pressure in green spaces have not received much attention. Finally, based on the opinions of urban experts, attention to functional zoning, costs and financial needs, congestion in urban areas, problems from the perspective of residents and citizens and improving infrastructure have been identified as the most important factors affecting the infill development of Behshahr. Cities are facing increasing environmental, social, and economic challenges that threaten urban resilience, urban areas, and residents who live and work there. It has always been exposed to chronic, acute stress and shocks, which are strengthened by the effects of the natural environment, such as climate change, earthquakes, floods, etc. And since the world's population is increasing and it is estimated from 7.7 billion in 2020 to 9.7 billion in 2050, it will face countless other problems and challenges, including the spread of widespread epidemics. In the meantime, urban planning seeks to help urban resilience by changing the approach. Therefore, urban resilience is a concept that is strengthened by urban planning. One of these solutions to increase resilience is a set of measures called nature-based solutions (NBS). These solutions are derived from a systemic approach to strengthen the maintenance, improvement, and restoration of biodiversity and ecosystems in urban areas, and to expand green infrastructure resources, and climate adaptation based on the ecosystem. A comprehensive and multifaceted perspective is imperative for examining natural hazards in contemporary societies, particularly within urban settings. This viewpoint encompasses considerations related to natural disasters, fault boundaries, unsustainable construction practices, deteriorating structures, the encroachment of settlements onto slopes, disregard for river boundaries in urban areas, and construction without due consideration for privacy. A thorough scientific and specialized investigation is essential to mitigate the consequential adverse financial and life impacts. Additionally, effective urban and regional management necessitates meticulous planning. The city of Poldokhtar, situated in Lorestan province and within the Kashkan flood basin, possesses the potential to induce floods owing to a myriad of natural and human factors. To prevent the recurrence of such incidents, proactive measures are imperative. These include not only research studies but also structural and mechanical interventions grounded in the natural environment. Furthermore, integrated management, skills training, and attention to the interconnectivity of infrastructures during emergencies are vital. Coordination and collaboration between public and private entities demand particular emphasis. The research, aligning with applied-developmental goals and employing an analytical-library method, seeks to contribute to the comprehensive understanding and effective management of natural hazards.
