Evaluation of the National Housing Movement Plan in Kermanshah and Proposing Suitable Strategies within the Framework of Neighborhood-Based Planning (Case Study: Dowlatabad Site, Kermanshah)

Abstract :

The population growth in the country, the lack of coordination between housing units and population density, housing shortages, and the rise in rents led to the National Housing Movement plan being met with significant demand. This plan, which started with a delay in some provinces, including Kermanshah, raised the hopes of renters to own homes at low costs. Over time, the construction of housing units each year led to a reduction in the number of renters. However, the Kermanshah housing project suffers from significant weaknesses in site selection and infrastructure services. Therefore, this paper aims to evaluate the strengths and weaknesses of the National Housing Movement plan in Kermanshah and propose suitable strategies within the framework of neighborhood-based planning. The research method used SWOT analysis and interviews with 30 experts and professionals in the construction industry and urban management of Kermanshah. The aim was to identify strengths, weaknesses, opportunities, and threats, and to suggest appropriate strategies for national housing in this city. The strengths, weaknesses, opportunities, and threats were categorized into social, economic, and environmental dimensions. After ranking, a matrix of internal and external factors was developed. The total scores for strengths and weaknesses were 2.117 and 2.921, respectively. Based on this, the most suitable strategy for the National Housing Movement in Kermanshah was identified as the conservative strategy (WO), which aims to mitigate the effects of weaknesses and take advantage of existing opportunities.
