Examining the challenges of accountability of managers of different levels of education

Abstract :
The purpose of this study is to examine the challenges of accountability among managers at various levels of the education system. By identifying the problems and causes of a lack of accountability among managers, this research aims to propose suitable solutions to improve and optimize the issue, ultimately enhancing accountability at all levels of education.
The selection of the sample is particularly significant; the larger the sample, the closer it reflects the characteristics of the population, making the generalization of results more logical. The statistical population of this study consists of 270 managers at different levels of the national education system.
For qualitative data collection, semi-structured interviews were used. For quantitative data collection, a researcher-designed questionnaire was employed to investigate the challenges of accountability identified through interviews. Standardized questionnaires were also utilized for each of the variables specified during the interviews as dimensions of accountability.
According to our findings, influential challenges affecting accountability include developmental challenges, organizational culture challenges, justice-oriented challenges, strategic outlook challenges, meritocracy challenges, psychological empowerment challenges, and good governance challenges. Notably, the lack of good governance emerged as one of the significant challenges of accountability in this study. Additionally, success orientation was found to correlate with job productivity, while duty orientation correlated with job commitment. In this study, poor organizational culture and low organizational commitment were identified as other impactful challenges affecting accountability.
