چکیده مقاله :
هدف از انجام این پژوهش، آیندهپژوهشی تأثیرگذارترین و تأثیرپذیرترین عوامل مؤثر بر ترویج و ارتقای فرهنگ حفاظت از محیطزیست در سازمانهای دولتی ج.ا.ایران بود. پژوهش حاضر از نظر روش انجام، بر پایه تحلیل ماتریس اثرات متقابل ساختاری با رویکرد آیندهپژوهشی راهبردی و از نظر هدف، از نوع توسعهای-کاربردی است. جامعه آماری این پژوهش از 23 نفر از خبرگان شامل اساتید دانشگاهی و مدیران عالی سازمانهای دولتی ج.ا.ایران به روش هدفمند تشکیل شده است. دادههای این پژوهش از طریق مصاحبه ساختاریافته و پرسشنامه کیفی امتیازدهی از صفر تا سه طبق ماتریس اثرات متقابل ساختاری جمعآوری شده و با نرمافزار آماری میکمک تجزیه و تحلیل شدهاند. یافتههای این پژوهش نشان داد که عوامل گنجاندن استانداردها و الزامات محیطزیستی در شرح وظایف شغلی منابع انسانی، تدوین و بکارگیری دستورالعملهای محیطزیستی در مدیریت منابع انسانی و سازمانی، تشویق و پاداشدهی به رفتارهای دوستدار محیطزیست در سازمان، بهرهگیری از فناوریهای پاک و تجدیدپذیر در فعالیتهای سازمانی به عنوان عوامل تأثیرگذار (نفوذ) هستند. نتایج این پژوهش نشان داد که ترویج و ارتقای فرهنگ حفاظت از محیطزیست در سازمانهای دولتی ج.ا.ایران مستلزم تقویت عوامل تأثیرگذار مانند الزامات محیطزیستی در منابع انسانی و فناوریهای پاک، پشتیبانی از عوامل تأثیرپذیر نظیر بودجه، زیرساخت و سیاستگذاری، و بهرهگیری همزمان از عوامل مستقل چون شفافیت و همکاری بینبخشی در تعامل با سایر مؤلفههاست.
The purpose of this research was to futures studies on the most influential and influenced factors affecting the promotion and enhancement of environmental protection culture in the governmental organizations of the Islamic Republic of Iran. In terms of method, the present study is based on structural interaction matrix analysis with a strategic future research approach and in terms of purpose, it is of a developmental-applied type. The statistical population of this study consists of 23 experts, including university professors and senior managers of government organizations in the Republic of Iran, using a purposeful method. The data of this study were collected through structured interviews and a qualitative questionnaire rated from zero to three according to the structural interaction matrix and analyzed with the MICMAC statistical software. The findings of this study showed that the factors of including environmental standards and requirements in the job descriptions of human resources, developing and implementing environmental guidelines in human and organizational resource management, encouraging and rewarding environmentally friendly behaviors in the organization, and utilizing clean and renewable technologies in organizational activities are influential factors (influence). The results of this study showed that promoting and enhancing the culture of environmental protection in government organizations in the Republic of Iran requires strengthening influential factors such as environmental requirements in human resources and clean technologies, supporting influential factors such as budget, infrastructure, and policymaking, and simultaneously utilizing independent factors such as transparency and interdepartmental cooperation in interaction with other components.
