      The present study aimed to provide a model of organizational culture types affecting the perceived organizational performance according to the role of organizational learning has been done. The statistical population of this study includes the employees of the Kohgiluyeh and Boyer-Ahmad Agricultural Jihad Organization. The present study is practical in terms of nature and purpose, in identifying the types of organizational culture of qualitative research, and in identifying the relationships between variables in terms of research method. The statistical population in the fuzzy Delphi method was 15 experts who were sampled by a purposeful judgmental method. At the structural equation modeling, 220 employees were sampled by a simple random method. In order to collect the data, questionnaires were designed in the form of a fuzzy Delphi method and the Likert spectrum. The software used in this study is Smart PLS (version 3), SPSS (version 25), and Excel (version 2016). With the fuzzy Delphi method, between 23 dimensions identified from the literature, 14 were approved by experts. The results of the PLS method indicate that all hypotheses except the effect of the adhocracy culture, development culture, and employees supporting change according to the role of organizational learning on perceived organizational performance were confirmed. The results showed that the leadership component has the highest effect on organizational learning according to the role of organizational learning with a beta of %0.594. Manuscript profile

      Trying to retain the employees as the main capital of an organization seems highly substantial for the survival of any organizations. There are several influential factors to retain them and prevent them from leaving. One of these factors is favoritism in the organizations. The study examines the effects of favoritism on employee’s intention to leave in government organization with the mediating roles of burnout and alienation. Having reviewed the literature and in light of “Adams' Equity Theory”, the data was collected using a standard questionnaire from a total sample of 379 employees. The data was then analyzed using the Structural Equation Modeling (SEM) technique using AMOS software. The results of this study revealed that favoritism, which was investigated with two variables namely nepotism and cronyism, would have a positive and significant effect on the staff leave. Furthermore, the mediating role of burnout and alienation for the impact of nepotism and cronyism on employee leave was confirmed. This study serves as a reference for favoritism management in Iranian government organization. The study provides several theoretical as well as practical implications. Manuscript profile

      The phenomenon of accelerating start-ups in Iran is a new procedure in the field of entrepreneurship that is affecting universities, policymakers, and economic activists as well as the entrepreneurial ecosystem in society. It is an organization with a systematic review method. According to this technique, a detailed and in-depth review of the research literature on the issue of factors affecting the performance of organizations and especially accelerators has been done and finally, the findings of related qualitative and quantitative research have been integrated together. The research findings based on 26 final reviewed articles led to the extraction of 52 open codes for all organizational factors and seven central codes including 1- Establishing organizational communication 2.       The main purpose of this research is to identify and analyze the effective factors of establishing a knowledge-based city in less developed areas. The research method is mixed (qualitative-quantitative). To carry out this research, in addition to studying documents, the ground theory method with MAXQDA12 software was used to identify the effective factors. The statistical population in this research was all experts in the field of public management, urban management, economics, managers of knowledge-based companies, and managers of Sistan and Baluchestan governorate and Zahedan municipality, which was conducted after conducting 17 theoretical saturation interviews. Finally, open, central, and selective codes were extracted and in the quantitative part, Dematal technique was used to determine the effectiveness of the effective dimensions on the establishment of a knowledge-based city. According to the semi-structured interviews, 6 dimensions (cause, main phenomenon, contextual, interveners, strategies, consequences) and 15 components (core codes), and 69 indicators (open code) were extracted for the establishment of the knowledge-based city. The Finding showed that dimensions of development, skill and expertise, education and technology, infrastructure, internationalization, institutional factor, urban knowledge development, knowledge management, foreign policies, laws and regulations, cultural-native, knowledge-based city development, policies, domestic, cultural conflict, and urban geography, in order from high impact to low impact, as well as dimensions of urban geography, cultural conflict, internal policies, knowledge-based city development, cultural-native, laws and regulations, foreign policies, knowledge management, knowledge development urban, institutional factor, internationalization, infrastructural, education and technology, skill and expertise and development are respectively from high effectiveness to low effectiveness.       To fulfill customers' expectations in the food distribution industry, empowering salespeople is important. Therefore, this study aims to identify salespeople's competencies and construct a competency model. This research is an applied research from the perspective of its objectives, and it is conducted with a mixed method (qualitative-quantitative, respectively). Grounded theory has been used for model presentation in the qualitative section and Semi-structured interviews were conducted to collect information. The data set was organized in 172 codes that included initial propositions, 16 categories at the first level, 7 categories at the second level, and 3 categorical clusters. The final result was prepared in the form of an initial theory and finally, hypotheses was tested by means of quantitative techniques, such as structural equations, descriptive statistics, and confirmatory factor analysis.       In the development process, achieving a better life and increasing well-being is achieved by focusing on access to a life of health and knowledge. The main purpose of this study is to investigate the effect of financial development on human development, including life expectancy and primary enrollment rates in developing countries by gender in the period 2016-2020. The experimental model of this research was estimated using the Generalized method of Moments (GMM) panel method and the variables of facilities granted to the private sector, the ratio of money to GDP, the degree of openness of the economy, the effect of educational expenditures and health expenditures. The results of model estimation indicate that the facilities granted to the private sector have a positive and significant effect on human capital. The effect of the ratio of money supply to GDP is negative due to the destructive effect of inflation on all models. The coefficient of degree of openness of the economy in all models (except the female registration rate) is positive and significant. Educational expenses have a positive and significant effect on the male and female registration rate as well as men's life expectancy. The effect of health expenditures is also positive and significant in most models (life expectancy of men and women as well as women's registration rate). Therefore, governments should pay attention to encouraging exports, reforming the tariff system based on encouraging the import of capital goods, currency stability, facilitating banking transactions, facilitating the conditions for opening letters of credit.       This research has explained the competence components of the managers of ports and maritime organization of the country by using a mixed research design (qualitative and quantitative). To collect data in the qualitative step, interviews with experts and in the quantitative step, a questionnaire from the qualitative step the research was used. The statistical population of the research was the directors of the Ports and Shipping Organization of the country. In order to select research samples, research data was collected using the snowball method and based on 20 in-depth interviews with experts related to the subject. Brown and Clark's (2006) theme and pattern analysis method was used to analyze the data in the qualitative step and the content validity ratio index (CVR & CVI) was used in the quantitative step. Findings of theme analysis about the competencies of the country's Ports and Maritime Organization managers in 4 main themes, 1- Specialized competencies, 2- Personality competencies, 3- Executive competencies, 4- Managerial competencies, and 25 sub-themes. have been introduced In the quantitative step, the percentage of the appropriateness of open codes for 15 experts is 0.49%, according to the CVR statistics, all competency themes had good content validity from the experts' point of view. The results of this research showed that the managers of the Ports and Maritime Organization of the country, by accepting the issue that success in today's conditions of the maritime transport industry is the use of existing human resources competencies, should pay attention to the improvement of the four competencies of the present research.       The present study was conducted aimed to identify the dimensions and components of cultural participation in universities (case study: Islamic Azad Universities of Hormozgan province). This study is a mixed exploratory research that in the qualitative section using the Thematic analysis technique and based on semi-structured interviews with 20 experts to identify the dimensions and components of students' cultural participation; also, also, in order to prioritize the dimensions and components of cultural participation, the OPA (Lingo software) technique was used based on the opinions of 7 experts. In the thematic analysis part, 51 basic themes, 12 organizing themes and 4 comprehensive themes were identified. Based on the results of OPA technique, the indicators of "quality of cultural programs, proper planning, how to implement cultural programs, motivational behavior pattern, attention to students' opinions, institutional trust, spirit of participation, security, social health, social communication and new communication media" They were ranked 1 to 12, respectively. Findings of this research can provide deep insight to senior decision makers and cultural managers and provide the basis for more cultural participation of researchers and students.       Labor relations are a solution for solving organizational problems in order to solve the gaps in government organizations based on the macro policies of the administrative system. The purpose of the research is to identify and validate the drivers of labor relations for digital human resources in government organizations. The current research method is mixed (qualitative-quantitative) in terms of philosophical presuppositions of pragmatism (pragmatism), in terms of cross-sectional data collection, and in terms of exploratory nature, researchers use purposeful sampling in the qualitative phase to collect data using From the method of theme analysis (topic) to interviews with human resource experts in the executive field in the administrative and employment organization with 15 people, they reached theoretical saturation and in the quantitative stage by using G-power specialized software using the sampling method. A simple random sampling of 155 people with the position of executive expert was selected as a sample. The tool of data collection in the qualitative stage was an interview and in the quantitative part, a questionnaire. Validity and reliability were confirmed in the qualitative phase by experts and in the quantitative phase by using composite, Cronbach, and shared reliability in Pls software. The findings of the article showed that digital communication, structural innovation, organizational factors, digital culture, employee retention, and legal factors were introduced as drivers of labor relations.       Service supply chain management is a tool for predicting, planning, implementing, and controlling supply chain processes with the aim of meeting customer needs and gaining their satisfaction, which includes coordination, integration and product control, information, and cash flow within the organization and between partners. The purpose of this article is to evaluate the structural model of the performance of the sustainable supply chain of the service sector (experimental witness: Social Security Organization of the country). The research method was mixed (qualitative-quantitative) and descriptive survey. In the qualitative part, a semi-structured interview was used to collect information, and 15 experts in this field were interviewed. And in a small part, the opinions of 384 experts, managers, and employees of sample social security branches of the country have been used. The results obtained from the qualitative technique with the method of thematic analysis to the inductive approach (based on data) and the model of Brown and Clark (2006) indicate the extraction of 3 dimensions, 10 components and 47 indicators in relation to the dimensions, components and indicators affecting the evaluation of sustainable supply chain performance. He has served in the social security organization of the country. The findings obtained from the quantitative technique using structural equations show favorable reliability and validity coefficients, while the T statistic for all three dimensions is greater than 1.96, which indicates that the mentioned indicators correctly represent this structure. have been measured, and also factor loadings have a value greater than 0.7, which has shown that there is an acceptable correlation between indicators (observable variables) and components (hidden variables) with the main structure (economic dimension). In order to prioritize the dimensions of the supply chain performance evaluation in the social security organization, the best-worst BWM technique was used using LINGO software, and the results showed that the social, economic, and environmental dimensions were ranked first to third, respectively. In the end, practical suggestions for creating an evaluation and encouraging mechanism for sustainable actions in the organization, creating a system for measuring and monitoring the performance of the supply chain, etc. were presented.       The aim of present study is to identify the characteristics of human resource management with a strategic thinking approach in the Organization for the Collection and Sale of Proprietary Property in Iran. In terms of aim, the present study is an exploratory study based on semi-structured interviews, and in terms of results, it is developmental. The statistical population of the study included executive experts who were fully familiar with the Organization for the Collection and Sale of Proprietary Property. The sampling method in the qualitative section was snowball sampling. A total number of 15 managers and officials of the Organization for the Collection and Sale of Proprietary Property of Iran, including members of the Board of Directors, consultants and managers, and deputies and heads of departments was selected in this section. The first step involved identifying human resource management indicators with a strategic thinking approach through interviews with experts and qualitative data analysis (thematic analysis). Also, to confirm the extracted themes and check the reliability of the interviews and reach a consensus on the extracted themes, a questionnaire was designed based on the findings of the thematic analysis and completed by experts and fuzzy Delphi analysis was performed. Based on results of research regarding the indicators for human resource management with a strategic thinking approach in the Organization for the Collection and Sale of Proprietary Property, five main indicators, including situational factors, stakeholders’ group, and selection of human resource policy, achievements and long-term results were identified.       In this study, we adopt a comprehensive model to examine how different capabilities account for organizational performance. Also, mediating effects of intellectual capital were considered. A questionnaire survey was conducted to gain information about organizational capabilities and performance. Participants were professors, experts, and general managers of the faculties of economics, management, and social sciences of Shiraz Payam Noor University. Thus, this research aims to design and present a model of internal and external organizational capabilities in universities, which was done using Structural Equation Modeling (SEM) based on Partial Least Squares (PLS).The results showed that market-sensing, audience knowledge, relational, and innovation capabilities positively influence intellectual capital at Shiraz Payam Noor University. Further, the results showed that intellectual capital has direct and significant influences on organizational performance. Finally, the results showed that intellectual capital has mediating effects on the relationships between organizational capabilities (market-sensing, audience knowledge, relational, and innovation) and organizational performance at Shiraz Payam Noor University. Intellectual capital is the mediator in the relationships between organizational capabilities and organizational performance. This study shows the mediating effects of intellectual capital on the relationships between organizational capability - both in external and internal dimensions - and organizational performance.       Performance evaluation, as a tool to know the degree of success of organizations in achieving predetermined goals and a factor in managers' decisions, has been one of the constant needs of organizations. The purpose of this research is to identify performance evaluation indicators and explain the appropriate performance evaluation model in Macro government organizations such as Jam Petrochemical Company. This research is based on the purpose of applied research and also based on the research method with a mixed or combined approach with a sequential exploratory strategy. The required data were collected through qualitative research (interview) and quantitative research (questionnaire). In the quantitative part, the current research can be considered as a non-experimental (descriptive) type of research and a survey type. To analyze the data of the questionnaire, this research has been done in four phases, the first phase is to identify and rank the strengths and weaknesses of Jam Petrochemical Company, and the second phase is to use a Delphi test to identify indicators that are effective in evaluating the performance of Jam Petrochemical Company. The third phase is exploratory factor analysis and determining Dimensions of performance evaluation in Jam Petrochemical Company and finally the fourth phase of structural equations and path analysis. The results of the research showed that considering that the T-statistic for all variables is more significant than 1.96 and also considering the positiveness of the path coefficients, the variables (scientific observation, technology and technology, financial management, managers' responsibility, infrastructure management, management and leadership and human resources) are among the factors that make up the performance evaluation system in Jam Petrochemical Company.       Antecedents destructive organizational behaviors impose many direct and indirect costs on organizations, therefore, in the current situation, paying attention to it has gone beyond a choice and has become a necessity. This research was done with the aim of identifying the antecedents of destructive organizational behavior in the banking system. The type of research is developmental in terms of purpose. For this purpose, after searching the databases, 582 articles were evaluated in the field of destructive organizational behaviors between 2000 and 2022, and finally, 55 articles were selected in a targeted way and entered the analysis stage. Based on the final framework of the research, the antecedents of destructive organizational behaviors were categorized in the form of two main categories and six subcategories. The main categories resulting from the research results are: facilitating antecedents and limiting antecedents of destructive organizational behaviors. Facilitating and limiting antecedents of destructive organizational behaviors each includes three categories of behavioral, structural, and contextual facilitating and limiting factors.       Huge economic, social, political, and technological changes in recent decades have brought increasing complexity and decreasing predictability of organizations' environments. One of the solutions offered to deal with such environments is the agile approach to human resources. This research was conducted with the aim of investigating the driving factors in human resource agility based on government policies. The current research is developmental in terms of purpose and descriptive survey in terms of the method with a combined (qualitative and quantitative) approach. The research community in the qualitative part included professors, experts in the field of human resources, and senior managers of the human resources department, and in the quantitative part, the senior and middle managers of the country's tax affairs organization who had a bachelor's degree or higher. Relevant data were extracted from theoretical literature and semi-structured open interviews in the qualitative section. The tool for data collection was a researcher-made questionnaire in the quantitative part. The results of the qualitative part led to the identification of 13 main categories, which are categorized into four main clusters (The propellants of human resource agility, Human resource agility policies, operational components of human resource agility, and Results and Functions of human resource agility) and became a five-point Likert scale questionnaire. The results of confirmatory factor analysis showed that all items have a significant relationship with the structure and the proposed structural model has a good fit. The results of the path analysis showed that the operational components of human resource agility have a mediating role in the relationship between the drivers of human resource agility and the results and functions of human resource agility. Human resource agility policies have a mediating role in the relationship between the propellants of human resource agility and the results and performance of human resource agility. The qualitative part of the research included a review of the records and background of the research and conducting library studies based on the content analysis and meta-composition methods and the Delphi technique, and in the quantitative part, several techniques and tools were used, including interpretive structural modeling and structural equations, factor analysis, pairwise comparison matrix, and questionnaire tools. By carrying out the qualitative stage and refining and screening and verifying the achievements in the quantitative stage, finally 89 indicators in the form of 11 dimensions and 35 components, under the four main concepts of "policy evaluation", "proportionalization", "administrative system formations" and "macro environment" were counted and classified. In the next step, by identifying the relationship and mutual effect of the identified factors, the evaluation model of the design policy and finally the validity and reliability of the model was put into the test and approved. The issue of the optimal size of the government and the public policies related to it has been discussed and debated among political and economic experts for about three decades in the documents of the government and the ruling space of the country with different expressions such as "downsizing", "privatization" and "rationalization". Following the studies conducted in this research, with the premise that on one hand, the correct and scientific evaluation of public policies has an undeniable role in the successful implementation of policies, and on the other hand, in our country, the issue of evaluating public policies has always been like a missing link in the space that governs this territory and better management of resources in Iranian National Oil Company.       The purpose of the study is to design a new behavioral model of blockchain technology acceptance in public banks through content analysis. Therefore, based on the theoretical literature and behavioral theories of technology acceptance, the primary conceptual model was presented. Then, by interviewing experts selected by snowball method, the relevant model was finalized. Theoretical validity and interpretive validity methods were used to measure the validity of interviews. To check the reliability of interviews, the test-retest reliability method has been used. The validity of the factors was checked through the Delphi technique and with fuzzy calculations. According to the results, four main factors of the behavioral model are: people, environment, organization, and technology. Totally 10 sub-factors and 36 indicators were identified. This model can contribute to public banks to understand how these various factors interact with each other and how they can be improved to achieve higher acceptance of blockchain technology.       Nowadays, researchers and managers believe that paying attention to employees' thoughts facilitates sustainable competitive advantage in organizations. After the introduction of cognitive science into organizations, the identification of what it is, how it is formed, and the formulation of Counterfactual Thoughts (CTs) have been investigated and analyzed in the field of Human Resources (HR). In this study, a systematic review of the literature in the field of CT has been done with the aim of identifying the antecedents and key consequences of this field and analyzing them. In this research, a two-stage methodology has been considered including (i) Extraction of antecedents and consequences, (ii) Weighting of antecedents. In the first stage, using the screening of articles based on the seven-step method of Sandelowski and Barroso, the antecedents and consequences of CTs, synthesis and interpretation have also been implemented through the coding method of qualitative interpretive meta-analysis. In the second stage, the consequences extracted in the field of counterfactuals are weighted using the matrix of paired comparisons based on the opinions of experts in the field of HR and AHP, which can be used to evaluate employees' thoughts and behavior. Based on the screening of the articles, the antecedents are categorized into 4 general concepts with 12 codes, and the consequences are classified into 2 and 8 codes. The results of the AHP analysis show that the normalization of the condition related to the behavioral outcome has the greatest impact on the evaluation of employees' thoughts and behavior, while the regulation of related emotions as a result of attitude has the least impact among the codes introduced in this evaluation.
