AbstractThe aim of this study was to investigate the effect of curriculum design and validation on elementary school management in Iran. In terms purpose, it is applied with a combined approach and in terms of nature, it is descriptive-exploratory. In the present study, a qualitative content analysis technique was used to design the curriculum model. The statistical population in the qualitative section consists of expert experts in the field of expert curriculum with a statistical sample also consists of 12 people. The statistical population in the quantitative section also included primary education experts with a sample number of 20 people and all primary school teachers in Zahedan with a number of 1843 and a sample number of 318 people. In the qualitative part, using purposive sampling method based on snowball technique, the selection was done and the research continued until the stage of data saturation and repetition. Also, with the help of Morgan table, quantitative sample size was determined, which was selected using multi-stage cluster sampling; Thus, from the clustering of the study population, 4 primary schools (2 girls 'schools and 2 boys' schools) were selected. In a quantitative step, data were collected using a researcher-made questionnaire for two groups. A questionnaire with 49 questions was used to collect data in the quantitative part and interviews were used in the qualitative part. Finally, 13 components were identified as the main components of curriculum evaluation: The first component included the steps of the curriculum. The other three components curriculum evaluation, including the three levels of intended, measured, and acquired curriculum, were discussed. Then, 3 components including curriculum evaluation criteria in each of the 3 levels and 3 components including the necessary information resources for curriculum evaluation in each of the 3 levels were introduced. The present study aims to design a curriculum model of merit-based student training with a focus on problem solving approach. The research method is qualitative. For this purpose, data were collected and analyzed by qualitative method. Also, in order to extract the dimensions, components, and indicators of the merit-oriented student training curriculum focusing on the problem-solving approach, all valid texts, journals and conferences, as well as valid books were analyzed and qualitative data were collected. After assaeeing the validity and reliability of the researcher-made questionnaire from the obtained dimensions, components and indicators, the model of merit-oriented student training curriculum was presented with a focus on problem solving approach. Based on the results of this model, 5 indicators of the teacher-student curriculum model are identified: 1) the basic dimension includes the following components: knowledge-based, attitudinal, belief-based, moral, psychological, behavioral and temporal -spatial. 2) The dimension of goals includes the following components: promotion of individual characteristics, promotion of social characteristics, promotion of skill characteristics, promotion of mental characteristics and professional development .3) the content dimension includes the following components: knowledge or cognitive content, applied content, motivational content, meaningful content and assignment content. 4) Learning-teaching strategies include these components: participatory learning, cognition development, judicial exploration, pre-organizers, inductive thinking, mind games, social exploration, mastery learning, programmatic learning, conceptual systems, media strategies,role-playing method, integrated learning, exploratory learning, exploratory teaching skills, public thinking strategies, social exploration and scientific exploration .5) The evaluation dimension includes these components: final evaluation, knowledge evaluation, practical-skill evaluation, essence evaluation, performance-oriented evaluation and process-oriented evaluation. The environmental problems and issues and attempt to improve the environmental conditions for humans and other creatures have been among the most important challenges faced by developing countries such as Iran for many years. It should be confirmed in such conditions that governments can’t solve all the imposed problems and damages to the environment. Therefore, some duties should be divided between government and citizens and people’s role should be changed from inactive observers to responsible citizens to improve their living environment resources. In such conditions, governors, decision-makers, and senior managers of the system won’t have any solution except alignment, engagement, and interactions to reduce the environmental problems and improve environmental indexes to rescue from these conditions. This interaction and cooperation can be studied only in the shadow of the basic and public education of members of the community of managers and officials and also resorting to the principles of sustainable development. This interaction and cooperation will be possible only in the light of the acquirable and sustainable development principles. The lack of the systematic awareness and knowledge among managers and decision-makers of the country is one of the biggest problems and challenges in this field. Thus, this research, as a developing and yet applied study, tries to examine the articles in this field and to design a policy-making pattern for civic engagement in the environmental field according to the importance of environmental plans and public engagement in developing its protection for economic plans.
