        In this research, it has been investigated the relationship of educational cost of government and household with the human development of Iran in 1990-2015. Methodology of this research is documentary and secondary data analysis. It has been derived an amount of HDI from the UNDP site, data concerning the government’s costs on the education, health, welfare and social security and economic affairs have been derived from the Budget Acts, and household cost data from the statistical calendar. Data analysis and modeling have been generalized by the method of GMM and production function of Cobb-Douglas, and they have been estimated by data from 1990 to 2015. Findings show that governmental costs on the education and health, rural household education and urban household health have a positive effect on HDI, government costs on the welfare and economic affairs and urban household education cost have a negative effect on HDI and rural household health cost has not any effect on HDI. Although, it is expected to increase the educational costs has a direct effect on increasing the human development, but limitation of budget and inefficient management are led to lose resources and have an inverse effect on the human development. To change priorities in allocating more budget on the education and health, rather than welfare and social security, to evaluate and assess national and regional needs in order to attain the economic programs, to make education qualitative and to further achieve villagers to the health facilities allow to increase the human development index. Therefore, this research seeks to study the effect of the social acceptance capacity of nomadic tourism on the sustainable development of the Haybetlou tribes in Fars province. In this study, library and field study methods have been used to collect information. In this way, field information was obtained using a researcher-made questionnaire among the Haybetlou tribe in Fars province, distributed among a sample of 218 people. The results of the assumptions test indicate that each of the indices of population, employment, tourism paths, welfare, security and psychological effects that were studied in the social acceptance capacity of the tribal area of Haybetlou have a direct and significant effect on sustainable development.         The creative city is the center of innovation, creativity, and the transformation of ideas into wealth, and having such a city is the ideal dream of superior societies. From another perspective, the continuous design of fresh ideas and innovation are key elements of the global era. Moving towards the creation and realization of a creative city in economic development is very necessary. Therefore, the presentation of the creative city model in 22 urban areas of Tehran is one of the priorities and the main objective is to rank the indicators of creativity with 19 factors from the indicators of the creative city using the secondary data, the preparation of the script and the proper use of the SPSS software solution. And leveling up. Studies show that in terms of indicators of a creative city, the level of Tehran's regions is not the same. However, the prioritization of the Topsis model reveals three distinct levels: (1) the level; (2) the semi-possessive (medium); (3) the surface of the crust (deprived). The results of the research show that, on the one hand, the increase and improvement of the criteria of the creative city has its effects on the movement of neighborhoods to the realization of the creative city, and on the other hand, the amount of this impact is very different, so that according to the network analysis model, the index of innovation benchmarks Showing 265/0 has the greatest impact on moving a neighborhood toward the creative neighborhood in Tehran. In the meantime, the number of science and technology centers, innovations and inventions play the most role in the realization of the creative area of Tehran; however, the factor of human capital, especially elites and students, social capital, social networking and cooperative networks, play a major role in realizing In the final stage, quality of life is also effective in moving a neighborhood toward creative neighborhoods in the city. Organizing the elements of the mentioned structure has so much importance that development finds its meaning in balance and coordination of different elements of the society. Kurdistan is one of the Undeveloped provinces that have always been struggling with the issues arose from its underdevelopment and unbalanced elements of the society. Therefore, the main goal of this research is recognition of causes of this province’s underdevelopment using a sociological approach. In this regard, social interpretive approach by applying the grounded theory method and deep interviewing has been used to identify the causes. The results of this study include six main categories: economic, political, technological, social, cultural and ecological barriers. The core category of this study is uneven development that covers other categories. The data analysis results of the present research and the grounded model indicate that Kurdish people interpret the causes of underdevelopment as an inconsistent and uneven development that these irregular elements in their composition create unfair social relations and harms.         To understand inequality, it is necessary to evaluate the theoretical foundation of school in which, inequality is defined before evaluating by various indicators. Market-oriented and societal approaches each one somehow, explain the inequality and its causes. First group considers it inevitable and is considered as a component of economic growth, and second group considers it as the result of policy-making by state. This paper tries to provide a model for analyzing the configuration of inequality in countries with a "limited access order" economic system, using the concepts extracted from the theoretical foundations in the of the new institutional economy as an interdisciplinary approach. This model demonstrates that unofficial economic institutions, along with legal economic institutions that seek to redistribute resources, illegally accumulate wealth in Political and economic elite and are used as a tool by informal political institutions to distribute loyalty rents to the masses. The statistical population included teachers from the 20th and 21st regions of Tehran, using a Cochran formula, a sample of 370 of them were selected for study.
