Purpose: The main purpose of this study was to identify dimensions and related components with human resource development in government employees of organization in Islamic republic of Iran . Methods: The research was descriptive in terms of qualitative type and inductive in terms of approach. The research data included documents, documents and the results of interviews with 12 people and a questionnaire was presented to 20 academic and executive elites selected through purposeful sampling. Findings: Based on this study, four comprehensive themes and fifteen theme organizer and eighties basic theme identified and extracted. Conclusion: Accordingly, four main themes, 15 organizing themes (later) from 89 themes (components) related to the model of evaluation of implementation of human resources development policies of the staff of the Government of the Islamic Republic of Iran were identified and extracted. In order to validate the extraction factors, 20 factors were introduced to the university elite, and 76 of the components were confirmed and 13 of them were rejected. Manuscript profile -

The statistical population in this study includes all employees of the General Directorate of Industry, Mining and Trade of Sistan and Baluchestan Province and its affiliated organizations. In order to analyze the data, to identify the dimensions and components of the research, first using extensive library studies and reviewing the texts and literature of the research, the initial dimensions of the research were identified. In order to understand the appropriate factors and components for evaluating the industrial development policy-making process, data foundation theories were designed and developed, and then a semi-structured interview was conducted to identify the dimensions of the research.Nineteen indicators with a maximum of 25% less than the index of utilitarianism of industrial development policies were identified.Different social organizations and institutions face a high volume of different issues that affect their functioning. Issues such as the environment, industrial development, social welfare, human resource development and many others that manifest themselves with conflicting goals and in a single environment. The method of collecting information is by conducting in-depth interviews with experts and university professors and extracting from documents and theoretical foundations of the research and using experts' opinions to design the model. Also, in order to determine the validity of the questionnaire, content validity (experts' point of view) and construct validity were used using exploratory and confirmatory factor analysis. The research results indicate that the first step for public participation in policy evaluation; Identifying the stakeholders in the organization, not identifying the interests of a group of main stakeholders, brings the risk of failure of the stakeholder participation process; Although the involvement of all stakeholders in the decision-making process is not the same, all parties must be identified and understood. Therefore, the interaction and proper management of stakeholders should be an essential part of the management duties of organizations, so that the management of public issues can be defined as the management of responding to different stakeholders of organizations. 7 - Presenting an Effective Model for Evaluating Administrative System Health Policies According to Upstream Documents: A Study in Ministry of Economic Affairs and Finance

This research is a combination of qualitative an MoreThis research has been done with the aim of providing an effective model for evaluating the health policies of the administrative system according to the upstream documents in the Ministry of Economic Affairs and Finance. This research is a combination of qualitative and quantitative methods, so that at first, by conducting library studies, 108 policy titles were counted as primary codes (parts of speech), which were divided into 23 basic themes (components) and then into 6 organizing themes (dimension) included administrative, social, economic, political, judicial, and financial dimensions. The initial model was verified by experts. The statistical population of this research includes 4062 employees of the headquarters and provincial general offices of the Ministry of Economic Affairs and Finance, and according to Cohen's sampling method, 205 samples were selected using the stratified sampling method. The initial model was tested in this sample. The validity of the questionnaire was calculated as (86.1 percent), the internal reliability of the questionnaire was also calculated using Cronbach's alpha, and considering that the values of Cronbach's alpha were higher than (0.7), the internal reliability of all dimensions was confirmed. Data analysis was done using SPSS and Smart-PLS software. Statistical methods of confirmatory factor analysis, structural equations and single-sample t-test have been used to investigate the research questions. As a result, according to Cronbach's alpha indices score and composite reliability higher than 0.6, factor loading higher than 0.5 of the questions, root-mean-square index score of the standardized residual equal to 0.039, the validity of the model was confirmed.
