        The increasing complexities and decreasing capacity of planning and policy management are among the most important topics related to the development and management of tourism planning, decentralization, self-management and regional management. As we have seen, in recent years, many researches have been conducted in this field and a mutual relationship has been established between the three variables of political science and management, planning and policy-making in order to plan for development. But there are two methods for developing and managing tourism planning; In the first method of governance, the central government is in charge of all affairs, in fact, the system is centrally managed and planned, in the second method, which is called governance, local management and planning are among the four main pillars of local governance, namely municipalities, local councils. , non-governmental organizations and the private sector are divided, each of these pillars provide resources for development and management. The article tries to answer this question, how can the main pillars of the local government, by providing the necessary resources and their potential, manage and plan tourism and accelerate the process of planning, policymaking and development? It seems that the main pillars with their joint relationship and providing resources accelerate the process of management and development, the municipality provides resources and technical facilities, local councils are the source of civil society (including social and cultural assets), the private sector It provides management resources and effective productivity methods, and non-governmental organizations are institutions created by the people, which are the source of empowering citizens for local responsibility.         Every year, many developmental-social and cultural plans are implemented in which citizens have a more or less prominent role. However, the role of citizens and their participation should be promoted to accelerate the implementation of plans and promote the social approach adopted by municipalities. Therefore, the present status of public participation and methods of its promotion should be investigated. The purpose of the research was to evaluate the actual participation of Tehran citizens in urban management plans and develop an operational model to promote public participation. The study was a descriptive one in which the data were collected by a mixed research method, i.e. both qualitative and quantitative. Based on Cochran’s sample size formula, the sample size was estimated to be 384. The first phase of the survey was completed by distributing a questionnaire between residents of the 13 neighborhoods of “District Eight” in Tehran.The results indicated that almost 60 percent of all the plans implemented by departments and units of the municipality have included public participation; however, inconsistency and changes in priorities have caused a reduction in continued participation. Furthermore, the unclear definition of the role of Support Councils and Neighborhood Houses (Sara-ye Mahalleh) has resulted in ineffective public participation. The results indicated that if citizens are made well aware of the measures taken by urban management, they will cooperate more to have them implemented.         Objective: The aim of this study was to study the trend of neighborhood subdivision changes in region1 of Tehran municipality especially in Darakeh and Evin neighborhoods and It ends with the creation of small neighborhoods with social and cultural cohesion. Research methods: The present study was conducted with the practical purpose and refer to authoritative sources of theoretical foundations, the whole statistical population are people and Derekah neighborhood councilors. According to Cochran's formula, 383 people were found and 80 people were randomly interviewed. In this study, descriptive statistics such as concentration and dispersion indices were used to illustrate the status quo and data were analyzed using SPSS software using one-group T-test and Friedman test. The boundary changes are also illustrated with a graphical approach in the GIS environment. In this study, we return to the traditional development approach (neo-urbanism theory), utilizing sustainable development indicators to minimize environmental and social problems. Findings and Conclusion: The results indicate that the indicators of social cohesion and cultural homogeneity, the impact of social relations on the formation of ossification of old neighborhoods, neighborhood center as one of the physical elements of the neighborhood in the physical structure of the city, rules and administrative issues, change the pattern of use of roads and physical expansion of the city, and finally the economic indicators, and some suggestions have been made in this regard.         Introduction and Objective: Sustainable urban development through participatory decision-making at the local level is possible because the surface is tangent to the needs of everyday life. Method: Thesis in terms of purpose and a cross-sectional study is a descriptive - survey research is. Data collected during documentary study (library) and is completing the questionnaire. The populations of this research, the residents of District 7 of Tehran Municipality Region 2 are the sample size of 384 calculated by Morgan table, sampling method is random cluster. Validity and reliability are also apparent for the questionnaire. This study uses spss software and Cornbrash’s alpha for show this. Results: The results show that in all the indicators are random distributions. It was normal distribution. And in the inferential statistics parametric tests should be used. The results show that the correlation between local management of social development indicators exists.         The basis of research based on pragmatism is a mixed research method. The purpose of this study was to investigate the role of rural management in resilience of villagers against drought. The research is applied in terms of purpose, descriptive-analytical method and nature and in order to collect information from library and field studies. The Spatial realm of this research is rural settlements in the Township of Miandoab. The Township has 73338 households and 260628 population in 1395 and The Statistical Society consisted of 176 managers and employees of agencies involved in rural affairs. Including, Deputy Minister of Rural Development, Governorate, Provinces, Electricity Office, Rural Wastewater, Water Resources Administration, Housing Foundation, Agricultural Jihad, etc. To sample from Qualitative methods (snowball and theoretical method) have been used for sampling. The reliability level of the questionnaire was obtained using Cronbach's alpha for rural management indicators of 0.729 and for resiliency indicators of 0.651. The mixed method(Quantitative and qualitative) has been used to analyze the information. The results showed that there is a significant relationship between rural management and improvement of rural resilience. Also, the most important factors promoting the resilience of villagers to drought are the »Government policy and support« factor and the »diversification of rural economy« factor. Also, the performance of rural managers has increased in indicators of »infrastructure-physical, budget allocation and financial resources« and has led to this indicator to have the greatest impact in improving the resilience of villagers to drought.         Rural management is a set of information and skills and an essential element of policy-making, planning and implementation of rural development programs and is one of the main axes in the analysis of rural issues. Local management with the nature of central management, organized form, subject to central government is one of the manifestations of rural management which is very important due to its considerable decision-making power. For this reason, the present study has studied the subject with the aim of evaluating local management and descriptive-analytical method in rural areas of west and southwest of Guilan province (7 cities). The statistical population of this study included governors, districts, govermente experts, district experts, housing foundation experts, agricultural jihad experts, provincial rural affairs expert, villagers and members of the Islamic Council (156 respondents) and the data collection tool was a questionnaire and regression analysis is used to analyze the data. First, using Delphi technique, three components of knowledge and attitude, rules and regulations and local indicators (including 54 variables) were selected and have been assessed from the local community to evaluate the issue. Then, with the help of regression analysis, it was found that these three components have affected local management. Also, the high and low positive limits obtained from the single-sample t-test, it can be claimed that all three indicators are in good condition. According to T-statistics, local index, knowledge and attitude, and then rules and regulations had the most to the least impact on local management in the study area. Manuscript profile
