Realizing the goals of society and governments for development requires planning. So that even to achieve short-term goals, it should also be planned. Naturally, in order to achieve the development of the process, planning is necessary, and since this process is of a dynamic nature, and the variables in the society are large and diverse and change, they are constantly re-imagined in the programs, and this continuous change Programs provide the dynamism and flexibility of the planning process, which inevitably involves the dynamics of the whole development. The evaluations show that, despite decades of national development plans and, consequently, the formation of industrialization in Iran, the established plans for convergence and convergence of sectors related to the field of architecture and building And did not create the necessary incentives in developing industrialization mechanisms and improving quality readiness. Housing, a pivotal structural element shaping urban environments, serves as a reflection of governmental attitudes in policy and planning. The extensive experience gained over decades through diverse policies, including government programs and urban-rural development projects in Iran, emphasizes its central role. This study aims to propose an effective policy for enhancing housing quality. The theoretical segment synthesizes principles from participatory planning, sustainable development, and the boom-axis. Employing a qualitative approach, the research utilizes the Grounded Theory (GRANDAD THEORY) for data collection and analysis. Fifteen in-depth interviews with knowledgeable elites on the subject constitute the primary data source, conducted through exploratory and descriptive phases. Subsequent to each interview, coding of the data ensued, employing the continuous comparison method across open, axial, and selective coding stages. The analysis revealed an optimal model for housing quality improvement with eight key components: effective policy design mechanisms, development plans, financial frameworks, institutional-legal structures, transparent regulatory mechanisms, educational initiatives targeting academic and popular elites, cultural mechanisms, and mechanisms for restructuring the housing framework. The establishment of a model to enhance housing quality is contingent upon the dynamic interaction with these identified mechanisms. Manuscript profile

The purpose of this paper is to examine the dynamics of exchange rates and the role of monetary and financial policies. For this purpose, we use a dynamic stochastic general equilibrium (DSGE) for a small open economy during the period of 1990-2016. The results show that in different scenarios there are signs of Dutch disease as a weakening of the trade sector, the strengthening of the non-trade sector, the increase in prices in the trade sector, the reduction of prices in the commercial sector and the reduction of the real exchange rate. Based on the results, active financial policies are recommended to control exchange rate fluctuations. Manuscript profile

Democracy promotion is one of the most important US strategies after the cold war to keep its dominance and influence in Latin America. Accompaniment and the appropriateness of this policy with the formation of the third wave of democratization caused American politicians to use it as a tool to promote their plans in the region. By considering democracy promotion (William Robinson’s view) in Latin America with focus on Venezuela as its basis, this article tries to investigate on the basis of what criteria and mechanisms has US applied democracy promotion to Latin America? The results of this study show that over the last quarter, US government has made endless efforts and planning in Latin America to let those elites, who agreed with neoliberal economic system and free market, come to power. Therefore it tried to prevent people, groups, nationalist and left-wing parties and totally, those who opposed neoliberal economic system from coming to power. To this end, destabilization of left and nationalist governments in the target countries was of the most important mechanisms in democracy promotion policy in Latin America; A policy which was pursued during all Hugo Chavez administration and even after that.
