        In an age of rapid change, new skills are required for changing roles in organizations. Competency models provide a tool for what is needed now and in the future. Competencies lead to the productivity and cost reduction of organizations. The role of health system managers in managing the healthcare service delivery system as best as possible has always been emphasized and the selection of the best people for this matter is considered. The purpose of this research was to design a competency model for managers. Finding the effective components in managers' competence was done with a qualitative approach, in which there was no predetermined framework such as theory or model, and this framework was designed based on the collected data. First, a relatively comprehensive understanding of the existing literature in this field was obtained through the study of previous research records, and based on this, a preliminary list of human resource factors affecting the competence of managers was completed and finalized using the Delphi method. For this purpose, 15 managers' competency experts were selected as an expert group using non-probability sampling method and a combination of targeted or judgmental and chain methods. They were analyzed using qualitative research method and Delphi model. The findings of this research led to the identification of 8 components including strategic thinking, perceptual skills, service management, communication skills, ethical considerations, responsibility, power of initiative, authority and independence of action.         The present study was conducted with the aim of the competency model of department heads in Ilam University.The research is applied in terms of purpose and in terms of data collection is a type of mixed exploratory research and in terms of implementation method is a data base and cross-sectional survey. The statistical population is the heads of departments and faculty members, 18 of whom have been purposefully selected In the qualitative section, with the help of studying scientific documents and interviews with experts and also summarizing the data, in the open coding stage, 65 indicators in the form of 11 components and 5 dimensions were obtained based on the results of confirmatory factor analysis.         This research is an attempt to investigate the effect of managers' competencies on the efficiency of management in Communication Company of Qazvin province based on the model combining the models presented by Boyatzis & Shroder (1982) and Luthans (1988). The study aims to identify the possible relationship between managers' competencies and management effectiveness. Managers' competencies have been investigated according to two aspects: personal aspect, referring to their occupational knowledge and skills, personal characteristics, and attitudes, and social aspect referring to their occupational credit and their credit in the eyes of the public. Effectiveness has been assessed using Luthans’ model based on job satisfaction and personnel's commitment. This study sought answer to the question: Is there any effect of managers' competencies on management effectiveness? The population comprised of all personnel of the communication company of Qazvin province including 267 employees. A stratified sampling method was adopted and 60 employees were selected as the sample of this research. The findings revealed a significant correlation between managers' social and personal competencies and management effectiveness. Moreover, we found a significant correlation between the variables of managers' competency in both personal and social aspects and their effectiveness. Personal characteristics and attitudes of managers did not prove to have a significant correlation with effectiveness. The priorities of the effect of each sub variable are illustrated.         The present study was conducted to identify the competencies of managers of e-learning (virtual) approach in the Islamic Azad University, Khuzestan Branch. This study is a combination of meta-analysis of qualitative research. The studied statistical population in the qualitative part of the research is based on the data theory of the foundation. The research method is data based on the type of research. The statistical population of experts (at least 5 years of management experience) 30 people were selected by snowball method. The method of data collection was interview to theoretical saturation. The methods of data analysis were open coding, axial coding and selective coding. The results of the analysis of the interviews showed that the meritocracy components of the managers of the Islamic Azad University of Khuzestan Province led to the identification of 186 items, 12 components and 4 dimensions. In a small part, Friedman test was used and priorities were used based on mean weighting. Specialized - knowledge competencies (educational competencies, research competencies, scientific competencies, skill competencies), communicative competencies (individual competencies, organizational competencies, social competencies), competencies Structural-professional orientation (technological and technological competencies, intellectual competencies, personality competencies) Moral-value competencies (doctrinal competencies, spiritual "religious and cultural" competencies) were formed. The strategy used in this study is of the mixed type, which takes advantage of qualitative and quantitative strategies simultaneously by adopting the Treasury Network method.         Abstract Background and purpose: Today, organizations are facing competency gaps at the management level. Health systems are facing many challenges in this field due to complex health problems and effectiveness and satisfaction goals at all levels. Therefore, the purpose of this research is to identify the dimensions and components of managers' competence of the Ministry of Health, Treatment and Medical Education.Research method: This qualitative-quantitative research is fundamental-applied according to its purpose. In the qualitative part (theme analysis), the statistical population included experts familiar with the subject and 14 people were selected until theoretical saturation. In the quantitative part, interpretive structural modeling was used.Findings: The findings showed that the competency model of managers has 5 dimensions and 40 components. These dimensions include professional skills, interactive and collaborative skills, health quality development skills, individual skills, and research-based skills. Among these dimensions, the health quality development skill dimension is the cornerstone of the model.Conclusion: Applying the competency model of health sector managers is one of the ways to improve and promote managers, which can improve the health level of the country. The use of this model in practice requires the awareness of high-level managers, and creating a suitable mechanism for using this model is undeniable.  Manuscript profile

        The purpose of this study was to analyze the effective factors in creating a competency model for principals for entrepreneurial schools. Its statistical population included school principals. The sample size was selected with Sample power 320 software. From the methodological point of view, the method used is quantitative, which has been done using two approaches of factor analysis. The research tool was a researcher-made questionnaire that was designed and validated by the researcher based on the collective opinion of experts in the field and was selected. To obtain the validity of this questionnaire, in addition to content validity, the validity of the structure was obtained using the first stage confirmatory factor analysis. To determine the reliability of different sections, Cronbach's alpha coefficient was used, which was 0.86, which indicates the appropriateness of the research tool. SPSS23 and Smart PLS 2 software were used for statistical analysis of data. In order to identify the effective factors in creating a competency model for principals for entrepreneurial schools, type R factor analysis was used. The research results indicate that the fitted model of the research includes 13 components and factors (mission, vision, values, goals, communication network, organizational culture, personality traits, technical skills, human skills, perceptual skills, specialized competencies, Behavioral competencies (performance management) are effective in creating a model of principal competence for entrepreneurial schools.         The purpose of this study was to present and validate the competency model for principals of entrepreneurial schools. The method of the present study was integrated (qualitative-quantitative) and applied in terms of purpose. In the qualitative part, the participants included some experts and school principals in the field of entrepreneurship. Based on the principle of theoretical saturation, 8 people were selected and interviewed by purposive sampling. In the quantitative part of the research, the respondents included school principals. Sample size was selected with Sample power 320 software. The research tool was a researcher-made questionnaire that was designed based on the qualitative results of the first stage of the research. Based on Cronbach's alpha coefficient, the reliability was estimated 0.86. To analyze the data in the qualitative part, the coding method was used and in the quantitative part, the structural equation method with the Smart Pls approach was used. Findings showed that causal conditions (vision, goals, mission, and values) have a significant relationship with the competence of entrepreneurial school principals; (T values ​​equal to 0.075, 3.892, 2.153 and 2.888, respectively), background conditions (network communication and organizational culture) affect the competence of school principals (T value equal to 2.114 and 2.628), interventionist conditions (personality traits) affect the competence of entrepreneurial school principals (T value 3.310), background conditions (communication network) And organizational culture) affected strategies (T value equal to 2.805 and 3.048), interventionist conditions (personality traits) affected strategies (T value equal to 7.588), and strategies affected performance management (T value equal to 318/18).
