        the structure of organization of states is shaped by the purposes, necessities, needs and necessities of every era. With this aim, the main purpose of this research is to present a model of the challenges of fitting the structure of the government in implementing a comprehensive reform of the administrative system. This research in terms of collecting data is a descriptive-survey research,, and in terms of research purposes is an applied research. The statistical population of the research has been scientific and executive experts in the academic environment and governmental organizations. A researcher-made questionnaire was used to collect data, and to analysis the data multi-criteria decision-making approaches (MCDM) was used. In this research, by examining the literature of research and interviewing with experts, 66 indicators were identified and extracted. After judging the experts, using Fuzzy Delphi test, 29 indicators were approved and organized in 5 main components. The results of the Dematel test (studying the effectiveness and impact of variables) showed that the variables of privatization, decentralization and proportionalization, effectiveness variables, and the state structure and bureaucracy are impact variables. Interpretative structural modeling analysis also showed that variables were classified in two levels. At the highest level, the component of bureaucracy and at the lowest level are the components of government structure, adjustment, privatization and decentralization. Manuscript profile

        Forecasts of cash flows are considered by investors, creditors,firm employees and rating institutions. Investors regard cash flows as the input of their investment models allowing them to make decisions about returns resulted from the divided profit and capital. Creditors are interested in the decisions of paying the firm obligations exchanging with them and the employees are concerned with cash flows in terms of job security and persistence of activities of firm that they are working there. Persistence of activity and the firm ability in timely payment of debts are also highly important for rating institutions. The main purpose of the present study is the investigation of forecasting cash flows among 97 firms from the listed firms of Tehran Stock Exchange from the beginning of 1388 to the end of 1392.To investigate the research hypotheses, it was used from panel data regression model. The results showed that the costs of sold goods and the public and administrative costs have significant impacts on forecasting cash flows, however, sales, change in the payable accounts, change in the receivable accounts, change in inventory, tax and cash flows of the last year have not significant impacts on forecasting cash flows.         Introduction: Awareness of patient satisfaction from service quality is vital to advance performance improvement strategies. The main goals to evaluate the quality of services in the health and treatment system are service performance, service identification, service performance improvement evaluation and finally providing favorable service to customers. Methods: In this research, seven key aspects were identified to assess the quality of health care system. Then, they weighted by the best-worst fuzzy developed method. In the following by using a researcher-made questionnaire, the openions of referrals to selected departments of the treatment center have been reviewed as a statistical sample of service quality. Finally, the complex of treatment centers, hospital departments, and quality dimensions were analyzed and ranked by Fuzzy Vikor Method, Friedman statistical tests and Analysis of variance. Results: Development of comprehensive satisfaction assessment model could include desirable range of criteria affecting the satisfaction of the referrers to health centers. In addition, using developed multi-criteria fuzzy hybrid decision making has been able to consider the uncertainty of the assessment process for the qualitative criteria considered by the evaluators. Key findings of the research suggest that the final weights in order of priority are: pivotal patient (0.198), time (0.188), effectiveness (0.178), responsiveness (0.123), warranty (0.112), financial (0.108), and health communication (0.9). Conclusion: Health centers by focusing on priority-based performance improvement programs can offer a better level of service quality and can achieve higher customer satisfaction.         Background and Objective: Due to rapid changes in the status of competitors, technology and customer preferences, companies cannot always rely on their existing products. Customers are looking for products with better quality and more advanced and offer new products and companies are forced to respond to the needs, tastes and expectations of our customers, one of the important ways to supply quality products and good performance in product design, failure analysis or risk assessment. Method: this article evaluate the performance of the product components in the computer services industry to the risks and possible consequences in terms of product identification and rank. For risk assessment, data were collected from ten experts of scientific competence and to complete the decision-making matrix. Fuzzy multi-criteria decision-making methods were used for data analysis. These methods in Microsoft Excel were used. Findings: Based on fuzzy VIKOR results, the A5 in the fuzzy approach has the lowest value of Qi and therefore performs better than other options. Based on the results of the fuzzy PROMETHEE, the A4 in the fuzzy risk assessment is larger than φ (a) and therefore performs better than other options. Discussion and Conclusion: Based on fuzzy VIKOR result, A5 is better compared to other options. Based on the results of fuzzy PROMETHEE A4 is better compared to other options.   Manuscript profile

In this study, using a multi-criteria decision making model and the capabilities of the GIS, a spatial model is developed for the development of various industrial groups in the province of Alborz.Material and Methodology: In this study, the criteria and indicators affecting the development of industries identified by reviewing the references and expert opinions. Then, using the fuzzy hierarchical analysis, the weight of each of the criteria and indicators was determined using the weight the obtained data are based on a linear relationship between the map of areas susceptible to industrial development in the region. In order to the fuzzy hierarchy TOPSIS method used to identify the areas for the development of each the industrial groups.Findings: The results of this study show that among the three groups of environmental, economic and social criteria, environmental criteria have the highest weight in relation to industrial development. Also, the results showed that the highest potential in relation to the development of industrial groups in the Alborz province is related to food and agriculture industries.Discussion and Conclusion: Based on the results of the study, using efficient fuzzy decision-making models to address the defects of other decision-making methods. Analysis of the results shows that in many parts of the province of Alborz, there is no development of industries.         Background and Objective: Sustainable supply chain management is a new approach in the discussion of supply chain management, which is considered based on the concepts of sustainability triangle (Economic, Environmental, Social). In the meantime, choosing a sustainable supplier is a strategic key to success in managing the sustainable supply chain of organizations. Choosing the best supplier according to different and sometimes conflicting criteria complicates the problem that using multi-criteria decision making methods is one of the best ways to solve these problems. On the other hand, the choice of supplier is strongly dependent on the opinion of decision makers, and due to the incompleteness of available information, we face a kind of uncertainty. Material and Methodology:  In this paper, the issue of choosing a sustainable supplier in Cement Company is examined. To do this, the combined SWARA and CoCoSo fuzzy approach was used to weight the criteria and rank the suppliers. In the first stage, after collecting the criteria for selecting a sustainable supplier based on the research literature, the criteria were weighted using experts and the F-SWARA method. Findings: The weighting results showed that the economic dimension (0.555) had the highest importance and the environmental (0.296) and social dimensions (0.146) were in the second and third places. Among the criteria, product price (0.284), environmental standards (0.154) and product quality (0.140) gained the highest weight, respectively. Supplier ratings were then calculated using the new F-CoCoSo method, and supplier ratings were obtained for final decision. Discussion and Conclusion: According to the criteria of a sustainable supply chain in this study, managers and owners of various industries and businesses according to the findings of this study can choose the right supplier who lives from all three economic dimensions.         Background and Objective: The purpose of this research is providing a suitable model for locating emergency accommodation caused by natural and unnatural disasters in the 19th district of Tehran. Material and Methodology: The research method is descriptive-analytical and data analysis is done using MCDM and Arc GIS and Excel system. The statistical population was selected from among the variables of emergency accommodation location and the sampling method was simple and the sampling volume was obtained using Morgan's table (n = 19). The research tool was a questionnaire that was quantitatively designed and its questions were extracted using emergency accommodation standards and distributed among experts. The validity of the questionnaire was confirmed by experts and its value was 0.421. The reliability of the questionnaire was also calculated using SPSS20 software with Cronbach's alpha coefficient of 0.827. Findings: finding of the present research was considered from 3 main criteria (desirability, compatibility and capacity) and 18 sub-criteria to determine accommodation. In the process of locating emergency accommodation, first, information layers were prepared, then standardization and AHP coefficients were applied to them, and finally, after weighting them, layers were overlapped. Discussion and Conclusions: After the final production of the settlement map and according to the results of this research, 28 zones with a value of 7-9 were accepted for settlement. Also, 17 areas with a value of 7 (relatively good), 7 areas with a value of 8 (good) and 4 areas with a value of 9 (ideal) were identified in the study area for emergency accommodation. In total, 1,321,8725 square meters, equivalent to 1,321 hectares, were habitable in District 19 of Tehran. Manuscript profile

One of the most important problems in the world is the pollution produced by different industries like oil industry that has a significant role in the nations economic and progress. There are many solutions and methods for surveying and mitigating the industries effects.Multiple Criteria Decision-Making (MCDM) is one of these methods that order alternatives based on their importance. Ranking problems consist in rank ordering of all alternatives from the worst to the best, looking at their evaluations on the considered criteria.In present study two more important outranking methods (PROMETHEE and ELECTRE) were assessed and their advantages and disadvantages were surveyed.         Unsuitable positioning in national and regional development plans and projects in Iran results in irreversible spending of budget and time mainly. The aim of this study is to decline the costs and loss of opportunities, using a model that can effectively reduce the error of expert. This study was performed in the Ghourchay Ramian basin. Firstly, distinct scenarios and conceptual and tree model were created for biological and mechanical measures (masonry corrective dams). Then the constraints and vector maps entered into the SMCE in ILWIS®3.7. Constraints (slope, land use, soil and streams) with Boolean method and factors (slope, height, soil, soil erosion, land use and proximity to road, village, fault, rock sources and landslide) with Fuzzy method (benefit, cost and compound methods) have been standardized. Then weighting of factors performed using the results of questionnaires and expert opinions with procedures as ranking, pairwise comparisons and direct method. Validity and reliability of the questionnaire, was controlled. Results showed that four ranking, which was specified in priority map, in biological plans, places with first priority allocated 0.73 to 0.97 scores and over 3 km of waterways and in dam and concrete plans, 0.65 to 0.86 and an area of 2470 hectares, respectively. The model type is logical and uses logical and optimization principles not experimental principles. So there was no try to test it with the previous schemes were implemented. Projects that many errors because lack of the possibility of combining several criteria and GIS advanced techniques. Finally, it was suggested that due to the high performance of this model for evaluating watershed management projects and prediction of projects for implementation, this model will be used in the same watersheds in the country.         Identifying and locating suitable areas for eco-tourism development, is one of the important issues of tourism planners. But the wide variety of options and parameters, variables uncertainty and long terms in environmental planning, causes the          decision-making becomes more complex. So multi-criteria decision-making methods can meet these challenges. Thus the aim of this study is to identify suitable areas for         eco-tourism in Kiamaky wildlife refuge using MCDM method Based on fuzzy logic in GIS. According to the effective criteria on the eco-tourism in this area; obtained from previous research and expert opinions, 15 criteria maps (climate, lithology, height from sea level, slope, aspect, land use and distance maps from residential area, road, river, police station, environmental guard station, sensitive habitats, shrine, spring and waterfall) are produced and classified as input. To determine the weights of criteria, opinions of experts in the form of Delphi Method were applied. The criteria matrix formed and the relative importance of all criteria was defined using the AHP method and pairwise comparison. Finally eco-tourism appropriate priority map was produced using Weighted Linear Combination (WLC) method and applying the index of the importance of each criterion to corresponding classified map. According to mentioned map, 15% and 34% of the area eligible for perfect and good for eco-tourism respectively, and 4% of the area are medium for this purpose. In this study, besides confirming previous studies, power and usefulness of GIS in locating and combining different ecological criteria were shown. Manuscript profile

        Given the importance and attractiveness of the mixed product parallel lines balancing problem and the importance of the human factor in the development process and also very few studies in relation to several simultaneous objectives that is a new approach in the field of parallel assembly lines, this paper presents a two-objective combined integer mathematical model for balancing mixed-model parallel assembly lines. Because of the complexity of the problem is in the class of NP-hard problems, the mathematical model can’t be solved for the actual dimensions of the industry. Genetic algorithm was used to solve this problem, coding and designing is done with MATLAB. The proposed model is evaluated by data set provided in this area. Results reflect the good performance of the model and improved objectives. Therefore proposed model leads to reduce the number of stations required in lines and minimize the total cost of human resources in mixed model parallel assembly lines. Manuscript profile

        AbstractThe present study was carried out in order to evaluate and rank the indicators of urban transport sustainability using descriptive-analytical methodology and Delphi methods, best-worst and best priority. In order to achieve the indicators of sustainable transportation in three economic, social and environmental dimensions, the criteria were ranked based on library studies, and the opinion of experts, so as to finalize the criteria of great importance on the research issue to enter the Delphi method, and be used as the evaluation criteria to save time and the number of trips. The final criteria were entered into the weighting and ranking process using the best-worst method and the best priority method. The results of the two methods of best-worst and best priority were compared using statistical methods.Considering that the ranking of the criteria was the same in both methods and the Spearman correlation coefficient was +1, so there is a strong correlation between the criteria.Also, the Pearson correlation coefficient between weights was 0.989 and the significance level was zero, which demonstrate a strong relationship between variables.         Appropriate distribution of urban green spaces is very important to increase of spatial justice in the cities. City of Ardabil is among the cities that faced with the problem of the imbalance in the distribution of public parks and green spaces. The per capita public green space in the city of Ardabil is 7.30 square meters. This amount is lower than the green space standards of the United Nations Environment Program (20 to 25 square meters per person) and lowers than the standards of Iran’s urban green spaces (12 square meters). This study by using of 9 key indicators has ranked 44 neighborhoods of the Ardabil city in terms of access to the parks and public green spaces. Research data gathered from the Ardabil City Municipality Department of Parks and Green Spaces and in the next step, have been corrected by using of field study in the year 2016. Multi-criteria decision-making methods, including TOPSIS, VIKOR, SAW and COPLAND have been used for analyzing, ranking and integration of final results. The findings of this research show that in terms of public green space indicators, 14 neighborhoods of the city are developed, 15 neighborhoods are semi developed and 15 neighborhoods of the city are poor in access to the appropriate public green spaces.         Tourism industry plays an important role in improving employment rate and the growth of the economy. Despite considerable capacities, the tourism industry has not been developed accordingly in Iran. The aim of this research is to identify and rank the tourism development strategies of Iran based on brand equity. This research is categorized as an empirical study based on its subject while with respect to data gathering it is considered a descriptive case study. Statistical population includes well educated experts with appropriate experience on tourism industry. According to the results, brand equity, marketing strategy and travel motivation were the most important criteria. After analyzing the dependencies among criteria and identifying their weights with hybrid ANP-DEMATEL technique, initial strategies were screened and selected by Delphi method. Afterwards, selected strategies were ranked using TOPSIS method. Based on the results, the use of information technology is the first ranked tourism development strategy followed by improving of hoteling infrastructures. Manuscript profile

        As the primary foundation of science, problem-solving forms the basis on which theory making & research can be formed & developed.Nowadays, the dominant urban planning practice in Iranian cities is the profession & technique which is prescribed by the public sector, and the missing link is the participation of the larger civil society in the management of urban affairs. The main purpose of this study is to identify & explain the problems of Ardabil city within the framework of criteria that are related to neighborhood planning.The survey research method was utilized in order to assess the aspects & components of neighborhood planning including physical, social, cultural, economic, environmental, access to urban services and proper urban governance factors. The spatial cluster sampling method was used to select 10 neighborhoods out of the five districts of Ardabil city (2 neighborhoods from each district) as sample neighborhoods & a number of 400 questionnaires were distributed according to their population within the selected neighborhoods by means of the random sampling method.The Excel, Spss software and T-test statistical method & multi-criteria decision making models have been used to analyze the data.The results statistical test indicated that there are different conditions in the neighborhoods of Ardabil city in terms of the aspects & components of neighborhood planning.Furthermore, the results of multi-criteria decision making models indicate that neighborhood number 5 in the 4th district of Ardabil Municipality is more problematic and there are fewer problems in neighborhood number 2 in the 1st district of Ardabil Municipality.         Despite the seven decades old of regional policy and planning in Iran, but Ilam province is among the underdeveloped provinces, yet. Part of the problem is rooted in the providence urban underdevelopment. The  study employs tried to use the civil and urban services department indicators to measure the development level. The study employs tried the Multi Criteria Decision Models like as VIKOR, TOPSIS, MORRIS and COPELAND to ranking of cities in development level. This study shows that: The new founded cities are less developed in all service indicators. In relative to other cities in the province with respect to its population, in the municipal sector service, Ilam is less developed. Low population cities have better situation in development indicators. The main result of this study is that the city of Ilam, in terms of population and the facilities concentration in the urban network, have the first rank in the province, but in terms of population, with the criteria of public services, Ilam is not a developed city.         In this article, which was conducted based on a case study in Iran's New Energy Organization (SANA), an attempt was made to develop sustainable development management strategies and consider the involvement of many positive and negative factors in choosing a wind turbine for a wind farm in the country. Use appropriate MADM methods. In this regard, after calculating the important factors in the evaluation of a wind turbine technology according to the principles of sustainable development management, AHP was used to weight the criteria and sub-criteria and TOPSIS was used to select the best option. In order to obtain the AHP hierarchy, the descriptive-field method was used, and the desired data was collected in line with the design of the model and different levels of the AHP tree, and the weighting process was carried out based on this. Several interviews were conducted to achieve criteria and sub-criteria. Also, a researcher-made questionnaire in this field was prepared and distributed among the people involved in the wind turbine industry, and finally, the agreed criteria and sub-criteria were calculated. Based on the conducted field studies, effective criteria in sustainable development management by choosing the right wind turbine for a wind farm in five general areas including: "Technical specifications and coordinates", "Technology manufacturer (provider) specifications", "Opportunity fields", "Generators" "Cost" and "Risks and Risk Factors" as well as 31 sub-criteria were identified and categorized.         Economic development requires investment in various sectors of the economy. The agricultural sector has a major share of Iran's GDP, employment and food security. The main objectives of this study are to identify and prioritize investment potentials in the agricultural sector of Mazandaran province using multi-criteria decision making (MCDM) models. For this purpose, 8 investment options of the province, including: pressurized irrigation, construction of gardens and pastures, electrification of wells, poultry farming, watershed management, conversion industries, fisheries and greenhouses were selected. Increasing production capacity was compared and prioritized. The results showed that in the criterion of the return on investment period and the rate of return on capital, activities that do not require group work and have fewer employees are a priority. Also, according to the final calculations, the processing industry has the first priority in the investment of the province's agricultural sector, and watershed management, construction of gardens and pastures, poultry farming, pressurized irrigation, fisheries and aquaculture, electrification of wells and finally greenhouses in the second to eighth priority were placed.Based on the research results, it was suggested that facilitating the inflow of funds into the agricultural sector and the impact of government fiscal policies on private sector activities should be considered by policy makers and the policy of reform and development of the financial sector should be a priority in the country.         This study primarily aimed to evaluate the performance and ranking of companies listed in the Tehran Stock Exchange cement industry using the multi-criteria decision-making methods. The main problem in the analysis of financial ratios is that each of the financial criteria evaluates a particular aspect of the organization's financial performance; thus, financial ratios confuse managers and investors. As a result, solutions are needed to overcome these limitations. Multi-criteria decision-making methods are one of these solutions. In this study, we use the BWM method, which is one of the new multi-criteria decision-making methods. Because of the benefits such as less comparative data and more stable comparisons, the BWM method is used to weigh objectives. According to the characteristics of multi-criteria decision-making methods, in addition to the BWM method, TOPSIS, ELECTRE, and VIKOR methods were used to rank the fifteen companies in the cement industry group listed in Tehran Stock Exchange during a period of three years (from 2017 to 2019). Finally, the results of methods were combined by Borda and Capland. Manuscript profile
