        Introduction:With the establishment of film festivals, various effects take place in the body of the city. Some effects appear in the field of infrastructure and the physical body of cities and others related to changes in the cultural body and urban economy. One of the opportunities is cultural bargaining. The event provides an opportunity for buyers and sellers of cinematic works to come together and exchange a variety of cultural goods and trade. Method: The method of this study is a survey and based on the Delphi method, 129 questionnaires were distributed among filmmakers, film directors, experts and critics who participated in the Berlin and Cannes Film Festivals in 2010-2016. Friedman binomial test was used to examine the research questions. Results: The results show that holding film festivals has been effective in urban management and change in the face of cities. Film festivals also increase cultural bargaining power due to the presence of buyers and sellers Conclusion: Film festivals have the potential for a variety of changes: urban management, changing the face of the city, branding cities, expanding markets and cultural tourism, and bringing economic benefits. Therefore, it is suggested that by strengthening the side markets, tangible change and development of urban infrastructure is possible. Participants in these markets will be encouraged to attend and participate when the city's infrastructure and management are fully prepared.   Manuscript profile

        Introduction: One of the most important missions of the facilitation is to identify the capacities and assets of the neighborhood and their flourishing in the direction of local community-based development and endogenous development. Social development is about putting human beings at the center of development theory. The social development approach emphasizes capacities and therefore empowerment is very important in it. In the transformation of planning approaches from the point of view of the need for base-based assets, attention has been paid to the capacities of the local community in order to empower the community. Method: This research is applied in terms of purpose and descriptive-analytical in terms of method. To analyze the data and information, a combined method (quantitative and qualitative) appropriate to the subject has been used. Also, 461 questionnaires were distributed by simple random method and Cronbach's alpha value for the reliability test of the questionnaire was 0.874, which means that our scale has high validity and reliability. Questionnaire analysis was also performed using statistical methods in SPSS software. Findings: To focus on the assets of the Jafarabad neighborhood, one must first identify the assets. Accordingly, the key assets of the local community include influential people, local associations and clubs (CBOs), non-governmental organizations (NGOs), support-charitable centers, government agencies, physical assets (educational, sports facilities). And recreation, health and social services and other similar items (social relations, cultural assets, economic and financial assets, etc.) Accordingly, each neighborhood and local community has the conditions, capacities and assets that Relying on them, we can take steps to solve the problems of the neighborhood and the development of the local community.The research findings indicate the low capital and assets of Jafarabad neighborhood in all dimensions. Conclusion: To achieve local community-based development, identify and recognize the potentials and capacities of the neighborhood, the flourishing of local assets is a requirement. Also, by recognizing all the assets and capacities of the neighborhood and their prosperity, local community-based development can be achieved. They must be discovered and given wings and empowered to witness the flight of the neighborhood towards the ideals and goals of urban development. Unfortunately, in Jafarabad neighborhood, urban capacities and capitals have not been discovered and flourished, and this has caused the neighborhood to lag behind in development.   Manuscript profile

One of the most important issues facing the design of urban spaces is the application of the principles of the original Iranian-Islamic culture, which has caused the alienation, anonymity and forgetfulness of God in society. The purpose of this study is to identify and study the cultural principles needed to design and organize Tehran's Tajrish Square. Method: The research method is exploratory-analytical, which can be achieved by examining the opinions and theories of experts and field perceptions and analyzing them, the required principles and principles. Results: Based on field perceptions and the study of theories, it was concluded that the space of Tajrish Square in Tehran lacks the identity and principles of Iranian culture and over time due to the two categories of globalization and technology and turning to modern materials and Avoiding the patterns and style of Iranian Islamic architecture and fading the patterns of religious identity, this field has lost its true identity.         Introduction and purpose: In the settlement risk reduction approach, a resilient system is one that can absorb temporary and permanent hazards and adapt to rapidly changing conditions without losing its function. In this regard, the need for a dynamic and systematic management approach in order to achieve resilience is felt. Considering the importance of the role of managerial indicators in the realization of a resilient city, the purpose of this study is to assess the feasibility of resilient management principles in Tabriz metropolis with emphasis on the Hugo approach. Research method: Research method is applied in terms of purpose and in terms of analytical-exploratory nature, which in order to analyze the information has been used the exploratory factor analysis model. Also, the statistical population of the study includes academic elites and managers and officials in the field of crisis management in Tabriz, that the sample size is estimated to be 100 people based on the Delphi method. Findings: Findings show that the top 10 management principles of resilience based on Hugo's perspective such as integration and coordination in decision-making and policy-making, oversight and inspection measures, structures and laws, organizational and local capacity building, and approaches to crisis and rehabilitation in and after metropolitan areas. Tabriz is not in a good condition. Results: The results also show that 17 components affect the impracticability of this approach in Tabriz metropolis, which based on the factor analysis model, the three main factors of management structure and inefficient laws, lack of institutional capacity building and emphasis on knowledge-based and lack of multidimensional and systemic perspective can be classified with special values of 6.452, 3.159 and 1.8993, respectively.   Manuscript profile

        Introduction & Objective: The concept of environmental graphics is one of the concepts of the 21st century, which has become inevitable in the field of urban aesthetics with the rapid development of communication technology and increasing urban population in urban spaces. Therefore, the aim of this study is the role of effective components on the visual quality of environmental graphics in the development of public spaces in Tehran Region One. Research method: The research method governing the research is descriptive-analytical. This study seeks to investigate the components affecting the visual quality of environmental graphics in the development of public spaces in region one of Tehran and tries to identify the most important factors affecting the visual quality of environmental graphics. Results: In order to investigate the components affecting the visual quality of environmental graphics in the development of public spaces in Tehran, SPSS software was used to perform Cronbach's alpha tests, KMO, Bartlett, T.test and multiple linear regression. The value of Cronbach's alpha and KMO tests was above 0.7 and also the significance level of Bartlett test was less than 0.05, which indicates the internal and structural reliability and validity of the distributed questionnaires. Conclusion: The results of independent sample t.test showed that in general, the visual quality of environmental graphics in public spaces of region one of Tehran, using multiple linear regression test, determined that the components of color combinations, sociability, unity And the integration of components, composition or background architecture, audience perspective and attention to detail were the most important and effective components of enhancement, respectively.   Manuscript profile

        Objective: Identity and brand are the most important and strategic issues of urban management and development. The aim of this study was to identify and analyze identity orientations and branding in Tehran. Method: In this study, library studies were used to collect data. Were used the Strategic-structural plan of Tehran (2007), Vision Document and Strategic Orientations of Tehran in horizon 1404 and The Third Five-Year Plan of Tehran Municipality (2019-2013) as information sources of this study. To study these resources, themed analysis method was used as one of the qualitative research methods. Results: Based on the findings of this study, Tehran's macro-identity orientations and urban branding are based on different aspects of natural, social, cultural, political, economic, legal and physical with the dominance of Iranian-Islamic culture and symbols. Conclusion: The realization of Tehran's identity orientations and urban branding depends on the development approaches and the state of diplomacy and international relations of the country on the one hand, and the resources, capacities and adaptation of Tehran's urban management executive plans with them on the other.
