This research is descriptive according to the nature of it, and according to the defined purpose, it is a practical type and is a survey based on its method. The community of this research is made up of experts and academic experts selected to develop entrepreneurship in the villages. Data were collected using interviews and questionnaires. Fuzzy Delphi technique was used. In total, a questionnaire was sent to 50 experts and university professors who were identified. A census method was used to determine the sample size.
