        The perception of a nation's image by foreign audiences has a historical, cultural, political and international background. Russia with thousands of years of history and identity is a good case for study. The paper examines the image and brand of Russia in today's world with an emphasis on Iran and it is using a descriptive-analytical method with describing the concept of nation branding and nation image making. The main question of paper is How Russia's image in Iran perceived? To answer the question, the paper emphasis that image of Russia in the regional and international environment, including Iran, is a negative image, partly based on a massive media advertising campaign in the West and partly is based on historical reasons. In other hands, part of this negative image came from the dreaming of the superpower by Russia and also bullying of the closed ring of Russian oligarchy politicians and elites for other countries, which is the legacy of the Soviet government. Accordingly, the brand and image of Russia between civil society in Iran and the West (apart from the discussion of governments) are common on the basis of historical and political reasons, and this image was and is negative and dark.         The management of Afghan nationals in Sistan and Baluchistan province has become a security, cultural and social requirement. In this regard, this study was conducted with the aim of presenting and validating the management model of Afghan nationals in this province. This study was conducted with the aim of presenting and validating the management model of Afghan nationals in this province. The community of participants in the qualitative section includes the elites of the management of foreign nationals in the province, 8 of whom were selected by purposeful sampling. The statistical population in the quantitative section also includes experts, 109 of whom were selected by cluster-random method. The data collection tools are semi-structured interviews and researcher-made questionnaires. Based on the results, the full implementation of the law prohibiting the presence of foreign nationals, cultural, religious and political similarities and the establishment of centralized management are the basic factors affecting the management of Afghan nationals. Of course, it should be kept in mind that condemning the policy of banning the presence of foreign nationals has an interventionist role in this regard, and the implementation of a conditional ban in the province also provides the necessary platform. Through the strategic amendment of the laws, behavioral results such as reducing crimes and developing sustainable security in the province, improving the economic conditions in the province and increasing the satisfaction of the people can be achieved.         Today, in the field of international relations, countries of the world, in order to reduce conflicts and disputes, as well as to strengthen exchanges between them, try to establish international agreements in various political, economic, cultural and social fields. The Comprehensive Joint Action Plan (CJAP) between Iran and the G5 countries (US, Russia, China, France, Britain and Germany) in Vienna is an example of this agreement. The present study, which is conducted by descriptive-analytical method, seeks to answer the question of what were the relations between the Islamic Republic of Iran and Europe before and after the withdrawal of the United States from Barjam? The present study has tested the hypothesis that after the approval of Barjam. The political and economic relations of the Islamic Republic of Iran with European countries have enjoyed a relative improvement but because of US sabotage, European relations with Iran have been based on conservatism and fear from the beginning and after the withdrawal of the United States from the Barjam agreement, European countries, with the withdrawal of their capital and economic companies from Iran, as well as the imposition of harsh sanctions, have preferred to follow US policies to adhere to the Barjam agreement.
