        The purpose of this research was to identify the effective factors in the improvement of the capacity of implementation of the renewable energy policies of vision document 1404. The qualitative research method was carried out with the fuzzy Delphi method, and it was practical in terms of the goal. The statistical population included policymaking and policy-implementation specialists of the Ministry of Energy and related organizations, including Tavanir and Satba, and regional power companies, and 21 people were selected as the research sample based on the purposeful sampling method. Also, the number of samples was based on the rule of theoretical saturation. Data analysis was done in three stages with the fuzzy Delphi method, failure mode analysis method, and fuzzy Dimetal method. The findings showed that six factors of policy development, policy implementers, management factors, structural factors, financial factors, and environmental factors are very important. Also, the dimensions of policy development include the five dimensions of concept clarity, clarity, dynamism and flexibility, and policy goals; The dimensions of policy implementation include political trust, procedures, fair distribution, political affiliation, and participation; The dimensions of management factors include the commitment and experience of executive organizations, policy evaluation in appropriate time frames; The dimensions of structural factors include appropriate organizational structure, policy implementation infrastructure, policy implementation instructions, appropriate monitoring system; And the dimensions of financial factors included financial resources, investment and policy support. Finally, it can be concluded that policies evolve over time through gradual changes or through fundamental and fundamental changes, and adopting a policy is not an endpoint of the policy process or a definitive solution to a fundamental problem.
