        In today's world, which has known as a communication age and technological changes and innovations, communication , information and services has a high rate, The countries and organizations is successful that has powerful presence in this era, and expanding New communication technologies have a special place in public relations and can accomplish the mission of public relations outside the confines of time and space. So according to this circumstances and needs of community to use these new technologies, the need for public relations agencies has felt in the city of Damavand. In this research three related hypothesis was considered by knowing how to use the new technologies in electronic public relations in Damavand’s executive organization and 100 managers and employees working in the public relations executive were selected according to Morgan to complete the questionnaire. Then it was measured by spss software and nonparametric and parametric tests. Analysis of the data showed that the recognition of new communications technologies in Damavand’s public relations is in the medium level but they use it more.         The main objective of this study was to investigate the relationship between the use of new communication technologies and media literacy. The study approach has been surveying and the statistical society were all the individuals of Tehran province one. The sample size was 200 and the sampling approach was non probable clustering, and the data collection tool was the researcher’s questionnaire. The validity has been achieved by some of the instructors of communication field and the reliability of tool, by Cronbach's alpha more than seventy percent. The results showed that 56% of respondents were female and 44% male and the average amount of using the communication technologies was 28/74 % and the average media literacy was 28/81 %. Also, according to the findings, there is a significant relationship between the use of new communication technologies and the media literacy and the intensity of the relationship is strong and the direction is positive, meaning that whatever the use of communication technologies rises, the individuals’ media literacy increases. According to the results it can be said that, the studied communication technology tools in this survey, including satellite and internet, because of their facilities for their audiences, such as individual access and individual access speed, have grown the media literacy of each individual, so the audience can reach a huge amount of data due to use of these technologies and faster access compared to past, so he (she) can select the data easier and confirm the validity of a subject and identify censoring in a subject and because of accessing to messages and various information by means of satellite and internet, his (her) ability to interpret the communication messages rises and ultimately his (her) media literacy increases.   Manuscript profile

National identity as one of the most important components of social life is one of the factors that are strongly influenced by the virtual world of the Internet.The purpose of this study is the role of the Internet on national identity in Iran. Assumptions and theories of media influence theories on identity and behavior patterns are extracted and analyzed. Library with the research method of questionnaire survey is a tool that is.Field survey of 400 university students in Tehran units in North, South, East, West and center in the second half of the year 93-1392 are studying using a questionnaire to a random sample of clusters have been selected. Research hypothesis test, Kruskal-Wallis and Friedman standard deviations and correlation coefficients were tested.         The main purpose of the present study is to review the view points of the scholars and experts in the field of “Communication Sciences” on the “Cyber/Virtual Space” in Iran. The method used in the study is the “Delphi Method” and the “Statistical Population” consists of the “Communication Experts” and the managers involved in the field of “Communication & Information Technology in Iran”. The process of the “Sample Selection” has been based on “Delphi’s Method”. In using the said method, a sample of 30 expert were selected and the study was done by interviews and related produses. The main findings of the Study are: The Cyber/Virtual Space is a reality with undisputable role it plays in the Economical and Spiritual Wellbeing of the Iranians. The benefits enjoyed by the People of Faith in broadcasting and communicating their points of view, by far surpasses the dangers and threats imposed by Global Domination. Setting realistic policies along with proper planning and supervision by the experts and authorities will be very crucial in this process. Using the Cyber Space will be a Golden Opportunity in Iran when paying due Consideration to the high and humanistic values set in and professed in the Holly Profit Mohammad’s Pure Islamic Values and those of the Holly Quran against the perverted, superstitious and radical ideas and school of thoughts professed by the Global Domination and dominant power houses. One of the most important and crucial ways in preventing the threats to the Iranian society by the Cyber Space is “Transparency” and strengthening the field of “Supervision” in this area. The Technological advances and the ever expanding uses of technology in the daily lives of the people necessitate the expansion of Internet uses and applications. Limiting access to Internet by Users should therefore be through Proper Information and Education of the Users so that they become a “Conscientious Users” in the face of the dangers and threats inherent in the field.         The current article is set to study and prioritize effective elements on reducing digital gap in Iran with emphasizing on role of rural ICT offices comparing villages of Qom Province. The method of the survey was measuring and questioner-based information was collected by asking opinions of experts of the subject. Statistical samples include 200 persons of users of rural ICT offices chosen with cluster multi-phase method. Descriptive findings indicate that level of digital gap is average (59.5). According to manifested findings there is meaningful and opposite relation between digital gap and educational variables (r =  -0/446), function of rural ICT offices (r = -0/440), knowledge (r = - o/651), level of villagers’ use of telecommunication services (r = -0/553), bank services (r = -0/269), postal services (r = -0/236) and level of adverts of rural ICT offices (r = -0/420).In other words, with increase of knowledge, education, advert, function of rural ICT offices and kinds of its services, digital gap level decreases and vice versa.         This study examines the factors associated with the contents of immoral or pornographic message in Internet groups. The research method is survey and the tool was Internet questionnaire. All Internet users have formed the statistical community. The questionnaire sent to email users and 115 users have submitted their answers to the researchers. The findings show the most members of this unethical group are single men with a mean age of 26 years, bachelor's degree and employed. 82 percent less than a year and 80 percent of the search in internet are familiar with this group. 57% of users in this group to offer others and 81 percent also tend to continue their membership. Average weekly visit of Members of the posts is 7.13 times. They have 80 percent interest in issues of pornography and 82% are satisfied with pornographic content and 60% of users were not supervised by relatives. The results showed that subjects are more interested in pornography, most views are pornographic content. Age, education and satisfaction with the visit of pornographic content’s Internet groups had a significant direct relationship. Average visit of pornographic content’s Internet groups of men more than women and Singles more than married and in workers was more than unemployed. Finally, the satisfaction of the pornographic contents of messages, the supervised by relatives and join with other groups had relationship with visit of pornographic content’s Internet group. Both of professional and ethical principles are observer over the true and false (right and wrong), but have different origin of value judgment. Professional principles shaped by contracts and external resources like business principles, while ethical principles to comply with human inner refer. If persuasion process defined in which persuader with the resort to reason and feeling in the form of rhetoric skills, affect persuadee mentality often to change behavior and force him to practice certain impressed; then follow up these claims(Professional principles against moral principles) to determine priorities and orientation persuasion agents, including mass media, is inevitable. There are many different experiences and techniques for assessing quality of moral principles. The traditional models like duty based ethics model, the veil of ignorance and moral relativity model; and also TARES. This assessment models explain the professional qualities and moral principles for agents and institutions responsible for public communications. Quality of Truthfulness of the message, Authenticity of the persuader, Respect for the persuadee, Equity of the persuasive appeal, and Social Responsibility for the common good; are assessment by TARES and guiding agents and institutions to stop, change or continuing public communications common policies. The problem raised in this paper, the less known the nature of such models in the media and communications in Iran. Due to the nature of the importance of such techniques, a detailed understanding of its functions, following its review of theory and knowledge, and experience, to better understand this model for use in specific circumstances underlying public communications needed in Iran. The method of survey and sampling is random , questionnaire was used to collect data.Data from the questionnaire were analyzed with spss software.         The Judiciary and Justice Administration as authority dealing with litigations and complaints (against justice) of people and authority for dealing with people’s legal and criminal complaints and disputes has a very important position in Iranian legal system similar to the most countries and benefitting from justly, independent proceeding system and competent justice along with criteria and norms of human rights for dealing with litigations will realize justly proceeding and judicial justice. For this purpose, main object of the judiciary is preserving the judicial independence and attention to legal fundamentals and principles in procedural law based on impartiality principle that sometimes faces problems as executor of justice for justifying its performance, actions, plans and programs as well as execution of judgments of accused, in media space-makings. In this connection, essentially, this question is propounded that “if media and press affects independence of the judiciary and enforcement of judgments based on justice?” For its prediction, data was collected based on descriptive-analytical method using library references as noting.
