Also, the current research is based on interpretive philosophy. The community of participants includes theoretical experts (public administration professors) and experimental experts (education managers). A targeted method was used for sampling and continued until theoretical saturation was reached. Finally, the opinion of fifteen experts was used. Theme analysis method and MaxQDA software were used to identify the underlying categories of the organizational hooliganism model. Structural-interpretive method and MicMac software were used to present the model. Based on the research findings, it was determined that the themes of education culture, organizational structure, education management, and job factors affect the themes of organizational atmosphere and payment and service compensation system. The mentioned components have an impact on the development of human resources and this theme also has an impact on stress management and conflict management. The mentioned themes, by influencing themes such as the professional capability of employees, the organizational intimacy of employees, and emotional closeness, lead to the exit from organizational hooliganism.
